PPP Node, SE&LD Holds Coordination Meeting with PSF Team on Ongoing and Pipeline PPP Projects

The PPP Node, School Education & Literacy Department (SE&LD), convened a comprehensive coordination meeting today with the Public Private Partnership Support Facility (PSF) team at the PPP Node office. The session was chaired by Senior Director PPP Node, Dr. Ashique Hussain Memon, who welcomed the PSF delegation and provided an overview of the progress on ongoing and pipeline PPP initiatives.

The meeting encompassed detailed discussions on the following key project areas:

✔ Ex*****on status and operational timelines of the Teachers’ Training Institutes (TTIs) Project
✔ Girls’ Education Project (JICA-assisted schools)
✔ Review of IE Reports and issuance of IA Certificates
✔ Contract management mechanisms and related capacity-building requirements
✔ EMO Impact Assessment Study
✔ Pipeline initiatives, including School Transport Services and Early Childhood Education (ECE) Projects

Both teams reviewed operational progress, project performance indicators, documentation requirements, and strategic measures to improve the efficiency and service delivery of PPP interventions across the school education sector in Sindh.

External Review of Sample Based Independent Expert Assessment Tool – Grade V & VIII of EMO Schools

PPP Node conducted an external review of the Sample-Based Independent Expert (IE) Assessment Tool for Grade V and VIII of EMO Schools Dated : 6th November 2025, at the PNSC Building, Karachi.

The Independent Expert team presented the Assessment Tool before the forum and documented valuable recommendations to be incorporated into the final version of the tool.

The session was attended by experts from STEDA as external reviewers, representatives from Edlab & Oak Consulting (IE), Mr. Waqar Latif Soomro, Program Manager & Mr. Sajid Chandio from PPP Node SE&LD.

Progress Review Meeting of PPP-Node Projects

A progress review meeting of ongoing Public-Private Partnership (PPP) projects was held under the chairmanship of Dr. Ashiq Hussain Memon, Senior Director, PPP Node, School Education & Literacy Department.

The meeting was attended by the Director (Legal), Assistant Director, Program Coordinator, Consultant, and Program Manager of the PPP Node.

During the session, detailed discussions were held on the Impact RFP review, key project updates, and the way forward for upcoming PPP initiatives to strengthen education service delivery in Sindh.

Today’s assembly at our PPP Node school GHS Bozdar Wada in District Khairpur, managed by Indus Resource Center (IRC), showcased discipline, teamwork, and a strong spirit of learning.

Through the Public-Private Partnership in education, our students are gaining confidence, embracing knowledge, and moving towards brighter futures.

International EMO Conference 2025: Partnering for Impact in Education – Challenges and Opportunities

The Public–Private Partnership (PPP) Node, in collaboration with Education Management Organizations (EMOs), convened the International EMO Conference under the theme “Partnering for Impact in Education: Challenges and Opportunities.” The event brought together international delegates including Mr. Lim Soon Seong (Pythaverse, Singapore), Mr. Pir Lakht-e-Hasnain (Muslim Hands, UK), Mr. Zahid Azeem, along with leading educationists, policymakers, and dignitaries.

Deliberations focused on the transformative impact of EMO reforms, the role of PPPs in expanding access, improving quality, and strengthening governance in Sindh’s schools. Key discussions emphasized skill-based education, transnational linkages, and market-driven training to prepare Pakistan’s youth for global competitiveness.

Mr. Zahid Ali Abbasi, Secretary SELD, highlighted achievements of PPP initiatives, including:
• USAID-reconstructed EMO Schools serving 111,700+ students.
• 54 JICA-assisted Girls’ Schools serving 21,000 students.
• Teacher Training Institutes managed by Durbeen and SZABIST-ZAB-Ed, with 83% of Durbeen’s graduates clearing the national license exam.

He also announced upcoming PPP projects:
1. Girls’ School Transport Facility
2. Early Childhood Education Centres
3. School Meal Program (supporting SDGs 2 & 4)
4. School Solarization with UNICEF
5. Sindh Secondary Education Improvement Project (SELECT)
6. Non-Formal Education Centres for out-of-school children

In his keynote, Honourable Minister for Education, Syed Sardar Ali Shah, praised the PPP Node’s leadership under Mr. Ashiq Hussain Khoso and invited global partners to collaborate on PPP initiatives that embed skill-based, employability-focused learning.

The conference concluded with Mr. Khoso extending thanks to all international delegates and partner organizations for their commitment to advancing education in Sindh.

Progress Review Meeting with Independent Experts

On August 6, 2025, the PPP Node, School Education & Literacy Department, Government of Sindh convened a progress review meeting at the PPP Node Office, Karachi, with all Independent Experts (IEs) engaged under the Public-Private Partnership (PPP) framework.

The meeting was chaired by Mr. Ashiq Hussain Khoso, Senior Director & Beburg Rind Program Coordinator, PPP Node, and attended by key officials, including Mr. Waqar Latif (Program Manager, EMO), Mr. Sajid Hussain (Assistant Director), Mr. Rabait Ali (Director Legal), and Dr. Ashiq Hussain Memon (Director Administration).

Key areas discussed:

* Review of KPI achievements as per the Concession Agreements
* Improvement of Annual Management Plans (AMPs) with school-specific focus
* Strict compliance on staff availability, EMIS data entry, and student enrollment
* Implementation of monthly Scheme of Studies and lesson plans
* Finalization of assessment tools and monitoring mechanisms
* Ensuring minimum staff qualifications, particularly MPhil in Education for experts

All Independent Experts were instructed to ensure timely compliance with performance indicators and to report any discrepancies with evidence.

The PPP Node remains committed to ensuring quality education delivery under its PPP initiatives through continuous monitoring, stakeholder coordination, and accountability.
