MEMORANDUM NO. 001, s. 2026

Date: August 18, 2026

TO: All Students, Faculty and Staff, Visitors, Alumni,
and Other Stakeholders

(original signed)
FROM: Br. Ellakim P. Sosmeรฑa, SC, PhD
School President

THRU: Reynante G. Crodua, MBA
Security and Safety Officer

SUBJECT: School Campus Security Measures

1. To protect and secure the school community from any untoward incident, the following security measures are hereby issued for strict compliance. Security guards are authorized to:

a. conduct the necessary inspection of all persons upon entry at the school gates;

b. inspect bags, packages, and other personal belongings; and

c. check vehicles, including the glove compartment, armrest box, and bags of passengers, upon entry at the gates.

2. All inspections shall be conducted with due regard for the dignity and privacy of the person inspected and in a gender-sensitive manner, as follows:

a. Physical searches of bags shall be non-intrusive. Security guards shall not physically touch any student or reach inside a bag without the student present.

b. Female students shall be inspected by female security guards or assigned female school staff, while male students shall be inspected by male security guards or assigned male school staff.

c. For bag inspection, the student or person concerned shall open their own bag; the guard shall use a soft inspection stick or wand to shift the contents without reaching in by hand and shall conduct a visual check only; and if a suspicious item is spotted, the student or person concerned shall be asked to remove it themselves.

d. Handheld metal detectors, where used, shall be swept two (2) to three (3) inches away from the body, focusing on the waistband, pockets, and bags.

3. All inspections shall be conducted in accordance with applicable laws and guidelines issued by the Philippine National Police (PNP), the Department of Education (DepEd), the Commission on Higher Education (CHED), and the Local Government Unit (LGU), including the PNP School Safety and Security Handbook (Oplan Balik Eskwela), DepEd Order No. 40, s. 2012 (Child Protection Policy), and DepEd Order No. 6, s. 2026 (Guidelines on Ensuring a Safe and Motivating Learning Environment).

4. Any person who declines to be inspected, or whose belongings or vehicle may not be inspected, shall not be allowed to enter the school campus.

5. The following items are strictly prohibited from being brought inside the school campus: weapons and bladed items; v**es and e-cigarettes; illegal drugs; gambling materials and paraphernalia; and alcoholic beverages. This list of prohibited items shall be posted at the school gates and other conspicuous places for the guidance of all concerned.

6. Any person found carrying a dangerous weapon (e.g., knife, gun, or similar item) shall be required to deposit it at the guardhouse vault before being allowed to enter. The item may be claimed upon the person's exit from the school campus. If the person refuses to deposit the above-mentioned dangerous items, he/she will not be allowed to enter the campus.

7. In addition to the foregoing, the following procedures shall apply when a prohibited item is found on a student during inspection:

a. If the item is prohibited but non-criminal in nature (e.g., v**e or playing cards), it shall be confiscated and logged in the Security Logbook, and released to the Prefect of Discipline or the Guidance Office, with a corresponding receipt issued to the student.

b. If the item is a dangerous weapon or illegal substance, the student shall be brought calmly to a private office. The School Principal or Guidance Director shall be contacted immediately, and the student's parents shall be notified, before the matter is escalated to the local police, particularly the PNP Women and Children Protection Desk (WCPD).

8. Upon entry at Gates 1 and 5, drivers must bring their vehicle to a complete stop and roll down the windows for inspection. Drivers and passengers are requested to open the glove compartment, armrest box, bags, and other vehicle compartments to facilitate inspection. To minimize vehicle queuing at Gates 1 and 5, three security guards are assigned at each gate: one guard for persons entering on foot, and two guards for vehicle inspection.

9. Gate 1 shall be the entrance gate for Elementary and Junior High School students arriving by vehicle, while Gate 5 shall be for SHS and College students arriving by vehicle.

10. To manage the flow of persons entering the campus, especially during peak hours, the following measures shall likewise be observed:

a. Separate entry lanes shall be maintained for those without bags (Express Lane) and those with backpacks or other belongings (Standard Lane), to prevent bottlenecking.

b. During periods of heavy volume, security guards may implement randomized spot checks (e.g., every third or fifth person) in addition to regular screening, to keep the flow of entry moving while maintaining an adequate level of security.

11. Secondary checking of bags and other belongings shall continue to be conducted inside the classroom during the first period of classes in the morning and afternoon. Surprise checking of bags and other belongings shall likewise be conducted by authorized school personnel as deemed necessary.

12. This Memorandum takes effect starting August 24, 2026 and shall remain in force until amended, superseded, or revoked. All members of the school community are enjoined to comply accordingly.
