Through the 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 (𝐎𝐈𝐁𝐃), the Seminar on 𝐈𝐧𝐭𝐞𝐥𝐥𝐞𝐜𝐭𝐮𝐚𝐥 𝐏𝐫𝐨𝐩𝐞𝐫𝐭𝐲 (𝐈𝐏) 𝐚𝐧𝐝 𝐓𝐞𝐜𝐡𝐧𝐨𝐩𝐫𝐞𝐧𝐞𝐮𝐫𝐬𝐡𝐢𝐩𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 (𝐎𝐈𝐁𝐃), was held at the𝐂𝐨𝐥𝐥𝐞𝐠𝐞 𝐨𝐟 𝐄𝐧𝐠𝐢𝐧𝐞𝐞𝐫𝐢𝐧𝐠 𝐀𝐮𝐝𝐢𝐨 𝐕𝐢𝐬𝐮𝐚𝐥 𝐑𝐨𝐨𝐦 (𝐂𝐎𝐄 𝐀𝐕𝐑), providing a comprehensive learning experience for our 𝐂𝐢𝐯𝐢𝐥 𝐄𝐧𝐠𝐢𝐧𝐞𝐞𝐫𝐢𝐧𝐠 (𝐂𝐄) 𝐬𝐭𝐮𝐝𝐞𝐧𝐭𝐬. The morning session was attended by 𝐭𝐡𝐢𝐫𝐝-𝐲𝐞𝐚𝐫 𝐂𝐄 𝐬𝐭𝐮𝐝𝐞𝐧𝐭𝐬, while the afternoon session was conducted for the 𝐟𝐨𝐮𝐫𝐭𝐡-𝐲𝐞𝐚𝐫 𝐂𝐄 𝐬𝐭𝐮𝐝𝐞𝐧𝐭𝐬. Both batches went through an in-depth discussion on how to protect their future innovations and navigate the world of business through IP.

The program started with 𝐌𝐬. 𝐏𝐚𝐮𝐥𝐢𝐧𝐞 𝐎. 𝐄𝐬𝐠𝐮𝐞𝐫𝐫𝐚, 𝐚 𝐌𝐚𝐬𝐭𝐞𝐫 𝐨𝐟 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐭𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐬𝐭𝐚𝐟𝐟 𝐨𝐟 𝐭𝐡𝐞 𝐎𝐈𝐁𝐃, who gave an 𝐨𝐯𝐞𝐫𝐯𝐢𝐞𝐰 𝐨𝐟 𝐈𝐏, defining them as 𝐜𝐫𝐞𝐚𝐭𝐢𝐨𝐧𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐦𝐢𝐧𝐝 𝐭𝐡𝐚𝐭 𝐚𝐫𝐞 𝐜𝐨𝐧𝐯𝐞𝐫𝐭𝐞𝐝 𝐢𝐧𝐭𝐨 𝐭𝐚𝐧𝐠𝐢𝐛𝐥𝐞 𝐚𝐬𝐬𝐞𝐭𝐬. She also explained how 𝐑𝐀 8293 𝐨𝐫 𝐭𝐡𝐞 𝐈𝐧𝐭𝐞𝐥𝐥𝐞𝐜𝐭𝐮𝐚𝐥 𝐏𝐫𝐨𝐩𝐞𝐫𝐭𝐲 𝐂𝐨𝐝𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬 𝐚𝐥𝐢𝐠𝐧𝐬 𝐰𝐢𝐭𝐡 𝐭𝐡𝐞 17 𝐒𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐆𝐨𝐚𝐥𝐬 (𝐒𝐃𝐆𝐬).

This was followed by 𝐌𝐫. 𝐉𝐚𝐲𝐬𝐨𝐧 𝐋𝐥𝐚𝐫𝐯𝐞𝐬, 𝐚 𝐭𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐬𝐭𝐚𝐟𝐟 𝐮𝐧𝐝𝐞𝐫 𝐭𝐡𝐞 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 𝐋𝐢𝐜𝐞𝐧𝐬𝐢𝐧𝐠 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐭𝐡𝐞 𝐎𝐈𝐁𝐃, who discussed the 𝐛𝐚𝐬𝐢𝐜𝐬 𝐨𝐟 𝐈𝐧𝐭𝐞𝐥𝐥𝐞𝐜𝐭𝐮𝐚𝐥 𝐏𝐫𝐨𝐩𝐞𝐫𝐭𝐲 𝐑𝐢𝐠𝐡𝐭𝐬 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐥𝐞𝐠𝐚𝐥 𝐟𝐫𝐚𝐦𝐞𝐰𝐨𝐫𝐤 𝐢𝐧𝐯𝐨𝐥𝐯𝐞𝐝. He specifically pointed out the roles of organizations like W𝐈𝐏𝐎, 𝐈𝐏𝐎𝐏𝐇𝐋, 𝐈𝐓𝐒𝐎, 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐎𝐈𝐁𝐃 in supporting local inventors.

