IN MEMORIAM | ARCHITECT WALTER LOGROÑO TOSTON

The entire community mourns the passing of Ar. Walter L. Toston—a lifelong educator, city builder, and dedicated public servant.

Ar. Walter Toston served the Bohol Island State University (BISU) community beginning in 2020 as an instructor in the powerhouse College of Engineering, Architecture, and Industrial Design (CEAID) at the Main Campus in Tagbilaran City, where he mentored young aspiring architects from the island province of Bohol. In 2024, he became Administrative Officer III serving as designated head of the Main Campus General Services Office.

His arrival at BISU brought a wealth of experience in academic excellence, education, and government administration. After earning his Bachelor of Science in Architecture from the University of Bohol (UB) in 1986, he topped the Philippine Architecture Licensure Examination two years later with an 87.15% rating. He went on to help shape future builders in the province of Bohol as a full-time instructor in UB’s College of Architecture, Engineering, and Fine Arts from 1989 to 2013.

Driven by a passion for continuous learning, he earned a Bachelor of Science in Civil Engineering from his alma mater in 1992, completed his thesis for the Master of Arts in Mathematics program at Holy Name University in 1996, and earned a Master of Science in Architecture (Human Settlements) from Katholieke Universiteit Leuven in Belgium in 1997.

Sir Walter’s expertise in urban development led him to serve the City Government of Tagbilaran as City Administrator from 2006 to 2010. From 2011 to 2012, he served as Executive Assistant III and concurrently as Human Resources Management Officer under City Mayor Atty. Dan Neri Lim, before returning as City Administrator from 2012 to 2013, during which time he also served as concurent General Services Officer and City Assessor.

As the University grieves this profound loss, our thoughts, prayers, and deepest condolences go out to Ar. Walter’s family and loved ones. We join them in honoring and mourning a truly remarkable educator and public servant.

His enduring legacy of leadership and service remains deeply woven into our institution, and we will forever cherish his memory and his lasting impact on the students and community of BISU.
