The newest member of the Cagayan State University Board of Regents, Hon. Maria Rosario Soriano, visited the university today, September 16, pledging her full support for CSU’s commitment to academic excellence and regional progress

Led by Officer-In-Charge University President Dr. Arthur G. Ibañez, university and campus officials welcomed Hon. Soriano, who represents Senator Joel Villanueva, Chairperson of the Senate Committee on Higher, Technical, and Vocational Education.

In her message, Hon. Soriano emphasized that meaningful transformation requires more than institutional effort—it calls for the collective participation of the academe, policymakers, government, industry, and other stakeholders.

“Dream of what can be instead of what cannot,” she said, expressing her commitment to hearing the CSU community’s voices and working with them toward shared aspirations.

As a new member of the University’s highest governing body, Hon. Soriano’s presence marks another opportunity for Cagayan State University to strengthen partnerships and translate shared aspirations into concrete initiatives for the University and the region.

The CSU Board of Regents, chaired by CHED Chairperson Dr. Shirley C. Agrupis, is the University’s highest governing body.

|| CSU ANDREWS PRIORITIZES RESEARCH IMPACT IN 2027 STRATEGIC PROPOSALS

Research at Cagayan State University (CSU) Andrews Campus is being positioned not simply as an academic requirement but as a pathway toward meaningful solutions, as the campus conducted its In-House Review of Research Proposals for 2027 Funding.

Faculty researchers from the College of Teacher Education, College of Business, Entrepreneurship and Accountancy, College of Hospitality Management, College of Allied Health Sciences, and the Graduate School participated in the review, presenting proposed studies for evaluation and refinement.

The activity emphasized the need for research to begin with evidence and a clear understanding of community realities, while producing outputs that can contribute to institutional development and address the needs of stakeholders.

During the review, Cagayan State University Officer-In-Charge President Dr. Arthur G. Ibañez, reminded researchers to frame their work around the University’s 6Ps of Research: Publication, Patent and Intellectual Property, Product, People Services, Places and Partnerships, and Policy.

He emphasized that the value of research extends beyond publication. Research can generate knowledge for academic discourse while also opening opportunities for innovation, intellectual property, products, services, partnerships, places, and policy development.

Dr. Ibañez further called on faculty members to sustain their engagement in research and innovation and to continuously strive for excellence in their respective disciplines.

The In-House Review served as a critical step in transforming proposed studies into stronger research initiatives, ones that are grounded in evidence, responsive to actual needs, and capable of creating value beyond the university.

|| CSU CELEBRATES PROFESSIONAL LICENSURE SUCCESS IN ENGINEERING AND ELECTRICAL TECHNOLOGY

Another achievement takes flight at Cagayan State University as its examinees secure passing marks in the September 2026 Registered Electrical Engineers Licensure Examination and Registered Master Electricians Licensure Examination.

For the Registered Electrical Engineers Licensure Examination, Cagayan State University recorded nine successful examinees out of 16, posting an institutional passing rate of 56.25%, above the 49.34% national passing rate. The University’s first-time takers also achieved a 66.67% passing rate, with eight out of 12 examinees passing.

In the Registered Master Electricians Licensure Examination, Cagayan State University produced seven passers out of 10 examinees, resulting in an institutional passing rate of 70%.

The University also celebrates the campus achievements of CSU–Aparri and CSU–Sanchez Mira, which both recorded 100% passing rates in the Registered Master Electricians Licensure Examination. CSU–Carig Campus likewise posted a 62.50% passing rate.

Cagayan State University extends its congratulations and gratitude to CSU–Aparri, led by Dr. Policarpio L. Mabborang Jr.; CSU–Carig, led by Engr. Roger P. Rumpon; and CSU–Sanchez Mira, led by Dr. Rodel Francisco T. Alegado, as well as to the College of Engineering and Architecture and the College of Industrial Technology, including their respective deans, dedicated faculty members, and staff.

|| CSU BEGINS CRAFTING FUTURES-ORIENTED RESEARCH AND EXTENSION AGENDA

Cagayan State University has begun the process of developing a more coherent and futures-oriented University Research and Extension Agenda through the Futures Research Agenda Workshop: Futures Thinking Towards Sustainable Development with the ACACIA-ASCENT Framework, which opened today, September 15.

Conducted in partnership with the Philippine Futures Thinking Society (PhilFutures), the workshop is being implemented through online sessions on September 15–16, followed by face-to-face engagements on September 24–25.

This activity equips Cagayan State University stakeholders with anticipatory skills to analyze trends, plan for future scenarios, and integrate foresight into academic, research, and institutional strategies.

Welcoming the participants, CSU Officer-in-Charge University President Dr. Arthur G. Ibañez said the workshop reflects the University’s responsibility to prepare for the future while remaining responsive to present needs.

Dr. Ibañez recognized the strengths already established by CSU across its nine campuses, including its distinct research and extension niches, institutional partnerships, expertise, facilities, and accumulated experiences.

He stressed, however, the need to connect these strengths, examine supporting evidence, identify gaps, and develop a shared direction for the University’s research and extension work.

The process will also align the efforts of Cagayan State University with CHED’s ACHIEVE Agenda, the United Nations Sustainable Development Goals, and AmBisyon Natin 2040.

