25 September 2026 - The TESDA Southern Leyte Provincial Office proudly joined the Alagang OWWA 8 – Serbisyong May Puso Caravan 2026 at the Maasin City Gymnasium, Maasin City, Southern Leyte.

Representing TESDA Southern Leyte were Ms. Joanne Pauline M. Gaviola, Administrative Officer V, and Ms. Meril A. Paican, POU Support Staff, who assisted in providing TESDA’s services and information to our Overseas Filipino Workers (OFWs), their families, and beneficiaries.

A total of 204 OFW members and beneficiaries registered for various TESDA qualifications, reflecting the continued interest of our OFW communities in skills training and competency development—opportunities that can help strengthen their livelihood and employment prospects.

TESDA Southern Leyte extends its sincere appreciation to the Department of Migrant Workers – OWWA Regional Office VIII for the invitation and for making this meaningful and successful event possible.

Through strengthened partnerships and shared commitment, we continue to bring accessible, relevant, and quality skills training opportunities closer to our OFWs and their families.

𝐏𝐞𝐫𝐬𝐨𝐧𝐬 𝐃𝐞𝐩𝐫𝐢𝐯𝐞𝐝 𝐨𝐟 𝐋𝐢𝐛𝐞𝐫𝐭𝐲 𝐮𝐧𝐝𝐞𝐫 𝟐𝟎𝟐𝟒 𝐒𝐩𝐞𝐜𝐢𝐚𝐥 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐟𝐨𝐫 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 (𝐒𝐓𝐄𝐏) 𝐑𝐞𝐜𝐞𝐢𝐯𝐞 𝐒𝐭𝐚𝐫𝐭𝐞𝐫 𝐓𝐨𝐨𝐥𝐤𝐢𝐭𝐬

24 September 2026 — The Technical Education and Skills Development Authority (TESDA)–Biliran Provincial Office distributed Starter Toolkits under the 2024 Special Training for Employment Program (STEP) to Persons Deprived of Liberty (PDLs) at the Bureau of Jail Management and Penology (BJMP) and the Biliran Provincial Jail.

A total of 40 PDL beneficiaries received starter toolkits, comprising 20 PDLs from the BJMP and 20 from the Biliran Provincial Jail. The initiative complements the skills training provided to the beneficiaries, enabling them to apply their newly acquired competencies and potentially pursue livelihood opportunities after their release.

In his message, one of the PDL beneficiaries expressed his gratitude to TESDA and the Provincial Government of Biliran for continuing to provide opportunities for skills development despite their current circumstances. He shared that the PDLs were given the opportunity to acquire competencies in Shielded Metal Arc Welding (SMAW) NC I, NC II, and NC III. He particularly appreciated the provision of starter toolkits for their SMAW NC II training, emphasizing that their newly acquired competencies, together with the tools they received, give them brighter hope for livelihood and a productive future once they are released from prison.

Meanwhile, Provincial Jail Warden Maj. Gideon Batiquin shared that the Provincial Jail has designated an area where trained PDLs may accept orders from clients and perform welding works. This initiative provides the beneficiaries an opportunity to practice and further develop their skills while serving their sentence, while also allowing them to earn from their competencies.

The distribution of the starter toolkits highlights TESDA-Biliran’s continuing commitment to making technical-vocational education and training accessible to all sectors, including PDLs. More than providing skills and tools, the program seeks to instill hope, dignity, and opportunities for reintegration, empowering beneficiaries to build a more productive livelihood and a better future beyond incarceration.
