𝓓𝓲𝓭 𝔂𝓸𝓾 𝓴𝓷𝓸𝔀? - The Philippine government has designated the month of December as the National Volunteer Month (NVM). NVM aims to build nationwide public awareness and appreciation of volunteerism, create the environment for voluntary action and recognize volunteers as partners in development. Since its declaration in 1998, NVM is a fitting recognition of the volunteers – modern-day heroes whose work is exemplified by commitment and service to others. The International Volunteer Day (IVD) on December 5, a global event declared by the United Nations, is one of the major events of the NVM.

OCD to hold public orientation on revised NSTP IRR

The Office of Civil Defense is conducting the online public orientation on the revised Implementing Rules and Regulations (IRR) of the National Service and Training Program (NSTP) Act of 2001 on April 12, 2022 at 9:00 a.m. via livestream in the Civil Defense PH pages in Facebook and Youtube.

The provisions of the revised IRR of the NSTP Act of 2001 will be presented by Col Ronald Jess Alcudia of the Philippine Army. This will be followed by the presentation of the Updated Implementing Guidelines and Procedures (IGP) of the National Service Reserve Corps (NSRC) to be presented by OCD Training Specialist Shereen Hombrebueno as well as updates on the Reserve Officers Training Course (ROTC) IGP which will be discussed by Capt John De Villa of the Philippine Navy.

Officials from the NSTP Joint Committee led by the Department of National Defense (DND), Technical Education and Skills Development Authority (TESDA), and Commission on Higher Education (CHED) will deliver their messages of encouragement to the public in support of the implementation of the revised IRR.

Previously, a ceremonial signing of the revised NSTP IRR was held on November 23, 2021.

The DND through the Office of Civil Defense led the revision of the NSTP IRR through a series of consultations by the NSTP-TWG. Various points, suggestions and recommendations were gathered in the public consultation held last May 11, 2021.

The said consultation was attended by representatives from the DND, OCD, CHED, TESDA, National Youth Commission, Department of Education, Department of the Interior and Local Government, House of Representatives - Committee on Higher and Technical Education, Senate - Committee on Higher and Technical Education, Coordinating Council of Private Educational Associations of the Philippines, Philippine Association of State Universities and Colleges, Association of Local Colleges and Universities, Philippine Society of the NSTP Educators and Implementers, Philippine Federation of State Universities and Colleges Student Leaders Inc., Student representatives from Local Universities and Colleges, and the NSTP – Technical Working Group (TWG).

The NSTP Law was enacted in 2001 and the IRR was revised on November 13, 2009. Consequently, a resolution was issued by the tripartite National NSTP Joint Committee on December 4, 2019 calling for the creation of the NSTP-TWG to study and revise the IRR.
