SNSU ROTC–UDRRM COMMUNITY OUTREACH | SERVICE IN ACTION

The Surigao del Norte State University (SNSU) ROTC and University Disaster Risk Reduction and Management (UDRRM) joined hands in a meaningful humanitarian initiative to extend immediate assistance to families affected by the recent fire incident at the Nueva Gymnasium Evacuation Facility, Barangay Taft, Surigao City.

Under the leadership of LTC ROMEL C. DE LA CRUZ PA (RES), SNSU ROTC Commandant at the same time the UDRRM Focal person, in partnership with LTC RODEL C. BAYON GSC (MI) PA, Director, 1503rd Community Defense Center (1503 CDC), the activity was carried out with the active participation of ROTC Advance Cadets and UDRRM Responders.

The assistance included used clothing for children and adults, noodles, rice, and two (2) boxes of 350ml Nature Spring mineral water, which were turned over to the affected families through the barangay officials.

The turnover was witnessed and received in the presence of Hon. Barangay Captain Mario Gesta and the Barangay Kagawads, whose continued support and cooperation helped facilitate the distribution of much-needed assistance to the evacuees.

This initiative reflects the spirit of “Service Before Self”—that in times of crisis, our ROTC cadets and UDRRM responders stand ready to serve, assist, and extend compassion to our fellow Surigaonons.

The SNSU ROTC Unit and SNSU-UDRRM in partnership with the 1503rd CDC, led by UDRRM Focal Person Dr. Romel Corbeta Dela Cruz and 1503rd CDC Director Lt. Col Rodel C. Bayon GSC (MI) PA, with the presence of ROTC Corps Commander Cdt Lt. Col Christian Li M. Valentin (ROTC) 1cl, successfully turned over in-kind donations to the fire victims currently staying at Nueva Gymnasium on September 22, 2026. The donations, composed of food, clothes, and other essentials, were collected through the collective efforts of students and stakeholders who extended their help.

We extend our heartfelt gratitude to everyone who donated and volunteered. Your compassion and bayanihan spirit have brought hope and comfort to the affected families during this difficult time.

In the afternoon of September 9, 2026, SNSU-UDRRM responders served as both responders and transporters during the Bonok-Bonok Dance Showdown held at the Provincial Sports Complex. Under the guidance of Dr. Romel Corbeta Dela Cruz, UDRRM Focal Person, the team was deployed to provide immediate assistance and ensure the safety of all performers and spectators throughout the competition.

The team’s role was to help assist casualties and respond to any medical needs during the event. With quick coordination and dedication, SNSU-UDRRM stood ready on the ground to support the success of the showdown while prioritizing the welfare of the Bonok-Bonok participants and the community.

On September 9, 2026, as early as 6:30 AM, the SNSU-UDRRM team conducted water rationing for the Bonok-Bonok dancers and contingents during the morning activity of the Bonok-Bonok Street Dancing. The activity was led by Dr. Romel Corbeta Dela Cruz, UDRRM Focal Person, with SNSU-UDRRM responders on the ground, and with the full support of University President, Dr. Rowena A. Plando, to ensure that all performers remained hydrated throughout the event.

Despite the heat and long hours, the SNSU-UDRRM responders remained committed to serving the community. Their presence helped support the dancers’ energy and passion as they showcased Surigao’s rich culture on the streets. The team’s dedication reflects SNSU’s spirit of service and bayanihan during major city events.

On August 28, 2026, twenty (20) SNSU UDRRM responders, led by Dr. Romel Corbeta Dela Cruz, participated as actors and simulated casualties in the Mass Casualty Management Training Program of the Provincial Disaster Risk Reduction and Management Office - Surigao del Norte. The culminating simulation exercise was held at the Philippine Port Authority grounds, with a 6:00 AM call time for briefing, moulage, role assignments, and other pre-exercise preparations.

The student responders portrayed realistic casualty scenarios to help create an effective and immersive training environment for the program participants. This activity strengthens SNSU’s continuing partnership with PDRRMO-SDN in advancing disaster preparedness, emergency response, and mass casualty management capabilities in the province. Thank you to PDRRMO-SDN for the opportunity to serve and learn, and to our UDRRM volunteers for the commitment and dedication!

Surigao City commemorated its 56th Charter Day last August 31, 2026, which was brought to life by the vibrant sounds and colors of the Drum and Lyre Corps (DLC) parade. Ensuring the well-being of the grand celebration, the SNSU-UDRRM Responders, led by UDRRM Focal Person Dr. Romel Corbeta Dela Cruz, were deployed along the parade grounds. The dedicated team remained on high alert to assess potential casualties, provide immediate medical assistance, and maintain a safe, worry-free environment for all attendees.

The proactive deployment of the SNSU UDRRM Responders was further strengthened by the active support of the SNSU ROTC Unit, who worked tirelessly to maintain peace and order during the DLC parade. Thanks to the combined dedication of the SNSU responders and ROTC cadets, Surigaonons and participants enjoyed a memorable, smooth, and secure Charter Day celebration.

On August 21, the SNSU-UDRRM Council held its First Meeting for Academic Year 2026-2027. The session was guided and led by Dr. Romel Corbeta Dela Cruz the UDRRM Focal Person, as the council laid out its plans and commitments for the year ahead.

During the meeting, new officers were also elected to lead the council’s programs and initiatives. The group discussed the future deployment of school activities, ensuring that the council remains prepared, responsive, and united in promoting safety and resilience across the SNSU community.
