In Canada, nearly 700,000 skilled trades workers are expected to retire by 2028 (many in industrial trades), creating shortages in sectors like manufacturing, transportation, and utilities. The EU faces similar dynamics. Although Europe has strong vocational training traditions in countries like Germany, manufacturers Europe-wide report difficulty hiring for technical operator roles. There is a particular shortage of workers adept in new technologies such as automation, robotics maintenance, and green manufacturing processes (e.g. battery cell production). Meanwhile, the GCC’s manufacturing sector – traditionally smaller – is expanding as part of economic diversification. GCC industries (e.g. petrochemicals, renewable energy equipment, food processing) need plant operators, maintenance technicians, and skilled trades. However, local skills supply is limited, meaning these countries often import talent or invest heavily in training programs to upskill their youth. For example, GCC employers cite a skills gap in technical fields like oil & gas operations, industrial maintenance, and logistics.

Manufacturing across the EU, North America, and GCC is undergoing transformation (toward advanced manufacturing and Industry 4.0), and there is high demand for skilled technicians and entry-level operators who have practical technical skills without necessarily holding a university degree. Examples of in-demand roles include CNC machinists, industrial machinery mechanics, welders and fabricators, forklift/heavy equipment operators, quality control technicians, and assembly line supervisors. In the United States, a widely-cited study by Deloitte and the Manufacturing Institute warned the manufacturing skills gap could leave 2.1 million jobs unfilled by 2030. Even entry-level production positions are going unfilled despite competitive wages. This gap exists because many manufacturing workers retired or left during recent years, and younger workers have been entering at too low a rate to replace them. The problem is evident on the shop floor: for instance, programmable logic controller (PLC) troubleshooting is one of the most in-demand skills in manufacturing, yet employers struggle to find candidates trained in these modern techniques.

A 2024 analysis found that in the US, for 12 critical trade roles (like welders, construction laborers, electricians, etc.), there are about 20 job openings per one new skilled worker – a massive gap. Europe’s construction industry reports similar strain; a skilled labour shortage “in most of the EU Member States” is widely acknowledged. In GCC countries, reliance on expatriate trade workers remains high, but localization drives (e.g. Saudization) mean upskilling local youth is urgent. Surveys in Kuwait, Qatar, Saudi Arabia, and UAE show well over half of workers perceiving a shortage of specialized skills in their country. This shortage spans both blue-collar trades and entry-level technical roles like CAD drafters or site supervisors, which often require only secondary education plus specialized training.

In the EU, officials report “more than 40 occupations with EU-wide shortages, especially in important sectors like construction [and] trades”.
