پرائیویٹ ایجوکیشنل انسٹی ٹیوشنز ریگولیٹری اتھارٹی (ICT-PEIRA) نے ’’پیرا ڈیجیٹل سروسز‘‘ کا باقاعدہ آغاز کر دیا ہے، جو وفاقی دارالحکومت کے نجی تعلیمی شعبے میں پیپر لیس ریگولیشن، شفافیت، ادارہ جاتی کارکردگی اور عوامی سہولت کاری کی جانب ایک اہم پیش رفت ہے۔

افتتاحی تقریب فیڈرل بورڈ آف انٹرمیڈیٹ اینڈ سیکنڈری ایجوکیشن اسلام آباد کے آڈیٹوریم میں منعقد ہوئی۔ وفاقی وزیر برائے تعلیم و پیشہ ورانہ تربیت ڈاکٹر خالد مقبول صدیقی نے تقریب میں بطور مہمانِ خصوصی شرکت کی۔ تقریب میں اعلیٰ سرکاری افسران، ماہرینِ تعلیم، نجی تعلیمی اداروں کے نمائندگان اور اسلام آباد سے تعلق رکھنے والی دیگر معزز شخصیات نے شرکت کی۔

تقریب سے خطاب کرتے ہوئے وفاقی وزیرِ تعلیم نے پیرا کی جانب سے جامع ڈیجیٹل خدمات کے آغاز کو سراہا اور ٹیکنالوجی کے ذریعے ریگولیٹری نظام کو زیادہ شفاف، قابلِ رسائی اور عوام دوست بنانے پر اتھارٹی کی کاوشوں کی تعریف کی۔

وفاقی وزیر نے کہا کہ شفافیت اچھی حکمرانی اور جمہوریت کی بنیادی اساس ہے اور جدید ٹیکنالوجی اداروں میں شفافیت، جوابدہی اور عوامی اعتماد کو فروغ دینے کا مؤثر ذریعہ ہے۔

انہوں نے کہا کہ آن لائن رجسٹریشن و تجدید، ای لائسنسنگ، شکایات کے ازالے، اسناد کی تصدیق اور مائیگریشن جیسی آن لائن سہولیات اب محض ایک آپشن نہیں بلکہ جدید ریگولیٹری نظام کی ناگزیر ضرورت ہیں۔ شہریوں اور تعلیمی اداروں کو ضروری سرکاری خدمات کے حصول کے لیے غیر ضروری کاغذی کارروائی، تاخیر اور دفاتر کے بار بار چکر لگانے کی ضرورت نہیں ہونی چاہیے۔

اس موقع پر چیئرمین پیرا ڈاکٹر غلام علی ملاح نے پیرا کے اصلاحاتی اور ڈیجیٹل ٹرانسفارمیشن ایجنڈے کی تکمیل میں مسلسل رہنمائی، بھرپور تعاون اور حوصلہ افزائی پر وزارتِ وفاقی تعلیم و پیشہ ورانہ تربیت کا شکریہ ادا کیا۔

ڈاکٹر غلام علی ملاح نے کہا کہ جدید دور میں ریگولیٹر کا کردار صرف قوانین کے نفاذ تک محدود نہیں ہونا چاہیے بلکہ اسے سہولت کار کا کردار بھی ادا کرنا چاہیے۔ انہوں نے کہا، ’’ریگولیٹرز کو فسیلیٹیٹرز بھی ہونا چاہیے۔ ہماری ذمہ داری ہے کہ تعلیمی اداروں کو سہولت فراہم کریں اور اس کے ساتھ معیاری تعلیم، ادارہ جاتی جوابدہی اور حکومتی پالیسیوں پر مؤثر عمل درآمد کو بھی یقینی بنائیں۔‘‘

انہوں نے وفاقی دارالحکومت کے تعلیمی نظام میں نجی شعبے کے اہم کردار کو اجاگر کرتے ہوئے کہا کہ اسلام آباد میں مجموعی طلبہ کے تقریباً 60 فیصد داخلے نجی تعلیمی اداروں میں ہیں۔ اس بڑے تعلیمی حصے کے پیش نظر نجی اداروں کے ساتھ مثبت اور تعمیری اشتراک، مؤثر ریگولیشن اور کوالٹی اشورنس اسلام آباد کے تعلیمی نظام کو مزید مضبوط بنانے کے لیے ناگزیر ہیں۔

