9th Surah Tawba : 51th

The phrase "The pens have been lifted, and the pages have dried" in the Hadith means that everything that will happen has already been written by Allah in the Divine Decree (Al-Lawh Al-Mahfuz), and nothing can change it except by His will.

"The pens have been lifted"
This refers to the fact that the decree of Allah has already been written. The pens that recorded destiny have completed their task, and no new writing will be made.
