DepEd Carmen National High School - Nueva Ecija Carmen National High School was founded on June 30, 1978 through the extensive effort of the Sangguniang Bayan members spearheaded by Mr. Hon. Mr. Epifania G. Mrs.

Renato Cabacungan, a dynamic school head at that time. Mayor Francisco Ramirez then gave a strong drive to the group of people who were working hard in order to put up this secondary school for the benefit of the Carmenian and neighboring community people. hich was approved by former DepEd Region III Director Robinson Ylagan. Salaries of the teachers were answered by Ex-Mayor Francisco Ramirez. The school started to operate with first and second year level only with seventy-eight (78) students. When the school was opened, it was temporarily housed in the compound of Carmen Elementary School. Many people came to express their intention to become the head of the school. Former Mayor Ramirez and Mr. Renato Cabacungan agreed that for the good of the school, students and community, the most concerned person must be appointed. Through the help of his father in law, no other than Ex-Mayor Ramirez, Mr. Renato Cabacungan the principal of Carmen Elementary School was designated as the Assistant Principal under the supervision of the principal of its mother school, Zaragoza National High School. The teachers of the newly opened high school were Mrs. Caparas, Miss Minda C. Gallardo, Mrs. Julieta E. Morales, Mrs. Leonora L. Ledesma, Mrs. Juliana B. Bernardino, Mrs. Felicidad DC. Carlos, Mrs. Elenita Vanzuela, Mr. Rizaldy Santiago, Mr. Romeo Siblag and Mr. Norberto M. Calma. Honorary English teachers were Mr. Renato Cabacungan, Godofredo Galvan, Antonio Padunan, Julieta E. Mendez and Arceli Candelaria. In the school year 1979-1980, the year level of this secondary school was completed. By the passing of times, enrolment had expanded. Number of teachers also increased. In 1987, Mrs. Nila Mactal was sent to be the School Principal then followed by Mr. Quirino Guevarra, an English Division Supervisor then took over as officer in charge. From 1989 to 1994 Mrs. Gloria Gabriel, the Assistant Principal of Zaragoza National High School assumed her post as the officer in charge of this school. When the school turned to be a provincial high school, teachers were made to collect tuition fees of students where they can derive their salaries. Unpaid are being taken from the respective houses of students even in field because they promise to pay usually after harvest. Shortly after that, the Nationalization Act for all secondary schools in the Philippines was implemented. Not so long, there was a move to relocate to its permanent site where it now stands. The area of 5,700 sqm lot was donated by the generous and philanthropic Tecson family. The relocation process was extremely difficult. The teachers and the students labored much to clear the area. Many houses are built within the lot. Lydia R. Pagaduan, our beloved ex-mayor facilitated all ways and means to convince the people occupying the area to move out for goodness sake and for the benefit of many students and would be students not only in Carmen but also in the nearby communities. Collection of some voluntary contribution was made to help people transfer to other places to give way for the construction of the building we now call Carmen National High School. Succession of the dynamic principals who managed the schools were: Mrs. Nenita E. Masibay, Dr. Monica Mallari, Miss Leonila E. Jacinto, Dr. Elpidia R. Andres, Mr. Calma, Mrs. Erlinda A. Frany, Mrs. Mary Finela M. Bayan, Mrs. Teodora D. Vitug, Mrs. Editha P. Mendoza, EdD and now, our principal is Ma'am Jesusa D. Bote, CESE.
