Is Education a Provincial Subject? | Was SNC Violation of Federating Units Powers by the Federal Government?

This lecture breaks down one of the most debated questions in Pakistani constitutional law: who controls education — the Federal Government or the Provinces?

We trace the complete constitutional journey: how education started as a Concurrent List subject under the original 1973 Constitution (Entry 38), how the 18th Amendment, 2010 abolished the Concurrent List and removed that entry, and how Article 142(c) shifted un-listed matters — including curriculum and policy — to the Provincial Assemblies. We also cover the Balochistan High Court's interpretation of the post-18th-Amendment framework, the fundamental right to education under Article 25-A, the powers the Federal Government still retains (standards in higher education, research, and scientific/technical institutions), and how bodies like the National Curriculum Council (NCC) and the Single National Curriculum (SNC) coordinate with the provinces without overriding their constitutional authority.

The topi discussed are as Follows:-

1. Education under the 1973 Constitution & Entry 38 (Concurrent List)
2. The 18th Amendment, 2010 — abolition of the Concurrent List
3. Article 142(c) and the shift of residual powers to the provinces
4. Balochistan High Court's view on the post-18th-Amendment position
5. Article 25-A — the Right to free and compulsory education (ages 5–16)
6. Federal jurisdiction retained: higher education, research, scientific & technical institutions
7. The National Curriculum Council (NCC) — formation, purpose, and nature (2014, IPEMC)
8. The Single National Curriculum (SNC) post-2018 — provincial vs. federal roles

📚 Key Constitutional References:
Entry 38 (Concurrent Legislative List, pre-18th Amendment) • Article 142(c) • Article 25-A • 18th Constitutional Amendment, 2010

Assalam-o-Alaikum.

Over the last few days, I have been working on a plan that I have specially designed for those aspirants who have recently faced disappointment in their CSS 2026 or PMS 2025 written attempts, particularly those who could not qualify the English Essay, Precis and Composition papers.

I have tried to design this programme in a way that does not simply focus on one particular paper or one particular problem.

It starts from the basics and gradually takes you towards an advanced level of English. I have divided the whole programme into eight phases, and each phase focuses on a different area where aspirants usually struggle.

We will work on your
1. Sentence structure
2. Comprehension
3. Decoding
4. Understanding of topic statements,
5. Expression
6. Reading problems
7. 8ocabulary
8. Content development

and all those areas that are actually creating problems in your English.

And the most important thing is that this is going to be personalized, one-on-one coaching.

I will first try to understand where you are actually lacking, and then we will work on those weaknesses step by step. Every phase will be properly practised, evaluated and discussed with you.

So, if you are someone who has already failed English once or twice and you genuinely do not want to face the same problem again in your next competitive examination, then I believe this programme can be useful for you.

This is not just about preparing an essay or learning a few rules of précis and composition. The purpose is to work on your English from the very foundation and gradually build the skills that you need for competitive examinations.

If you are interested in improving your English Essay, Precis and Composition, and you are willing to work seriously and consistently, you can avail yourself of this opportunity.

You can contact me personally, and I will explain the complete structure of the programme to you.

Thank you.

Regards
Muhammad Amir Raza

Part-C: An Analysis of Failure in CSS 2026 Islamiat Paper

🔹 Islamic Studies
CSS 2026 presented a particularly important lesson. The paper was largely non-conventional and opinion-oriented, while many aspirants prepared through conventional methods—primarily relying on the cramming of Ayats, Ahadith, quotations and factual material.

The real demand was conceptual understanding, critical thinking, argumentation and the ability to formulate an informed opinion.

CSS 2026 Written Result: Why Did So Many Aspirants Fail? | Detailed DMC Analysis

Why did capable CSS aspirants fail the CSS 2026 Written Examination?

In this video, I have conducted an English Precis and Composition, English Essay and Islamiat analysis of CSS 2026 failed candidates’ DMCs and identified some recurring weaknesses that aspirants often overlook.

From English Precis & Composition to English Essay and Essay to Islamic Studies, the analysis reveals that failure was not always about a lack of hard work, it was often about preparation in the wrong direction.

🔹 English Precis & Composition
Many candidates neglected the objective portion, including:
• Prepositions — 5 marks
• Punctuation — 5 marks Pair of Words – 10 marks
• Basic concepts of composition and grammar

Secondly: Aspirants either lacked conceptual foundations of the subjective portion or they did not come across rigorous practice of Precis and Comprehension questions.

These may appear to be small areas, but in a competitive examination like CSS, every mark matters. Neglecting these components can significantly affect the overall score.
