GUIDELINES ON CLASS SUSPENSION & LEARNING ARRANGEMENTS

I. OVERVIEW

These guidelines ensure the safety, welfare, and continuous learning of every learner, aligned with DepEd Order No. 022, s. 2024, and local government directives. We use the HAYO–HINAY–HINGA–HINTO framework to guide decisions for all stakeholders.



II. DECISION FRAMEWORK: 4 LEVELS OF READINESS

LEVEL NAME STATUS & ACTION
🟢 HAYO Safe & Steady No heavy rainfall or hazards; all in-person classes proceed as scheduled. Safety protocols remain in place.
🟡 HINAY Proceed with Caution Light to moderate rainfall; in-person classes continue but may be shortened or adjusted as needed.
🟠 HINGA Pause & Adjust Heavy rain, flooding, or high stress; academic activities are reduced or modified; no new major assessments.
🔴 HINTO Stop for Safety Severe hazards; all in-person classes are suspended; shift to Alternative Learning System (ALS) or Flexible Learning Program (FLP) as directed.



III. RAINFALL WARNINGS & CORRESPONDING ACTIONS

A. SIGNAL NO. 1

- Action: Suspend classes for Kindergarten only.

B. SIGNAL NO. 2

- Action: Suspend classes from Kindergarten up to Grade 10.

C. SIGNAL NO. 3

- Action: Automatic suspension of all in-person classes and school activities; shift immediately to Alternative Learning System (ALS).

D. SIGNAL NO. 4 & 5

- Action: Automatic suspension of all in-person classes and school activities; shift immediately to Alternative Learning System (ALS).



IV. PAGASA RAINFALL WARNINGS

WARNING SCHOOL ACTION
YELLOW HEAVY RAINFALL WARNING Parents/guardians may suspend attendance at their own discretion, even if classes are not yet officially suspended. Coordinate with the Class Adviser or Local Chief Executive (LCE) for updates.
ORANGE HEAVY RAINFALL WARNING Classes are suspended; shift to Flexible Learning Program (FLP) or alternative arrangements as directed by the school.
RED HEAVY RAINFALL WARNING Classes are suspended; shift to FLP until conditions normalize; resume in-person classes only when safety is confirmed.



V. OTHER HAZARD SCENARIOS

🌪️ TYPHOON / FLOOD / DISASTER

- Signal No. 5 / Intensity 6+ Earthquake: Automatic suspension of all classes and school activities until cleared by LGU and school administration.
- No Official Suspension Issued: Parents/guardians may decide to keep children home if travel is unsafe; absence will be excused.

🌡️ HIGH HEAT INDEX

- If PAGASA declares DANGEROUS heat index levels: Automatic suspension of in-person classes; shift to ALS/FLP as approved by the Local Government Unit.

😷 AIR QUALITY / VOLCANIC SMOKE

- Green/Yellow: Classes proceed with health precautions.
- Orange: Limited face-to-face activities; prioritize indoor learning.
- Red/Purple/Maroon: Automatic suspension of in-person classes; shift to Alternative Learning System.



VI. MAKE-UP CLASSES & EXCUSED ABSENCES

- Excused Absences: Absences due to safety concerns, weather, or health will not be penalized.
- Make-Up Sessions: Required missed activities will be rescheduled; parents will be notified of new dates.
- Alternative Completion: Learners may submit outputs or complete tasks at home upon coordination with subject teachers.



VII. KEY REMINDERS

✅ Communication: Follow official announcements via school page, group chats, and advisers.
✅ Safety First: Parents are the best judges of their child’s safety—prioritize well-being over attendance.
✅ Continuity: All shifts to remote learning follow the approved Learning Continuity Plan (LCP).
✅ Updates: Refer to DepEd Order No. 022, s. 2024 and local LGU advisories for alignment.
