An excerpt from "The Most Important Choice You Will Ever Make:"
The first reality of life is that God made you to love you, and he wants you to learn to love him back. The Great Commandment says, “Love the Lord your God with all your heart and with all your soul and with all your mind” (Matthew 22:37 NIV).
The second reality of life is this: You were made to last forever. Ecclesiastes 3:11 says, “He has planted eternity in the human heart” (NLT). No matter how good things are on this planet, at some point in your life you’ll think, “There’s got to be more than this.”
And there is! You’re going to spend far more time on the other side of death than on this side. This life is preparation for your life in eternity.

In compliance with the Department of Education’s implementation of the Senior High School (SHS) Voucher Program, this notice provides the necessary procedures and critical reminders for Grade 10 completers from private schools who are not recipients of the ESC grant (Category E).
𝑰. 𝑷𝑹𝑶𝑮𝑹𝑨𝑴 𝑫𝑬𝑺𝑪𝑹𝑰𝑷𝑻𝑰𝑶𝑵 & 𝑻𝑬𝑹𝑴𝑺
The SHS VP is a government financial assistance program providing tuition subsidies to eligible incoming Grade 11 learners. Please take note of the following program conditions:
a. Duration: The subsidy covers two (2) consecutive years of SHS, starting at Grade 11.
b. Extension Policy: If academic completion extends beyond two years, the grant remains applicable for a maximum of two years only.
c. Retention: Continued assistance is strictly conditional upon the student’s promotion to the next grade level and ongoing enrollment in a VP-participating school.
d. Academic Standing: While not a scholarship, beneficiaries (VPBs) must maintain a satisfactory level of academic performance and obtain at least a passing grade for promotion to remain eligible.
𝑰𝑰. 𝑰𝑴𝑷𝑶𝑹𝑻𝑨𝑵𝑻 𝑻𝑰𝑴𝑬𝑳𝑰𝑵𝑬
Applicants must strictly adhere to the following schedule to ensure the processing of their subsidies:
May 19, 2026: Commencement of the voucher application period.
June 15, 2026: Final deadline for the creation of accounts and
submission of documents via the Online Voucher Application Portal (OVAP).
July 15, 2026: Release of application results and commencement of voucher redemption.
𝑰𝑰𝑰. 𝑴𝑨𝑵𝑫𝑨𝑻𝑶𝑹𝒀 𝑫𝑶𝑪𝑼𝑴𝑬𝑵𝑻𝑨𝑹𝒀 𝑹𝑬𝑸𝑼𝑰𝑹𝑬𝑴𝑬𝑵𝑻𝑺
All documents must be scanned or photographed clearly and uploaded to the OVAP. Incomplete submissions will result in the disapproval of the application.
1. 𝐿𝑒𝑎𝑟𝑛𝑒𝑟'𝑠 𝑃𝑟𝑜𝑓𝑖𝑙𝑒 & 𝐼𝑑𝑒𝑛𝑡𝑖𝑓𝑖𝑐𝑎𝑡𝑖𝑜𝑛
- Recent 2x2 colored ID photo of the student.
- Photocopy of the PSA Birth Certificate.
- Certificate of Completion for Grade 10 (SY 2025-2026).
2. 𝐴𝑐𝑎𝑑𝑒𝑚𝑖𝑐 𝑅𝑒𝑐𝑜𝑟𝑑𝑠
- Photocopy of the Grade 10 Report Card (School Form 9).
3. 𝐹𝑖𝑛𝑎𝑛𝑐𝑖𝑎𝑙 𝐶𝑎𝑝𝑎𝑐𝑖𝑡𝑦 𝐷𝑜𝑐𝑢𝑚𝑒𝑛𝑡𝑠 (𝑓𝑜𝑟 𝑃𝑎𝑟𝑒𝑛𝑡𝑠/𝐺𝑢𝑎𝑟𝑑𝑖𝑎𝑛𝑠)
- Notarized Affidavit of Family's Financial Capacity (stating the total gross monthly income).
- Proof of Income:
a. For Locally Employed: Latest Income Tax Return (ITR) for 2025, Certificate of Employment (COE) with monthly income, or three (3) recent pay slips.
b. For OFW: Employment Contract or COE indicating gross monthly/annual income.
c. For Unemployed/No Fixed Income: Certificate of Tax Exemption from the BIR or a Barangay Certificate of Indigency.
4. 𝐿𝑒𝑔𝑎𝑙 𝐴𝑢𝑡ℎ𝑜𝑟𝑖𝑧𝑎𝑡𝑖𝑜𝑛
- Signed Data Privacy Notice and Background Check Authorization Form (available for download on OVAP).

Please be advised of the strict implementation of the "One Student, One Account" policy.
WARNING: Applicants must create only one (1) account on the OVAP. System detection of multiple accounts linked to a single student will result in automatic disqualification from the program. Ensure all entered information is accurate before final submission to avoid the perceived need for a second account.

Per the Philippine Institute for Development Studies (PIDS) 2026 guidelines, applicants under Category E must belong to households with a monthly income range of Php 97,111 and below (ranging from "Poor" to "Middle-middle income").
𝑽𝑰. 𝑫𝑰𝑺𝑸𝑼𝑨𝑳𝑰𝑭𝑰𝑪𝑨𝑻𝑰𝑶𝑵 𝑨𝑫𝑽𝑰𝑺𝑶𝑹𝒀
The following learners are ineligible to apply for the SHS Voucher Program:
1. Non-Filipino citizens.
2. Learners residing or studying outside the Philippines.
3. Learners intending to enroll in non-Voucher Program participating Senior High Schools.
𝑽𝑰𝑰. 𝑨𝑷𝑷𝑳𝑰𝑪𝑨𝑻𝑰𝑶𝑵 𝑷𝑹𝑶𝑪𝑬𝑫𝑼𝑹𝑬
1. Access the official Online Voucher Application Portal.
2. Prepare digital copies of required supporting documents (e.g., Proof of Income, Certificate of Completion).
3. Complete the electronic application form and upload necessary attachments before the June 15 deadline.
𝑽𝑰𝑰𝑰. 𝑺𝑼𝑩𝑴𝑰𝑺𝑺𝑰𝑶𝑵
An application is only considered "complete" once it has been attested and submitted through the portal. Creating an account alone is not an application.
