BECA 2026 | Barangay Balbaloto, Victoria, Tarlac

Balbaloto Elementary School, headed by Dr. Nelia P. Abaya, Principal I, was among the areas visited as part of the Barangay Environmental Compliance Audit (BECA), which aims to evaluate the barangay’s implementation of proper solid waste management, waste segregation, cleanliness, proper disposal, and other environmental practices. The visit also highlights the important role of schools and the community in promoting environmental awareness and responsible waste management.

Barangay Balbaloto takes pride in its long-standing commitment to cleanliness and environmental care. The barangay has been recognized as the Cleanest Barangay in the Municipality of Victoria five (5) times and has also been declared Champion three (3) times at the provincial level in the Province of Tarlac. These achievements reflect the continued efforts, discipline, and cooperation of the barangay officials, residents, schools, and community stakeholders.

More than the awards, these recognitions inspire the entire community to continue working together toward a cleaner, healthier, and more environmentally responsible Barangay Balbaloto. The BECA visit serves as an opportunity to appreciate the good practices already in place while encouraging everyone to strengthen their commitment to proper waste management and environmental protection.

1969 – 2026

Today, we mourn the passing of a remarkable leader, a devoted educator, and a beloved school principal whose presence touched the lives of countless students, teachers, staff, parents, and members of the school community.

Dr. Rafael Mejia Delos Santos was more than a principal. He was a source of guidance, inspiration, wisdom, and encouragement. Through his leadership, he reminded us that education is not only about knowledge and achievement, but also about character, compassion, integrity, and service. His dedication to the school and to the people entrusted to his care will forever remain a meaningful part of our institution’s story.

His warm presence, thoughtful words, and genuine concern for others created memories that will be cherished for years to come. Though his journey with us has come to an end, the lessons he shared, the lives he influenced, and the values he upheld will continue to live on in the hearts of those who had the privilege of knowing him.

Ancho, Education Program Supervisor in Edukasyon sa Pantahanan at Pangkabuhayan (EPP) and Technology and Livelihood Education (TLE); and Dr. Eliza Z.