چیئرمین پیرا نے مزید کہا کہ ڈیجیٹل ٹرانسفارمیشن محض ٹیکنالوجی کی تبدیلی نہیں بلکہ ایک ادارہ جاتی اصلاح ہے، جس کا بنیادی مقصد ریگولیٹری خدمات کو تیز، آسان، شفاف اور ہر شہری کی دسترس میں لانا ہے۔ اس اقدام سے کاغذی کارروائی میں نمایاں کمی، سرکاری دفاتر کے غیر ضروری دوروں کا خاتمہ اور اسٹیک ہولڈرز کو زیادہ تیز رفتار اور جوابدہ ریگولیٹری ماحول فراہم کرنے میں مدد ملے گی۔

’’پیرا ڈیجیٹل سروسز‘‘ کا آغاز ڈیجیٹل گورننس، شفافیت، کاروبار و ادارہ جاتی امور میں آسانی، معیارِ تعلیم کی ضمانت اور شہریوں پر مرکوز عوامی خدمات کے لیے اتھارٹی کے وسیع تر عزم کی عکاسی کرتا ہے۔ یہ اقدام ٹیکنالوجی کے ذریعے سرکاری اداروں کو جدید خطوط پر استوار کرنے اور عوام کے لیے حکومتی خدمات کو مزید آسان اور قابلِ رسائی بنانے کے حکومتی وژن سے بھی ہم آہنگ ہے۔

The Private Educational Institutions Regulatory Authority (ICT-PEIRA) has launched its “PEIRA Digital Services” initiative, marking a major step towards paperless regulation, greater transparency, institutional efficiency and improved public facilitation in Islamabad’s private education sector.

The launching ceremony was held at the Auditorium of the Federal Board of Intermediate and Secondary Education (FBISE), Islamabad. Federal Minister for Education and Professional Training 𝐃𝐫. 𝐊𝐡𝐚𝐥𝐢𝐝 𝐌𝐚𝐪𝐛𝐨𝐨𝐥 𝐒𝐢𝐝𝐝𝐢𝐪𝐮𝐢 graced the occasion as Chief Guest. The event was attended by senior government officers, educationists, representatives of private educational institutions and other distinguished guests from across Islamabad.

Addressing the ceremony, the Federal Minister appreciated ICT-PEIRA for introducing comprehensive digital services and commended the Authority for using technology to make regulatory processes more transparent, accessible and citizen-friendly.

The Minister emphasized that transparency is a fundamental pillar of good governance and democracy, adding that technology provides an effective means to promote transparency, accountability and public confidence in institutions.

Highlighting the importance of digital transformation, he said that facilities such as online registration and renewal, e-licensing, complaint redressal, attestation and migration services are necessities of a modern regulatory system rather than optional services. He observed that citizens and educational institutions should be able to access essential regulatory services conveniently without unnecessary paperwork, delays and repeated visits to government offices.

Speaking on the occasion, Chairman ICT-PEIRA 𝐃𝐫. 𝐆𝐡𝐮𝐥𝐚𝐦 𝐀𝐥𝐢 𝐌𝐚𝐥𝐥𝐚𝐡 expressed his appreciation to the Ministry of Federal Education and Professional Training for its continued support, guidance and encouragement in advancing PEIRA’s reform and digital transformation agenda.

Dr. Mallah said that the role of a modern regulator should not be confined to enforcement alone. “Regulators must also be facilitators. Our responsibility is to facilitate educational institutions while ensuring quality education, institutional accountability and implementation of government policies,” he stated.

He highlighted the critical contribution of the private education sector to the federal capital, noting that private educational institutions account for around 60 percent of the total student enrolment in ICT. Given this significant share, he said, constructive engagement with private institutions, coupled with effective regulation and quality assurance, is essential for strengthening Islamabad’s education system.

Dr. Mallah further stated that digital transformation is not merely a technological upgrade but an institutional reform aimed at making regulatory services faster, simpler, more transparent and accessible. The initiative seeks to reduce paperwork, minimize unnecessary physical visits and provide stakeholders with a more responsive regulatory environment.

The launch of PEIRA Digital Services reflects the Authority’s broader commitment to digital governance, transparency, ease of doing business, quality assurance and citizen-centric public service delivery. It also supports the Government’s vision of using technology to modernize public institutions and make government services more accessible to citizens.

The ceremony concluded with closing remarks and a vote of thanks by Member Academics, ICT-PEIRA, Mr. Imtiaz Ali Qureshi, who acknowledged the support and guidance of the Federal Minister, the leadership of Chairman ICT-PEIRA, participating educational institutions, officials and all stakeholders who contributed to the successful launch of the initiative.

