DGSE Empowering Special Education in Gilgit Baltistan through Four Weeks extensive Hands-on Training

The National Institute of Special Education (NISE), under the Directorate General of Special Education (DGSE), today concluded an exclusive hands-on training program designed to empower educators and students with disabilities from Gilgit-Baltistan (GB) on their request.
The four-week extensive training, held from December 29, 2025 to January 23, 2026, focused on "Capacity Building in Visual Impairment, Orientation & Mobility, and Vocational Rehabilitation for Children and Adults with Disabilities."
The training aimed to equip participants with practical skills needed to enhance mobility skills and techniques for Visually Impaired along with vocational rehabilitation and at promoting inclusive opportunities for individuals with disabilities. This initiative reflects DGSE’s commitment to extending support beyond the Capital ICT and fostering inclusivity across the region.
The participants in this impactful program comprised educators and students from a community based Initiative Hamrah Maktab Special Education School in Khaplu Ghanche, GB. These included Ms. Hakima Bano, Principal, along with Ms. Hijab Zainab, Ms. Khadima Zehra, Ms. Asia Bano (Teacher/Wheelchair user), Ms. Aiman Zehra, Ms. Nasra Batool, Ms. Hakima bibi, Teacher and a Student with intellectual and Development disorders Ms. Kisa Batool.
At National Training Centre for Special Persons NTCSP , the trainees received orientation on market oriented trades of computer graphics, block printing and design , beautician, Mehndi tattoo art , jewellery craft and wood carving.
At the conclusion of the training, the Director General of DGSE, Captain (Retd) Asif Iqbal Asif, distributed certificates among the trainees.The participants expressed their heartfelt gratitude to the Ministry of Federal Education and Professional Training, as well as the Directorate General of Special Education, for providing this invaluable one-month hands-on training. They emphasized that the skills gained would significantly benefit the Community-Based Rehabilitation (CBR) initiative back in Gilgit-Baltistan, contributing to long term positive change in their communities.

Finnish Ambassador’s Wife Praises DGSE’s Efforts:
This afternoon, the First Lady, wife of the Ambassador of Finland to Pakistan, HE Hannu Ripatti, along with Ms. Sania, Senior Admin Head of Trade, met with Director General Capt (Retd) Asif Iqbal Asif to discuss the rehabilitation of an orphaned deaf child. The child's parents tragically lost their lives, along with one of their son, in a heartbreaking car accident last November.
In response, the Director General of Special Education took immediate action to ensure the child’s admission, enrollment, and boarding, introducing his expert team to the First Lady. She expressed her heartfelt appreciation for the compassionate and efficient support provided by the Directorate.
The DGSE remains steadfast in its commitment to delivering rehabilitation, education, Vocational training as holistic support to those in need.

The Directorate General of Special Education marked Christmas by celebrating with its Christian colleagues, sharing the joy and spirit of this blessed occasion.
Director General Special Education, Capt (R) Asif Iqbal Asif, joined the celebrations and cut a cake with colleagues, symbolising unity, inclusiveness, and mutual respect. On this occasion, they also prayed for the progress and prosperity of the country. This meaningful gesture reflects the department’s commitment to promoting harmony, tolerance, and togetherness among all communities.

Director General DGSE, Capt. (Rtd.) Asif Iqbal Asif, is leading a series of engagements focused on expertise exchange and knowledge co-sharing for the upcoming Centre of Excellence for Autism under the Ministry of Federal Education and Professional Training.

Today, renowned Autism expert Ms. Haleema Sadia, based in the USA and currently visiting Islamabad, was hosted by DGSE. Her visit included a tour of the Rehabilitation Centre for Children with Developmental Disorders (RCCDD), H-8/4. She met the faculty and the multi-professional team led by the Director of the Institute, and also visited the newly established resource rooms alongside the Director General, where she lauded the constructive initiative and engaged warmly with the children.

Her visit provided valuable insights on infrastructure design, service standards, and quality enhancement. These engagements aimed at integrating best practices are fully aligned with the vision of Secretary MoFE&PT, Mr. Nadeem Mahbub, reflected in DGSE’s holistic revamping initiatives and strategic roadmap.
