📌NOTICE:Invitation to Bid

Name of Project:Procurement of School-Based Feeding Program (SBFP) Commodities for School Year 2026–2027

The Talon-Talon Central School, Talon-Talon, Zamboanga City, through its District Bids and Awards Committee (BAC), invites all interested and eligible suppliers to submit sealed bids for the Procurement of School-Based Feeding Program (SBFP) Commodities for School Year 2026–2027.

📌Important Reminders:
1.Bidders are strictly required to follow the prescribed unit of measure and quantity indicated for each item in the Request for Quotation (RFQ).

2.All products offered shall be brand new, of good quality, and compliant with the required specifications. The winning supplier shall also ensure that deliveries are flexible and in accordance with the delivery schedule determined by the school, taking into consideration the school's available storage capacity.

3.Payment Shall be on a staggered basis

4.Late submissions shall not be accepted.

📌The bid opening shall be conducted in the presence of bidders or their duly authorized representatives who choose to attend.

📌Submission of Bids (Two-Envelope System)

📌Prospective bidders shall submit their bids in two (2) separately sealed and properly labeled envelopes, as follows:

📌Envelope 1 – Technical and Eligibility Documents
This envelope shall contain the following:
1.PhilGEPS Certificate of Registration (Platinum Membership)
2.Valid Mayor's/Business Permit
3.Tax Clearance Certificate
4.Business Tax Return
5.Notarized Omnibus Sworn Statement

📌Envelope 2 – Financial Documents
This envelope shall contain:
1.Accomplished Request for Quotation (RFQ)
2.Canvass Form

The Request for quotation and Canvass Form shall be downloaded through the QR code provided. Interested suppliers shall accomplish this form and submit them together with their financial proposal through the prescribed two-envelope system.

📌Reservation Clause:
The Talon-Talon District Bids and Awards Committee (BAC) reserves the right to reject any or all bids, waive any formality therein, annul the procurement process, or declare a failure of bidding at any time prior to the award of contract, in accordance with the provisions of Republic Act No. 12009 Implementing Rules and Regulations (IRR), without thereby incurring any liability to the affected bidder or bidders.
