Vice Chancellors Forum Meets at Federal Urdu University Islamabad; Heads of 21 Universities Attend

A meeting of the Vice Chancellors Forum of universities from Rawalpindi, Islamabad and surrounding areas was held at the Federal Urdu University, Islamabad. The meeting was chaired by Vice Chancellor, Professor Dr Zabita Khan Shinwari, and attended by vice chancellors, rectors and campus heads of 21 universities.
Dr Zabita Khan Shinwari presented the agenda of the forum and briefed the participants on its objectives, role and future direction. The participants discussed the financial and administrative challenges faced by universities and reviewed coordination between higher education institutions, the Higher Education Commission (HEC) of Pakistan and the government.
The forum expressed concern over the recent temporary suspension of admissions to Computer Science programmes at several universities. The participants said that the assessment conducted for computing programmes had a different stated purpose, but it resulted in the suspension of admissions. They emphasized that the concerned universities should have been consulted before such a decision was made.
The forum noted that higher education in Pakistan, particularly in the fields of Medicine, Information Technology, Engineering and Management Sciences, meets international standards. It also stressed the need to introduce certificate programmes in line with changing market requirements.
Vice Chancellor Dr Zabita Khan Shinwari said that universities are autonomous institutions and their autonomy should be fully respected. He also briefed the forum on the history, achievements and mission of the Federal Urdu University.
Vice Chancellor of the University of Baltistan, Dr Masood Akhtar, highlighted communication and internet connectivity issues in remote areas such as Skardu and Gilgit, and urged HEC and other relevant institutions to consider these challenges during assessment processes.
Rector of NUTECH, Engineer Moazzam Ejaz, said that HEC and government institutions should seek feedback from vice chancellors and faculty members while developing academic policies and curricula. Director General of NUML Brigadier Rafiq Khan, said that recommendations of university heads should be given due consideration at the highest level. Chancellor of Preston University, Dr Abdul Basit, termed such gatherings of university heads a positive step for the promotion of higher education. Rector of the Virtual University, Arshad Saleem Bhatti shared his views on technical matters related to different academic disciplines, particularly Computing Studies.
The forum also adopted a resolution on matters related to higher education.
Among those who addressed the meeting were Acting Vice Chancellor of Quaid-i-Azam University, Professor Zafar Nawaz Jaspal; Vice Chancellor of the University of Azad Jammu and Kashmir, Dr Anila Kamal; Vice Chancellor of Fatima Jinnah Women University, Rawalpindi, Dr Bushra Mirza; Vice Chancellor of Women University Mardan, Dr Razia Sultana; and Vice Chancellor of Kohsar University Murree, Dr Rafia Sultana.
The meeting was also attended by Professor Abdul Waheed, Campus Head of Iqra University; Mr Taha, representative of Northern University; Vice Chancellor of Health Sciences Academy, Dr Shehzad Ali Khan; Vice Chancellor of Air University, Air Marshal (Retd) Abdul Moeed Khan; Vice Chancellor of ABM, Professor Tanveer Khaliq; Khusro Pervaiz Khan from Shaheed Zulfikar Ali Bhutto Institute of Science and Technology (SZABIST), Islamabad; Professor Raheel Qamar; and the head of the Pakistan Science Foundation.
The forum decided to hold its next meeting at Air University....

