National Energy Efficiency and Conservation Authority NEECA is the apex authority driving energy efficiency and conservation across Pakistan.

Through standards, labelling, and awareness, we are building a nation that uses energy wisely, saves more, and grows sustainably. National Energy Conservation Centre (ENERCON) has now been tranformed into National Energy Efficiency & Conservation Authority (NEECA).Inorder to achieve the challenging task of energy efficiency and conservation in all sectors of economy, a need was felt to introduce credible law which has now been provided through the National Energy Efficiency and Conservation Act 2016 recently passed by the National Assembly and the Senate and as notified in the gazette in July 2016. The Act shall provide for the establishment of institutions and enunciation of mechanisms and procedures so as to provide for effective conservation and efficient use of energy in all sectors of the economy. The strategy going to be adopted by NEECA for promoting energy efficiency and conservation shall cover whole spectrum of activities starting from identification of energy efficiency and conservation opportunities and including technology demonstration, undertaking pilot projects, information and outreach, training and education, and development of plans and policies for promoting mitigation, energy efficiency and conservation best practices.

At the International Energy Agency (IEA)'s 11th Global Conference on Energy Efficiency in (June 2026), governments agreed to make energy efficiency a cornerstone of energy policy. They highlighted its role in lowering energy costs, improving affordability, boosting competitiveness and strengthening energy security.

The COP31 Türkiye Presidency also asked the IEA to produce a special report to support an energy efficiency target for buildings ahead of in Antalya, Türkiye.

At National Energy Efficiency and Conservation Authority , we continue to work on energy efficiency and conservation across sectors, in line with the NEEC Action Plan 2023–2030. For the building sector, ECBC-2023 provides a national framework for improving energy performance from the design stage.

What does Pakistan’s energy future look like when decisions are backed by better technology data?

This was a key focus of the Stakeholder Workshop on Pakistan’s First Technology Catalogue for Power Generation and Storage Technologies, held in Islamabad.

National Energy Efficiency and Conservation Authority joined public and private sector stakeholders to examine the draft catalogue, discuss the technology data and share inputs on how it can support energy sector planning and decision-making.

The catalogue is being developed through cooperation between the Danish Energy Agency, in collaboration with Embassy of Denmark in Pakistan and Ministry of Energy-Power Division, Government of Pakistan, under the Pakistan-Denmark Strategic Sector Cooperation.

Building a reliable evidence base today can help inform better energy choices tomorrow.

Imagine planning a road trip with two maps. One shows the route energy planners see. The other shows the route climate planners chose. When the roads differ, the journey costs more.

International Renewable Energy Agency (IRENA) new analysis compared 114 national plans from 57 countries. In 2030, energy and climate plans differ by about 19% on average. By 2050, that grows to 45%.

The good news is where the plans meet: Transport, buildings and industry are where efficiency and climate action become one story. That is the ground NEECA Pakistan works on every day, from EV charging infrastructure to ECBC-2023 to industrial energy audits.

The report's advice is refreshingly practical: share data, cross-reference plans and build joint working groups.

In 2022 and 2023, the world added ~2.55 billion square metres of new buildings without mandatory energy efficiency requirements. The World Bank Group studied building energy codes in 88 countries to find what makes them work.

The answer: a code on paper is step one. Trained inspectors and informed builders turn it into savings.

What does it take to make energy efficiency part of how we build?

That was the conversation where National Energy Efficiency and Conservation Authority participated in the Stakeholder Engagement Workshop on “Building Transition to Promote Energy Efficiency in the Context of Decarbonising the Building Sector (Bauwende II)”.

The two-day workshop brought together government institutions, development partners, academia, professional bodies, industry and other stakeholders to look at a practical question: how can we strengthen the capacity, collaboration and practices needed to make energy-efficient buildings a reality in Pakistan?

Discussions covered institutional and technical capacity, stakeholder coordination, energy-efficient building practices and practical approaches to accelerating implementation across the sector.

NEECA shared its ongoing work to strengthen energy efficiency in buildings, including the implementation of -2023 and related initiatives.

In 2022, faced a serious energy crunch. People didn't wait for a new law to tell them what to do.

Close to 80% of households quietly turned their heating down by just one degree. Nothing dramatic. No new equipment, no big sacrifice. Just a small daily adjustment, repeated across millions of homes.

That one degree matters more than it sounds. Lowering the temperature by just 1°C can cut heating energy use by around 6%. Multiply that across an entire country, and a small personal choice becomes a national outcome.

Pakistan's version of that one degree already exists. An AC set slightly warmer. A fan on a lower setting. A room cooled only when someone's actually in it.

The habit is small. The impact isn't.

Small, unnoticed habits change everything.

Did you know? Air conditioners sold worldwide today use around 45% less energy than the ones sold back in 2005.

It's a finding from the International Energy Agency (IEA)'s State of Energy Policy 2026 report, and the driver behind it is simple: minimum energy performance standards and energy labelling. When countries set a floor for efficiency and label appliances clearly, manufacturers compete to go above it, and the market moves.

It's the same principle behind energy labelling programs like National Energy Efficiency and Conservation Authority PELR — helping people choose appliances that use less power.

A new World Economic Forum report puts a number on something National Energy Efficiency and Conservation Authority has built its work around: efficiency isn't a compliance box, it's what protects an investment.

Their finding: up to $1 trillion in global data centre investment could be unlocked simply by planning for resource efficiency and resilience from day one, instead of retrofitting later.

Data centres are a different kind of infrastructure. High-density computing, GPUs, heat loads, cooling systems and power requirements make their energy performance a particularly important technical challenge.

And that makes the conversation around efficiency even more relevant.

The principle remains simple: when efficiency is considered from the start, it can support better performance, lower operating costs and greater resilience.

As Pakistan’s data-centre ecosystem develops, there is an opportunity to bring energy efficiency into the conversation from the very beginning.

Yesterday, National Energy Efficiency and Conservation Authority welcomed the The Foreign, Commonwealth and Development Office review team as part of the Third Annual Review of the National Governance Programme ( ).

So what happens when the reviewers meet the reviewed? A substantive dialogue. The Foreign, Commonwealth & Development Office team sat with NEECA to trace the journey so far, the technical assistance delivered, the relevance of the support, and most importantly, the results now visible on the ground.

The NGP is a 4.5-year programme (2023–2028), delivered by UNDP with support to strengthen governance and coordination throughout Pakistan’s federal and provincial governments.

As the National Governance Programme progresses, NEECA continues to value its collaboration with FCDO and UNDP in advancing the shared vision of stronger governance in Pakistan.

A farmer’s energy bill is also a farming cost.

From water pumps and tractors to irrigation systems and other equipment, the way energy is used on a farm can make a real difference to operating costs.

Energy efficiency in agriculture is not only about saving energy. It can mean better equipment, lower running costs and more efficient use of resources, helping farmers get more from every unit of energy they use.

This is where energy efficiency becomes part of rural development.
