Never ever be impressed by those academies and mentors who predict questions, prepare mocks, and then flaunt how exactly the questions in CSS/PMS papers came out of their mocks and how correctly they predicted it...
It's just a bait to attract aspirants towards their sessions.
I mean it's not rocket science that the examiner would ask from the syllabi and important areas. What's their achievement in it when they add literally the whole syllabus and include all important topics, known to everyone, in their mocks!

***Groundwater management in Pakistan: Issues and solutions**

1.Introduction
We often come across debates regarding need for construction of dams, canals and efficient usage of water from glaciers but we escape to discuss importance of another source of freshwater which is groundwater.
The groundwater is present between rock and sediment beneath the surface of earth, this presence of water hundreds of feet below the surface of earth is called aquifer.
The groundwater in aquifer keeps on charging and discharging depends on water cycle and abstraction and various other factors like water contamination due to improver agriculture and industrial use, unregulated pumping and climate change.
2. What is the situation of groundwater in Pakistan?
Recently, World Bank published a report regarding critical situation of groundwater in Pakistan. The report was titled as Groundwater in Indus Basin, which estimates that about 10000 billion cubic metres of groundwater is available in Indus Basin region which is 80 times more than the storage capacity of three largest dams of the country. The World Bank report also deliberated on causes of depletion of groundwater in Pakistan and suggested measures to cope with the groundwater scarcity challenge.
3. Some of the causes of depletions of groundwater.
3.1 Population explosion
Pakistan population is growing at the alarming rate of 2.5%/year. With such an alarming rate the water abstraction is also increasing which is depleting the water at the fast pace.
3.2 Agriculture use.
Water is also be pumped out for agriculture usage by installing many unauthorized and non-licensed tubewells across the country. This is unmonitored usage of groundwater is another cause of groundwater depletion.
3.3 Climate change.
The climate cycle is disturbed due to the Climate change which occurs due to the pe*******on of sun layers from the ozone. These sun layers ultimately disturbs the water cycle and rains don't takes place on time which is necessary for recharge for water aquifer.
3.4 Fertilizer and pesticide usage
Fertilizer and pesticide, that we often use on fields to harvest our corps and kill germs, ended up being mixed with water. These chemicals contaminate the groundwater and turn it toxic.
3.5 Contamination from industrial waste.
Water also contaminates due to industrial waste that various industries like chemical, energy, steel and plastic produce. This waste, due to non- availability of waste management system, ended up being mixed with groundwater which contaminates the groundwater and make it non-usable.
3.6 Wastewater treatment.
Developed and first world countries do have mechanism to treat wastewater into freshwater but Pakistan don't have such mechanism and technology in place through which we can treat wastewater.
4 What Pakistan have done to cope the situation?
Indus Basin is second most over-stressed aquifer in the world. Pakistan stands fourth in water abstraction after China, India and US. Water abstraction such scale do require formal regulation. Pakistan has taken following steps.
4.1 National Water Policy 2018
Pakistan attempted to cope with issue of abstraction of groundwater under National Water Policy 2018 that emphasizes on licensed and regulated pumping of groundwater, but this policy is only confined to paper work.
4.2 Legislation.
Provinces have legislated various laws to cope groundwater abstraction challenge. Balochistan has groundwater ordinance since 1978. It also has the groundwater rules, 2014 but both are not enforceable as of now. Punjab and KP also legislated the law which successfully abrogated the Indian Easement Act 1882 under which farmers could get cover to abstract water presenting agriculture as an excuse. But there is no regulatory and enforcing agency to implement these laws, therefore such laws without enforcement channel are merely piece of papers.
5.Recommendation
5.1 Environmental laws.
Pakistan should legislate and implement the laws. There is timber mafia active in this country which is cutting the trees for their personal monetary interests. This unregulated tree cutting disturbing the water cycle resulting depletion of groundwater source.
5.2 Investment in wastewater treatment.
Pakistan should invest in wastewater treatment so that wastewater can be recycle and must be turned utilizable.
5.3 Commission to implement the water policy and laws.
As earlier stated, there are laws being legislated by the provinces but these laws also call for commissions that will implement these laws. but since there are no commissions then laws remain unenforced.
5.4 Registered water pumping.
We come across various tubewells across field lands in our country. Most of these pumping installations are un-licensed, resulting in wastage of water and pumping of water without any formal monitoring. This should be stopped and all pumping stations must be registered.
5.5 Sewege system and management of water.
The sewage system in Pakistan is not being managed properly due to absence of local bodies and incompetence of district administration. Due to weak sewage system groundwater which is being pumped for agricultural or consumption use is being ended up wasted in ponds, sewerage lakes and lines. The proper management of water by constructing sewage lines which separates groundwater from drain is viable solution.
5.6 Maintaining data
Any measure without collection of proper data on regular basis would be a foul measure to take because only proper data collection of groundwater on its abstraction, consumption, ground level and its wastage will apprise the relevant authorities regadarding affect of their decision and revise their strategy accordingly.
5.7 Capacity building of the departments.
Capacity building of the department should also be taken into account. The availability of the funds, proper training and implementation of the policy will be the huge challenge in this regard. As stated earlier, our country lacks knowledge of the groundwater. Coordination with international organizations and NGOs will be the best option from where Pakistan can acquire experience and training to confront the challenge. This will enhance the capacity and capability of our institutions.
6. Conclusion.
Given the gravity of the groundwater challenge, it will require time, persistency, capacity building, strategic decision making and sharp regulation of implementation of such decision making on ground. Pakistan must deal with groundwater issue on emergency and war basis because ground water regulation can play role of cost effective alternative to costly option of construction of dams. But to deal with it's water woes, Pakistan would all together require structural changes, whereas the ground water is only one component to deal with large puzzle of water scarcity issue in Pakistan. But groundwater recommendations, that are suggested above, if implemented can solve the water scarcity issue at much larger extent for Pakistan.