𝐌𝐫. 𝐒𝐚𝐦𝐮𝐞𝐥 𝐒. 𝐒𝐚𝐫𝐨𝐳𝐚, 𝐭𝐡𝐞 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 𝐮𝐧𝐝𝐞𝐫 𝐭𝐡𝐞 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐈𝐧𝐜𝐮𝐛𝐚𝐭𝐢𝐨𝐧 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐭𝐡𝐞 𝐎𝐈𝐁𝐃 𝐚𝐧𝐝 𝐜𝐮𝐫𝐫𝐞𝐧𝐭𝐥𝐲 𝐚 𝐌𝐚𝐬𝐭𝐞𝐫 𝐨𝐟 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 𝐜𝐚𝐧𝐝𝐢𝐝𝐚𝐭𝐞, then led a session on 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐈𝐧𝐜𝐮𝐛𝐚𝐭𝐢𝐨𝐧. He broke down the 𝐞𝐥𝐞𝐦𝐞𝐧𝐭𝐬 𝐨𝐟 𝐚𝐧 𝐢𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐞𝐜𝐨𝐬𝐲𝐬𝐭𝐞𝐦 and explained how 𝐑𝐀 11293 𝐨𝐫 𝐭𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐀𝐜𝐭 𝐚𝐧𝐝 𝐑𝐀 11337 𝐨𝐫 𝐭𝐡𝐞 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐯𝐞 𝐒𝐭𝐚𝐫𝐭𝐮𝐩 𝐀𝐜𝐭 𝐰𝐨𝐫𝐤 to strengthen MSMEs. He also introduced the "𝐀𝐬𝐥𝐚𝐠𝐚𝐧" program, which means "𝐭𝐨 𝐬𝐡𝐞𝐝 𝐥𝐢𝐠𝐡𝐭", highlighting how incubation programs help small businesses find their footing.

The same topics were also discussed during the afternoon session, and it concluded with formal closing remarks from 𝐀𝐭𝐭𝐲. 𝐉𝐚𝐲𝐫𝐢𝐳 𝐃. 𝐃𝐮𝐧𝐠𝐜𝐚, 𝐭𝐡𝐞 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐭𝐡𝐞 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭. He encouraged the students to take what they learned beyond the classroom and utilize the university's resources to secure their designs and research. He emphasized the 𝐎𝐈𝐁𝐃'𝐬 𝐜𝐨𝐦𝐦𝐢𝐭𝐦𝐞𝐧𝐭 𝐭𝐨 𝐬𝐮𝐩𝐩𝐨𝐫𝐭𝐢𝐧𝐠 𝐬𝐭𝐮𝐝𝐞𝐧𝐭-𝐥𝐞𝐝 𝐩𝐫𝐨𝐣𝐞𝐜𝐭𝐬, ensuring that their engineering innovations are 𝐧𝐨𝐭 𝐨𝐧𝐥𝐲 𝐩𝐫𝐨𝐭𝐞𝐜𝐭𝐞𝐝 𝐛𝐲 𝐥𝐚𝐰 𝐛𝐮𝐭 𝐚𝐥𝐬𝐨 𝐫𝐞𝐚𝐝𝐲 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐜𝐨𝐦𝐩𝐞𝐭𝐢𝐭𝐢𝐯𝐞 𝐦𝐚𝐫𝐤𝐞𝐭.

ADVISORY NO. 13
SHIFT TO FLEXIBLE LEARNING MODALITY

In light of increasing global fuel prices and challenges in daily commuting, all undergraduate and graduate classes at Tarlac State University will temporarily shift to a flexible online learning modality on the following dates:

• April 13–16, 2026 (Monday–Thursday)
• April 21, 2026 (Tuesday)
• May 6, 2026 (Wednesday)
• May 14, 2026 (Thursday)

Faculty members, under the guidance of their respective deans, associate deans, and department heads, are advised to implement flexible learning modalities, whether through synchronous or asynchronous approaches.

Moreover, all previously approved student activities shall proceed as scheduled and will be conducted in a face-to-face modality, such as clinical and laboratory classes, OJT or internships, research presentations and defenses, classroom teaching demonstrations, major subject or specialization course term examinations, and other similar activities.

If laboratory courses precede or follow lectures, the lecture components shall be held asynchronously to allow transition time.

Meanwhile, Laboratory School faculty will implement distance learning every Friday, in alignment with the four-day onsite work week observed by the Department of Education from Monday to Thursday, effective March 9, 2026.

Office operations will remain open for face-to-face transactions.

[TSUDCE] RESULTS OF MARCH 2026 CIVIL ENGINEERS LICENSURE EXAMINATION

Huge congratulations to the newly licensed Civil Engineers from the Tarlac State University (TSU) Department of Civil Engineering!

Our overall FIRST TIME TAKERS RATE is a strong 93.94% (62 out of 66)! Also, the University tallied an overall institutional passing rate of 77.38%, which significantly exceeds the national passing rate of 35.05%.

To the new TSUian engineers, your journey from the classroom to the professional world is a testament to the excellence and resilience fostered within the halls of our university. As you take your oath, remember that you are now builders of the future, tasked with designing and creating a safer, more sustainable world.
