Dear Parents and Guardians,
At Ferndale International School, we believe that every student deserves to learn, grow, and thrive in an environment that is safe, respectful, and free from fear, harm, or harassment. To uphold this commitment, we strictly adhere to 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟭𝟬𝟲𝟮𝟳, also known as the 𝗔𝗻𝘁𝗶-𝗕𝘂𝗹𝗹𝘆𝗶𝗻𝗴 𝗔𝗰𝘁 𝗼𝗳 𝟮𝟬𝟭𝟯, and its Revised Implementing Rules and Regulations (IRR) issued by the Department of Education. Below is important information to help you understand this law, its implications, and what constitutes bullying.

📜𝐖𝐡𝐚𝐭 𝐢𝐬 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟏𝟎𝟔𝟐𝟕?
𝐑𝐀 𝟏𝟎𝟔𝟐𝟕 is the national law that mandates all schools in the Philippines to adopt comprehensive policies to prevent, address, and penalize acts of bullying. It defines bullying as:

🚫 𝗙𝗼𝗿𝗺𝘀 𝗼𝗳 𝗕𝘂𝗹𝗹𝘆𝗶𝗻𝗴 (𝗨𝗻𝗱𝗲𝗿 𝗥𝗔 𝟭𝟬𝟲𝟮𝟳)
The law explicitly identifies these categories, including updated coverage for digital spaces:

1. 𝐏𝐡𝐲𝐬𝐢𝐜𝐚𝐥 𝐁𝐮𝐥𝐥𝐲𝐢𝐧𝐠 – Unwanted physical contact: pushing, hitting, kicking, slapping, tripping, damaging belongings, or using objects as weapons.

2. 𝗩𝗲𝗿𝗯𝗮𝗹 𝗕𝘂𝗹𝗹𝘆𝗶𝗻𝗴 – Name-calling, insults, threats, mockery, offensive remarks about appearance, family, or background.

3. 𝗣𝘀𝘆𝗰𝗵𝗼𝗹𝗼𝗴𝗶𝗰𝗮𝗹 / 𝗘𝗺𝗼𝘁𝗶𝗼𝗻𝗮𝗹 𝗕𝘂𝗹𝗹𝘆𝗶𝗻𝗴 – Spreading rumors, ignoring/excluding someone, humiliating gestures, or actions that damage self-esteem.

4. 𝗦𝗼𝗰𝗶𝗮𝗹 / 𝗥𝗲𝗹𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗕𝘂𝗹𝗹𝘆𝗶𝗻𝗴 – Intentionally isolating a student, turning others against them, or ruining their reputation.

5. 𝗖𝘆𝗯𝗲𝗿𝗯𝘂𝗹𝗹𝘆𝗶𝗻𝗴 – Bullying done through phones, social media, messaging apps, emails, or online platforms; includes posting hurtful content, impersonation, or sharing private information without consent.

𝗡𝗼𝘁𝗲: Bullying is prohibited on 𝙙𝙪𝙧𝙞𝙣𝙜 𝙨𝙘𝙝𝙤𝙤𝙡 𝙖𝙘𝙩𝙞𝙫𝙞𝙩𝙞𝙚𝙨, 𝙤𝙣 𝙩𝙧𝙖𝙣𝙨𝙥𝙤𝙧𝙩, 𝙖𝙣𝙙 𝙚𝙫𝙚𝙣 𝙤𝙛𝙛-𝙘𝙖𝙢𝙥𝙪𝙨 𝙞𝙛 𝙞𝙩 𝙙𝙞𝙨𝙧𝙪𝙥𝙩𝙨 𝙡𝙚𝙖𝙧𝙣𝙞𝙣𝙜 𝙤𝙧 𝙘𝙧𝙚𝙖𝙩𝙚𝙨 𝙖 𝙝𝙤𝙨𝙩𝙞𝙡𝙚 𝙨𝙘𝙝𝙤𝙤𝙡 𝙚𝙣𝙫𝙞𝙧𝙤𝙣𝙢𝙚𝙣𝙩.

⚖️ 𝗟𝗲𝗴𝗮𝗹 𝗮𝗻𝗱 𝗦𝗰𝗵𝗼𝗼𝗹 𝗜𝗺𝗽𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀

1. 𝗙𝗼𝗿 𝘁𝗵𝗲 𝗩𝗶𝗰𝘁𝗶𝗺: Bullying can cause long-term anxiety, low self-confidence, academic decline, and mental health issues. The law ensures their right to protection and support.

