Pursuant to CHED Memorandum No. 853, series of 2026, and in line with the recent passage on Third Reading of Senate Bill No. 1894, whick seeks to enhance the Tertiary Education Subsidy (TES) by expanding the coverage of educational expenses such as books, transporation, room and board, and other incidental expenses under Republic Act No. 10931, otherwise known as the ''Universal Access to Quality Tertiary Act'', the Commission on Higher Education (CHED) is currently gathering relevant information on the daily and monthly expeses incurred by college students.
in this regard, all Higher Education Institutions (HEIs) are hereby requested to disseminate the attached survey form to student beneficiaries and encourage their participation in answering the online survey through this link https://bit.ly/StudentExpenses. The Survey will accept respones until May 29, 2026 at 12:00 midnight.
The gathered data will help CHED better understand the actual financial needs and challenges experienced by the college students and may serve as basis for policy recommendations, student support interventions, and future enhancements to government education subsidy programs.