Today, i.e on Wednesday 16th September, 2026 Chairman, 𝐏𝐫𝐢𝐯𝐚𝐭𝐞 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐈𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐬 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐨𝐫𝐲 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 (𝐈𝐂𝐓-𝐏𝐄𝐈𝐑𝐀), 𝐃𝐫. 𝐆𝐡𝐮𝐥𝐚𝐦 𝐀𝐥𝐢 𝐌𝐚𝐥𝐥𝐚𝐡 chaired a meeting to review and finalize arrangements for the Launching Ceremony of PEIRA Digital Services, scheduled to be held on 17th September 2026, at Federal Board of Intermediate and Secondary Education Auditorium, Sector H-8/4, Islamabad.

The meeting was attended by Members and senior officers of ICT-PEIRA. The Chairman undertook a comprehensive review of the preparations and discussed various aspects of the upcoming ceremony.
The Chairman emphasized that every aspect of the ceremony will be managed with *professionalism, precision and effective coordination.*

The Chairman appreciated the efforts of Members, officers and staff engaged in the preparations and directed them to maintain close coordination to ensure successful completion of the ceremony.

The launch of PEIRA Digital Services represents a significant step towards modern, technology-enabled and citizen-focused regulatory framework.

*اسلام آباد کے نجی تعلیمی اداروں میں 10 فیصد لازمی اسکالرشپس پر عملدرآمد کا جائزہ

سینیٹ کی قائمہ کمیٹی برائے وفاقی تعلیم و پیشہ ورانہ تربیت کی ہدایات اور وفاقی سیکرٹری تعلیم کی خصوصی رہنمائی کے تحت چیئرمین ICT-PEIRA ڈاکٹر غلام علی ملاح کی زیر صدارت ایک اہم اجلاس منعقد ہوا جس میں اسلام آباد کے نجی تعلیمی اداروں کی جانب سے رائٹ ٹو فری اینڈ کمپلسری ایجوکیشن ایکٹ 2012 کے تحت 10 فیصد مستحق طلبہ کے لیے لازمی اسکالرشپس پر عملدرآمد کا جائزہ لیا گیا۔

اجلاس میں اس امر پر تشویش کا اظہار کیا گیا کہ متعدد نجی تعلیمی اداروں نے بارہا یاددہانی اور ہدایات کے باوجود اسکالرشپ سے متعلق مطلوبہ معلومات ICT-PEIRA کو فراہم نہیں کیں۔

ڈاکٹر غلام علی ملاح نے کہا کہ اتھارٹی قانون پر مکمل عملدرآمد یقینی بنانے کے لیے ہر ممکن اقدام اٹھائے گی۔ انہوں نے مزید کہا کہ آؤٹ آف اسکول بچوں (OOSC) کو ترجیحی بنیادوں پر 10 فیصد اسکالرشپ سکیم کے تحت نجی تعلیمی اداروں میں داخلہ دلایا جائے گا تاکہ کوئی بھی مستحق بچہ تعلیم سے محروم نہ رہے۔

اجلاس میں فیصلہ کیا گیا کہ تمام نادہندہ اداروں کو 30 جون 2026 تک مطلوبہ معلومات جمع کرانے کا آخری موقع دیا جائے۔ مقررہ تاریخ تک عدم تعمیل کی صورت میں متعلقہ اداروں کی رجسٹریشن و تجدید رجسٹریشن کی کارروائی روک دی جائے گی، ان کے نام ICT-PEIRA کی ویب سائٹ پر بطور نادہندہ شائع کیے جائیں گے اور متعلقہ امتحانی بورڈز کو بھی آگاہ کیا جائے گا۔

مزید برآں مسلسل عدم تعمیل کی صورت میں اداروں پر جرمانے، رجسٹریشن کی معطلی اور ICT-PEIRA Act, 2013 کے تحت قانونی کارروائی عمل میں لائی جائے گی۔

اجلاس میں ان نجی تعلیمی اداروں کی کاوشوں کو بھی سراہا گیا جنہوں نے 10 فیصد اسکالرشپس فراہم کرنے کے حوالے سے مکمل تعاون کیا ہے۔ ایسے اداروں کو ان کی سماجی ذمہ داری اور تعلیمی شمولیت کے فروغ میں کردار کے اعتراف میں تعریفی اسناد جاری کی جائیں گی۔

ICT-PEIRA اسلام آباد کے تمام بچوں، بالخصوص مستحق اور آؤٹ آف اسکول بچوں، کو معیاری تعلیم کی فراہمی اور ان کے تعلیمی حقوق کے تحفظ کے لیے اپنے عزم کا اعادہ کرتی ہے۔