2. 𝗙𝗼𝗿 𝘁𝗵𝗲 𝗣𝗲𝗿𝗽𝗲𝘁𝗿𝗮𝘁𝗼𝗿: The school will apply progressive disciplinary actions (counseling, behavior contracts, suspension, or other measures). In serious cases, acts may also violate the Revised Penal Code, Child Protection Laws, or Cybercrime Prevention Act, leading to police involvement or legal proceedings.

3. 𝗙𝗼𝗿 𝗣𝗮𝗿𝗲𝗻𝘁𝘀/𝗚𝘂𝗮𝗿𝗱𝗶𝗮𝗻𝘀: You will be notified immediately if your child is involved as victim or perpetrator. Cooperation is required to implement interventions and prevent recurrence.

4. 𝗥𝗲𝘁𝗮𝗹𝗶𝗮𝘁𝗶𝗼𝗻 𝗶𝘀 𝗮𝗹𝘀𝗼 𝗮 𝗰𝗿𝗶𝗺𝗲: Any action against those who report bullying is strictly forbidden and penalized.

🤝 𝐇𝐨𝐰 𝐖𝐞 𝐂𝐚𝐧 𝐖𝐨𝐫𝐤 𝐓𝐨𝐠𝐞𝐭𝐡𝐞𝐫

1. 𝐓𝐚𝐥𝐤 𝐨𝐩𝐞𝐧𝐥𝐲: Ask your child how school is, teach them respect, empathy, and kindness.

2. 𝐖𝐚𝐭𝐜𝐡 𝐟𝐨𝐫 𝐬𝐢𝐠𝐧𝐬: Sudden changes in mood, sleep, appetite, or reluctance to attend school may indicate a problem.

3. 𝐑𝐞𝐩𝐨𝐫𝐭 𝐢𝐦𝐦𝐞𝐝𝐢𝐚𝐭𝐞𝐥𝐲: If you suspect or witness bullying, contact the School Guidance Counselor, Class Adviser, or Administration. All reports are confidential and investigated promptly.

4. 𝐒𝐮𝐩𝐩𝐨𝐫𝐭 𝐩𝐨𝐥𝐢𝐜𝐢𝐞𝐬: Help us reinforce that bullying is never acceptable and that everyone has the right to be safe.

Ferndale International School strongly adheres to and enforces a STRICT GUN BAN POLICY within all our campuses, premises, and activities, in full compliance with Republic Act No. 10591, otherwise known as the Comprehensive Fi****ms and Ammunition Regulation Act. This law explicitly prohibits the unauthorized possession, carrying, or bringing of any firearm, ammunition, or deadly weapon in public places, schools, and learning institutions — regardless of license or permit — except for duly authorized law enforcement personnel on official duty.

This policy is reinforced and made even more urgent by the recent tragic incident in Tacloban, where the presence of a weapon in a school setting led to loss of life, trauma, and irreversible harm to students, families, and the community. We are deeply saddened by this event, and it strengthens our resolve to ensure that our school remains a safe, secure, and weapon-free zone for every learner, teacher, and staff member.

We emphasize that parents are the first and most vital line of defense in protecting our children and our school community. We call upon every parent and guardian to:
1. Strictly ensure that no firearm, weapon, or dangerous object — licensed or unlicensed — is ever brought, carried, or kept by your child, or found in their bags, belongings, or person when coming to school or school-related activities.
2. Safely and securely store all fi****ms and weapons you may own or keep at home, away from the reach and access of children and minors, in compliance with RA 10591 and existing regulations.
3. Educate your children about the dangers of weapons, the laws governing them, and the serious consequences of bringing them to school or public places.
4. Report immediately to school authorities or law enforcement if you become aware of any student or individual possessing or planning to bring a weapon to school.

Greetings!

Please be informed that the opening of classes for the Preschool Department, originally scheduled for June 15, 2026, is moved to 𝗪𝗲𝗱𝗻𝗲𝘀𝗱𝗮𝘆, 𝗝𝘂𝗻𝗲 𝟭𝟳, 𝟮𝟬𝟮𝟲.

This adjustment is necessary as we are currently doing the final set- up of our classrooms in the new building, ensuring that all spaces are safe, clean, organized, and fully ready to welcome our youngest learners.

We apologize for any inconvenience this change may cause and thank you very much for your kind understanding and continued support. We look forward to seeing our preschoolers on June 17!