The workshop’s expected outputs include strategic research and extension clusters, ACACIA-tested priorities, a candidate CSU Research and Extension Agenda, an emerging University Research and Extension Agenda, research-to-impact pathways, and institutional commitments for implementation.

Cagayan State University and PhilFutures have been institutional partners since signing a Memorandum of Agreement in 2022. This year’s collaboration focuses on integrating futures thinking courses, capacity-building programs, and the ACACIA Framework into CSU’s institutional structure.

LANDBANK First Vice President Liza J. Melendez, accompanied by Tuguegarao Branch Assistant Vice President Michael R. Dela Cruz, Department Manager Elcidita J. Villacruz, and other bank personnels, presented the initiative designed to encourage digital financial inclusion and cashless transactions in the campus environment.

Through digital tools such as the LANDBANK Mobile Banking App, QR code payments, and LANDBANK Piso Plus accounts, the initiative can support cashless transactions involving tuition and school fees, campus merchants, food carts, and other campus services.

LOOK || Cagayan State University Officer-in-Charge University President Dr. Arthur G. Ibañez and Dr. Lenimfa P. Molina of CSU–Aparri Campus were recognized as 2026 Regional Qualifiers of the Honor Awards Program – Gawad Lingkod Bayan ng Pangulo during the “Pagpupugay 2026: Parangal sa mga Lingkod Bayani” held on September 9.

The recognition highlights the exemplary performance, conduct, and contribution to public service of government personnel who have demonstrated commitment to serving the Filipino people.

The award was conferred by Civil Service Commission Region 02 Regional Director Fernando M. Porio, together with Assistant Regional Director Maria Rewina D. Arugay.

|| CSU HOSTS REGIONAL SEMINAR-TRAINING ON GENDER RESEARCH

Cagayan State University is hosting the Regional Seminar-Training on Gender Research organized by the Regional Gender and Development Committee-Region II (RGAD Committee-II) through its Regional Gender and Development–Research & Learning Center (RGAD-RLC) on September 9–10, 2026, at the Claude Andrews Convention Center, CSU Andrews Campus.

The two-day activity brings together 160 faculty members, researchers, government partners, and Gender and Development (GAD) focal persons from across Region II to strengthen their capacity to design and conduct gender-responsive research.

The seminar-training seeks to promote the integration of gender perspectives throughout the research process, enabling participants to identify disparities, understand the experiences of women and marginalized groups, and generate evidence that can support inclusive policies and programs.

It likewise supports the implementation of the Magna Carta of Women (Republic Act No. 9710) by advancing gender-sensitive training and capacity building, while strengthening the institutionalization of gender-responsive research that contributes both to academic discourse and evidence-based policymaking.

In his welcome message, CSU Officer-in-Charge University President Dr. Arthur G. Ibañez emphasized CSU’s role as a platform for knowledge exchange and evidence-based research that empowers communities and contributes to inclusive regional development.

“CSU’s commitment goes far beyond conferring degrees; our core mandate is anchored on Instruction, Research, Extension, and Production for societal transformation,” Ibañez said.

The first day featured a keynote address by Ms. Sigrid Jan Sibug, Strategic Planning and Programme Analyst of UN Women Philippines, along with four learning sessions focusing on key dimensions of gender-responsive research.

Mr. Kim Harold T. Peji, Chief GAD Specialist of the Philippine Commission on Women, discussed “From Gender Gaps to Policy Action: The Magna Carta of Women as a Guide for Research toward Inclusive Development.”

Meanwhile, Atty. Cecilia M. Lazaro, OIC-Regional Director of the Commission on Human Rights, led the session on Legal Foundations of Gender Research.

Dr. Emma D. Aspiras, member of the RGADC Regional Pool of GAD Resource Persons and University GAD Director of Quirino State University, tackled Gender Concepts and Frameworks in Research.

The session on Research Design, Methodology, and Emerging Frontiers was facilitated by Dr. Mary Grace O. Gumpal, Director of the Isabela State University Gender Resource Research and Development Center and RGAD-RLC.

The first day culminated in a workshop on Developing a Research Question and a Research Working Title, where participants began translating the concepts and frameworks discussed into potential research directions.

The seminar-training continues tomorrow, September 10, with sessions on Data Collection and Analysis for Gender Research, Translating Research into Policy and Advocacy, Writing Gender Research in Journal-Ready IMRAD Format, and A Practical Guide to Publishing Gender-Responsive Research in Reputable Journals.

The second day will feature Prof. King David J. Agreda, member of the National GAD Resource Pool and Assistant Professor of Cavite State University; Dr. Florentina S. Dumlao, CSU University Technical Consultant; Dr. Jonar I. Yago, Vice President for Research, Extension, and Training of Nueva Vizcaya State University; and Dr. Gilbert C. Magulod Jr., Director of CSU’s Knowledge and Technology Management Office.

Participants will likewise undertake a workshop on drafting gender research proposals, followed by the presentation of draft proposals before a panel of evaluators.

The activity will culminate in a commitment-signing ceremony among the participants, signifying their shared commitment to advancing gender-responsive research and translating evidence into meaningful policy and action.
