HPES-Main Embraces HINAY via Modular Distance Learning

When the rains pour and face-to-face classes take a pause, learning doesn’t have to stop.

In response to the prevailing effects of the Southwest Monsoon or Habagat, Hugo Perez Elementary School – Main embraced the HINAY (Ease In) Approach through Modular Distance Learning, ensuring that learners continue to learn safely, gradually, and meaningfully from home.

With prepared learning materials, guidance from teachers, and the support of parents and families, our learners continue to accomplish their tasks despite the challenges brought by the weather.

Because at Hugo Perez Elementary School – Main, we believe that education must remain flexible, responsive, and learner-centered—especially when our learners need it most.

Safety first, learning continues.

The storm may change where learning happens, but it will never stop our learners from pursuing their dreams.

ON THIS DAY- July 12, 2026

THE WEST PHILIPPINE SEA IS OURS 🇵🇭
10 YEARS OF THE HISTORIC ARBITRATION VICTORY

Today, July 12, 2026, the Philippines marks the 10th anniversary of its landmark win at the Permanent Court of Arbitration in The Hague.

WHAT HAPPENED 10 YEARS AGO?

On July 12, 2016, the PCA ruled in favor of the case filed by the Philippines against China in 2013.

The ruling was clear:

1. China’s "nine-dash line" claim has no legal basis within the Philippines’ 200-nautical mile Exclusive Economic Zone.

2. The Philippines has sovereign rights in the West Philippine Sea to fish, explore oil and gas, and protect marine resources under UNCLOS - the United Nations Convention on the Law of the Sea.

3. There was environmental damage to coral reefs and marine life caused by large-scale reclamation and construction.

WHY IT STILL MATTERS TODAY

1. Legal foundation - The 2016 ruling remains the Philippines’ strongest legal document in defending its rights in the WPS in all diplomatic and international forums.

2. For Filipino fishermen - It affirms their right to access traditional fishing grounds in the West Philippine Sea.

3. For our future - The decision protects the country’s food security, energy resources, and maritime territory.

While China does not recognize the ruling, it remains final and legally binding under international law. The Philippines continues to use it as the basis to assert sovereignty and uphold international rules.

THE MESSAGE ON YEAR 10

A decade later, our stand remains the same:
The West Philippine Sea belongs to the Philippines. We must protect it, defend it, and preserve it.

This sea is home to our livelihood, our resources, and the future of every Filipino. 💙
