𝗗𝗘 𝗨𝗽𝗱𝗮𝘁𝗲 | 𝗣𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗖𝗦𝗨 𝗗𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗣𝗼𝗹𝗶𝗰𝘆 𝗙𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸

On February 23, 2026, the University Focal Person for Distance Education, Dr. Gilbert C. Magulod Jr., presented the Policy Framework for the Establishment, Governance, Implementation, Expansion, and Sustainability of CSU Distance Education (CSU Digital Learning Innovation) during the Academic Council Meeting. The presentation outlined the strategic direction, operational plans, and institutional readiness for CSU’s Distance, Open, and Transnational Education initiatives. Following the discussion, the policy framework was moved for endorsement by the Academic Council as the next step toward formal approval and eventual operationalization.

𝗗𝗘 𝗨𝗽𝗱𝗮𝘁𝗲 | 𝗖𝗛𝗘𝗗 𝗥𝗢𝟮 𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗙𝗼𝗹𝗹𝗼𝘄-𝗨𝗽 𝗼𝗻 𝗗𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗔𝗽𝗽𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻

On February 12, 2026, The University Focal Person for Distance Education, Dr. Gilbert C. Magulod Jr., visited for consultation with the Commission on Higher Education Regional Office II (CHED RO II) with the approval of the Office of the University President and the Office of the Vice President for Academic Affairs to follow up on the on-deck application of Distance Education requirements of Cagayan State University, and to request a Regional Technical Panel visit to provide technical inputs, clarifications, and recommendation of the University's proposed Distance Education Program. This engagement underscores CSU’s proactive efforts to ensure full regulatory compliance and readiness as it moves toward the operationalization of its Distance, Open, and Transnational Education initiatives.

𝗗𝗘 𝗨𝗽𝗱𝗮𝘁𝗲 | 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗗𝗲𝘀𝗶𝗴𝗻𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴 𝗳𝗼𝗿 𝗖𝗦𝗨 𝗗𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻

Dr. Gilbert C. Magulod Jr. has been designated as University Focal Person for Distance Education of CSU Andrews Campus through Special Order No. 2026-01-013 issued by the Office of the University President. The Office of the Focal Person operates under the Office of the Vice President for Academic Affairs in coordination with the CSU Graduate School. This designation strengthens leadership and institutional coordination in advancing the future Distance, Open, and Transnational Education initiatives of Cagayan State University.

A strategic meeting was subsequently held with VPAA Dr. Mariden Ventura-Cauilan and Graduate School Dean Dr. Julius Capili to discuss the implementation roadmap and expansion strategies.

Currently in its foundational and planning phase, CSU Distance Education is focusing on policy institutionalization, governance structuring, and system preparation toward gradual operationalization in the coming academic cycles.

The Office of the University Focal Person for Distance Education has been formally established, and leadership has been designated to initiate the strategic planning, policy development, and governance structures necessary for the eventual operationalization of Distance, Open, and Transnational Education programs. These steps lay the groundwork for future program rollout while ensuring institutional readiness, compliance, and quality assurance.
