MEMORANDUM
TO: All Teachers, Class Advisers, Students, Security Personnel, Non-Teaching Personnel, and Stakeholders

SUBJECT: Strengthening School Safety, Security, and Violence Prevention Measures
In light of the recent tragic incident that occurred in San Jose National High School, Tacloban City, our institution is reinforcing safety and security protocols to ensure a safe, orderly, and violence-free learning environment for all learners and personnel.
Effective immediately, the following measures shall be strictly implemented:
1. SECURITY AND ENTRY PROTOCOLS
a. All students, visitors, and stakeholders entering the school premises shall undergo routine inspection of bags, backpacks, and other personal belongings by authorized personnel.
b. The security guard shall conduct inspections respectfully and professionally while observing the rights and dignity of every individual.
c. Any prohibited, dangerous, or suspicious items found during inspection shall be immediately reported to the School Head for appropriate action.
2. RESPONSIBILITIES OF THE SECURITY GUARD
a. Maintain strict monitoring of all entry and exit points.
b. Record all visitors in the school's visitor logbook and ensure proper identification before entry.
c. Report suspicious behavior, unauthorized individuals, or security concerns immediately.
d. Coordinate with teachers and school administrators regarding any security-related incidents.
3. RESPONSIBILITIES OF TEACHERS AND CLASS ADVISERS
a. Conduct regular profiling and monitoring of learners to identify students who may need academic, emotional, behavioral, or psychosocial support.
b. Maintain updated learner profiles, including attendance patterns, behavioral concerns, and other relevant observations.
c. Immediately report incidents of bullying, threats, harassment, violence, possession of prohibited items, or any behavior that may endanger others.
d. Strengthen classroom management and promote positive discipline practices.
e. Conduct regular homeroom guidance sessions focusing on values formation, conflict resolution, emotional well-being, and responsible decision-making.
4. RESPONSIBILITIES OF STUDENTS
a. Refrain from bringing weapons, sharp objects, illegal substances, or any item that may cause harm to others.
b. Report any threats, bullying incidents, suspicious activities, or safety concerns to teachers, advisers, or school authorities.
c. Demonstrate respect, discipline, and responsible behavior at all times.
d. Cooperate fully with school security procedures and inspections.
5. VIOLENCE PREVENTION AND CHILD PROTECTION
a. The school shall maintain a zero-tolerance policy against violence, bullying, intimidation, discrimination, and other forms of misconduct.
b. The Child Protection Committee shall intensify monitoring and intervention programs for at-risk learners.
c. Guidance and counseling services shall be strengthened to support learners experiencing personal, emotional, or behavioral challenges.
6. PARTNERSHIP WITH PARENTS AND COMMUNITY
a. Parents and guardians are encouraged to monitor their children's behavior and personal belongings before leaving for school.
b. Community stakeholders shall continue supporting the school's efforts in maintaining a secure learning environment.
The safety and well-being of our learners remain our highest priority. Let us work together to foster a culture of vigilance, respect, responsibility, and care within our school community.
