REPOST l The Tarlac State University community welcomes Dr. Jasper Jay N. Mendoza as the newly elected TSU president.
Dr. Mendoza took his oath of office tonight, May 5, 2026, at the Commission on Higher Education, officially becoming the seventh president of the university.
Dr. Mendoza previously served as the Vice President for Academic Affairs in July 2025 to May 2026 and Dean of the College of Education in 2018-2025.
The result came after the careful evaluation of the universityโ€™s Board of Regents during the public forum and presentation and panel interview held last May 1, 2026, at the TSU Main AVR.
Central to his administration is the "DALAN" framework which he presented during the forum with a vision designed to transform TSU into a hub for "future-ready" professionals and servant-leaders through a balance of inclusive instruction, impactful research, transformative extension, and sustainable production.
His roadmap also prioritizes modern infrastructure and governance, including the creation of smart campuses, the integration of real-time information systems, and the implementation of comprehensive AI governance policies.
Dr. Mendozaโ€™s commitment to the TSU community extends to comprehensive welfare and inclusivity initiatives with plans on revising the student manual, widening of scholarship programs under the Universal Access to Quality Education Act, and establishment of essential student services such as a 24/7 mental health line, dormitories, and a sports hub.
Furthermore, he aims to champion social advocacy by expanding Gender and Development (GAD) programs and strengthening the KAKAMAY Movement.
By 2030, the university expects to see the rollout of expanded Wi-Fi and cashless payments, aligning TSU with the regional development needs of Tarlac and the broader "Panatag na Buhay" goals of 2040.
Dr. Mendoza will be in service for four years as the TSU President starting May 6, 2026 until 2030.

TSU-CSET, in partnership with the DOST Tarlac, participated in a Solar Photovoltaic (PV) Systems Training held on April 6, 2026, in San Martin, Bamban, Tarlac.

Participants from various partner institutions engaged in hands-on demonstrations and system orientation facilitated by Mr. Richard Sadsad, strengthening their technical capabilities in solar PV system operation and maintenance.

The activity was also attended by DOST ARD Romeolito G. Tacbian, Dr. Leah Matias ,and CSET Dept. Heads, highlighting strong collaboration among stakeholders in advancing sustainable and energy-efficient solutions.

This initiative supports the development of innovative systems for emergency food production while promoting community preparedness and resilience, with Milamu Lamu Inc. as a key beneficiary.

Her participation highlighted TSUโ€™s research capabilities and laboratory services in support of science, innovation, and industry collaboration.

These engagements reflect OVPRIEโ€™s continuing commitment to advancing science, technology, and innovation beyond the University, and to actively supporting provincial and regional initiatives that promote creativity, research excellence, and community impact.

On September 19, 2025, Tarlac State University turnover ceremony of funds for the project titled โ€œEstablishment of Production Facilities for Emergency Food Reserves to Ensure Food Availability and Accessibility in Remote and Isolated Communities in Region 3 during Disasters and Calamities.โ€

This initiative is designed to enhance food security in vulnerable communities across Region 3 by creating Emergency Food Reserve (EFR) production facilities powered by renewable solar energy. These facilities will guarantee a steady supply of essential food items during emergencies, especially in hard-to-reach areas where access to food is often limited.

Backed by the Community Empowerment through Science and Technology (CEST) Program and DOST Region III, the project not only builds the necessary infrastructure but also includes training programs for Milamu-lamu Inc., the group responsible for operating and maintaining the EFR production.

The ceremony was honored by the presence of TSU President Dr. Arnold Velasco and DOST โ€“ Tarlac Provincial S & T Director Ms. Karen Y. Daรฑez, along with Engr. Dick Tuazon, Executive Assistant of OVP RIE; Dr. Leo P. Piao, Director of the Center for Solar and Emerging Technology; and Dr. Leah T. Matias.

TSU will oversee the procurement and installation of the solar power system, ensuring the facility runs on clean and sustainable energy. This partnership reflects TSUโ€™s dedication to innovation, sustainable community development, and strengthening disaster resilience throughout Region 3.

Aimed at empowering farmers and addressing food security concerns, Tarlac State University has partnered with the Department of Science and Technology-Tarlac to establish the first on-site mobile food processing facility in Central Luzon to help reduce post-harvest losses.
The project, dubbed HI-SAGiP: Hybrid Innovation for Sustainable Agri-Goods Mobile Food Processing in Region III, will serve as an on-call โ€œfood ambulanceโ€ which will convert oversupplied crops specifically squash, tomato, okra, and mango into marketable goods.
The partnership was formalized through the signing of memorandum of agreement held today (August 19) at the TSU Main AVR.
