HEC and the British Council, Pakistan have renewed their commitment to elevating Pakistan’s higher education and research landscape. Meeting at the HEC Secretariat, Chairman HEC Dr. Niaz Ahmad Akhtar and Country Director British Council Mr. James Hampson celebrated the ongoing success of the Pak-UK Education Gateway. This strategic partnership continues to drive joint research, student mobility, and leadership capacity building across the country. The Chairman emphasized that these international alliances are vital for strengthening academic quality and bringing marginalized areas into the mainstream.

Distinguished Academician Prof. Dr. Niaz Ahmad Akhtar Assumes Charge as Chairman HEC.
Renowned scholar and academic leader Prof. Dr. Niaz Ahmad Akhtar (Sitara-i-Imtiaz) assumed the office of Chairman HEC today. Upon his arrival at the HEC Secretariat, he was received by the Executive Director HEC, Prof. Dr. Zia Ul Haq, alongside senior HEC officers.
Holding a PhD in Chemical Engineering from the University of Leeds, United Kingdom, and having over 35 years of experience in higher education, research, and institutional development, Dr. Niaz Ahmad is the most senior Vice Chancellor in the country, with a cumulative 16 years of experience leading six prestigious institutions, including Quaid-i-Azam University, University of the Punjab, UET Taxila, National Textile University (NTU), Faisalabad, University of Sahiwal, and Information Technology University, Lahore. He also served as Vice Chairman, Pakistan Engineering Council (PEC) for three terms.
Under his leadership, these institutions experienced significant advancements in academic programs, research productivity, infrastructure development, digitalization, and international collaboration.
In recognition of his services, Dr. Niaz was awarded Sitara-i-Imtiaz in 2015, PEC Gold Medal in 2017 and Gold Medal by NTU Board of Governors in 2015.
The new Chairman HEC’s vision focuses on strengthening quality assurance, fostering research through global partnerships, promoting industry-oriented academic programs, and enhancing faculty development for advancing Pakistan’s higher education with the aim of developing a knowledge-based economy.
The higher education community across Pakistan has expressed immense satisfaction with the government's decision, noting that Dr. Niaz’s appointment comes at a critical juncture for the sector.

HEC's Quality Assurance Agency (QAA) successfully conducted the Review of Institutional Performance and Enhancement (RIPE) at The Women University, Multan. As part of the PSG framework, HEIs undergo initial Internal Quality Assurance (IQA) reviews, which are then strengthened through the External Quality Assurance (EQA) process.
Under the leadership of DG (Quality Assurance), Mr Nasir Shah, this RIPE (EQA) pilot marks a significant step in implementing the Pakistan Precepts Standards and Guidelines (PSG-2023). The review, led by Prof. Dr. Attaullah Shah, in collaboration with a panel of distinguished academicians, focused on institutional effectiveness and a student-centric approach to quality.
RIPE is a rigorous assessment framework featuring 16 standards that drive strategic, academic, and institutional development. It is designed to foster a culture of Continuous Quality Improvement (CQI) across higher education institutions. This successful pilot underscores HEC's commitment to ensuring Pakistani universities meet international benchmarks for excellence.

Good News; HEC’s Research and Innovation Division, National Research Program for Universities (NRPU) concludes the rigorous blind-review 1st phase for the NRPU Call 2025–26.
This year, HEC received an unprecedented 6,926 research proposals from across the country; marking the highest submission volume to date.
To ensure transparency, merit, and academic integrity, leading reviewers and subject experts from top universities nationwide were engaged at Islamabad and all regional centres, including Peshawar, Lahore, Karachi, and Quetta, as well as online. The NRPU team efficiently managed thousands of evaluations a challenging task through dedicated effort, coordinated teamwork, strict adherence to protocols, and strong support from HEC top management, completing the review cycle on schedule.
HEC commends the commitment of all reviewers, extends its sincere appreciation, and congratulates the applicants who have advanced to the second stage of the selection process.
Last Date for submission of detailed Proposal is 6th February 2026.

Quality Always Result Oriented:
Quality Assurance Agency (QAA) of HEC hosted an orientation session for representatives of HEC-established Accreditation Councils.
The session was held to initiate the implementation of REQAAB (Reviewing the Effectiveness of Quality Assurance and Accreditation Bodies), a core component of the Pakistan Precepts, Standards and Guidelines for Quality Assurance in Higher Education (PSG-2023).
The PSG-2023, developed through a collaborative venture initiated in 2021 with QAA-UK and extensive stakeholder consultation, is designed to blend internationally recognized quality assurance standards with context-specific, localized solutions.
This orientation session, which marks a significant next step in elevating the standards of quality assurance in the country, was attended by key representatives from all Accreditation Councils established under HEC.
The session was chaired by Mr. Nasir Shah, Director General (Quality Assurance), HEC. He stressed the importance of seamless collaboration between the Councils and the HEC to meet national educational priorities and global quality benchmarks.
At the end of the presentation, Mr. Irfan Ullah, Director QAA, encouraged the Accreditations Councils to develop their business models, which are currently missing.
