Skill Development Council, Islamabad is established by the Government of Pakistan under National Training Ordinance 1980, amended Ordinance 2002.

Skill Development Council, Islamabad was constituted as employer led autonomous organization by the Ministry of Labor, Govt. of Pakistan under National Training Ordinance 1980, amended Ordinance 2002 on February 02, 1999. SDC Islamabad operates on Public-Private Partnership basis and is presently working under National Training Board (NTB), Ministry of Federal Education & Professional Training.