راولپنڈی اسلام آباد اور ملحقہ علاقوں کی یونیورسٹیز کے وائس چانسلرز کے فورم کا اجلاس فیڈرل اردو یونیورسٹی اسلام آباد میں منعقد ہوا۔ وائس چانسلر فیڈرل اردو یونیورسٹی پروفیسر ڈاکٹر ضابطہ خان شنواری کی زیر صدارت اجلاس میں 21 جامعات کے وائس چانسلرز، کیمپس ہیڈز اور ریکٹرز شریک ہوئے۔ ڈاکٹر ضابطہ خان شنواری نے "وی سی فورم" کے ممبران کو اجلاس کے ایجنڈے سے آگاہ کیا۔ اس کے اغراض و مقاصد اور کارکردگی پر بریفنگ دی۔ 21 مختلف یونیورسٹیز کے وائس چانسلرز اور ریکٹرز نے جامعات کو درپیش مالی و انتظامی مسائل پر گفت و شنید کی۔ ہائیر ایجوکیشن کمیشن آف پاکستان اور حکومت کے ساتھ جامعات کے روابط اور کوارڈینیشن پر غور و خوض کیا۔ وائس چانسلرز نے حالیہ دنوں میں مختلف جامعات میں کمپیوٹر سائنس پروگرامز کے داخلوں کی عارضی بندش پر اظہار تشویش کیا۔ ان کا کہنا تھا کہ کمپیوٹنگ پروگرام کے سیمپل کے طور پہ جو ٹیسٹ لیا گیا تھا اس کا مقصد کچھ اور بتایا گیا تھا، مگر اس کے نتیجے میں پروگرامز کو بند کر دیا گیا۔ اس سے پہلے متعلقہ جامعات کے وائس چانسلرز کو اعتماد میں لینا چاہیے تھا۔ فورم میں بتایا گیا کہ پاکستان میں بالخصوص میڈیکل، آئی ٹی، انجینیرنگ اور منیجمنٹ سائنسز کی تعلیم انٹرنیشنل سٹینڈرڈ کی ہے۔ فورم میں اس بات پر زور دیا گیا کہ مارکیٹ ضروریات کو سامنے رکھتے ہوئے سرٹیفیکٹس پروگرامز بھی شروع کرنے چاہیئں۔
شیخ الجامعہ فیڈرل اردو یونیورسٹی ڈاکٹر ضابطہ خان شنواری کا کہنا تھا کہ یونیورسٹی خود مختار ادارہ ہے، لھذا جامعات کی خود مختاری کو یقینی بنانا چاہیے۔ انہوں نے فورم کو وفاقی جامعہ اردو کی تاریخ، کارکردگی اور نصب العین سے بھی آگاہ کیا۔
بلتستان یونیورسٹی کے وائس چانسلر ڈاکٹر مسعود اختر کا کہنا تھا کہ سکردو اور گلگت جیسے دور دراز علاقوں میں مواصلات اور انٹرنیٹ کے مسائل ہیں۔ ایچ ای سی سمیت متعلقہ اداروں کو چاہیے کہ اسسمنٹ کے دوران اس نکتے کا خیال رکھا جائے۔ نیو ٹیک کے ریکٹر انجینیر معظم اعجاز کا کہنا تھا کہ ہائیر ایجوکیشن کمیشن اور حکومتی اداروں کو نصاب سازی اور پالیسی سازی کے دوران وائس چانسلرز سمیت اساتذہ کا فیڈ بیک لینا چاہیے۔ نمل کے ڈائریکٹر جنرل بریگیڈیر رفیق خان نے کہا کہ جامعات کے سربراہان کی تجاویز کو اعلی سطح پہ قابل غور سمجھا جانا چاہیے۔ پرسٹن یونیورسٹی کے چانسلر ڈاکٹر عبد الباسط کا کہنا تھا کہ شیوخ الجامعات کا اس طرح مل بیٹھنا اعلی تعلیم کے شعبے کیلیے نیک شگون ہے۔ ورچوئل یونیورسٹی کے ریکٹر ارشد سلیم بھٹی نے مختلف شعبہ جات خصوصا کمپیوٹنگ اسٹیڈیز سے متعلق مضامین کے تیکنیکی امور پر گفتگو کی۔ فورم میں وائس چانسلرز کی جانب سے قرارداد بھی منظور کی گئی۔
قائم مقام وائس چانسلر قائد اعظم یونیورسٹی پروفیسر ظفر نواز جسپال، وائس چانسلر آزاد جموں و کشمیر یونیورسٹی ڈاکٹر انیلہ کمال، وائس چانسلر فاطمہ جناح ویمن یونیورسٹی راولپنڈی ڈاکٹر بشری مرزا، وائس چانسلر ویمن یونیورسٹی مردان ڈاکٹر رضیہ سلطانہ، وائس چانسلر کوہسار یونیورسٹی مری ڈاکٹر رفیعہ سلطانہ نے بھی فورم میں اظہار خیال کیا۔ اقرا یونیورسٹی کے کیمپس ہیڈ پروفیسر عبدالوحید، ناردرن یونیورسٹی کے نمائندے طحہ، وائس چانسلر ہیلتھ سائنسز چک شہزاد علی خان، وائس چانسلر ایئر یونیورسٹی ایئر مارشل ریٹائرڈ عبد المعید خان، وائس چانسلر اے بی ایم پروفیسر تنویر خالق، شہید ذوالفقار علی بھٹو یونیورسٹی آف سائنس اینڈ ٹیکنالوجی (زبسٹ) اسلام آباد کے ہیڈ خسرو پرویز خان، پروفیسر راحیل قمر اور پاکستان سائنس فاؤنڈیشن کے سربراہ نے بھی شرکت کی۔ راولپنڈی اسلام آباد اور گرد و نواح کی یونیورسٹیز کے وائس چانسلرز کے فورم کا اگلا اجلاس ایئر یونیورسٹی میں کرانے کا فیصلہ کیا گیا۔
