A series of six simulated scenarios were enacted through the Incident Command System (ICS) at Crime Scene Plaza, Camp General Mariano N. Castañeda, Silang, Cavite. These scenarios aimed to assess the skills and knowledge of various police stations, jails, and fire stations by presenting diverse challenges.

The first scenario involved the transportation of a high-profile PDL from Malvar City Jail to the justice hall for dismissal of the case. Police and jail officers were tasked with providing route and area security, as well as escorting the PDL.

In the second scenario, the extraction of a high-profile PDL from the Hall of Justice to Malvar City Jail required ensuring the safe extraction of the individual.

For the third scenario, teams were challenged to perform a Scene of the Crime Operatives (SOCO) operation and establish an ICS structure in response to an ambush. Emergency medical and rescue services were to be provided by the Bureau of Fire Protection (BFP), along with identifying and apprehending suspects and filing appropriate charges.

The fourth scenario simulated a hostage-taking incident, requiring the establishment of an Incident Command System, deployment of tactical teams and hostage negotiators, adherence to Police Operational Procedures (POP) and rules of engagement, ensuring the safety of hostages, and apprehension of the hostage-taker.

In the fifth scenario, participants tackled a Hazmat and Fire Incident, tasked with suppressing the fire and conducting hazardous materials (HAZMAT) operations.

Lastly, the sixth scenario focused on an Improvised Explosive Device (IED) response, necessitating the ex*****on of a Render Safe Procedure (RSP), submission of an SMS ERI IED Recovery, and conducting a thorough investigation.

These activities aimed to provide graduating cadets with practical experience in managing real-world incidents they may encounter in their future roles, offering valuable insights and strategies for effective incident management.

At 1:30 AM, QCPS received a walk-in complaint regarding a battered wife. Promptly responding to the report QCPS personnel initiated an investigation to address the allegations and provide necessary support and protection to the victim.

At 11 PM, QCPS conducted an entrapment operation in response to a complaint alleging the possession and exploitation of a s*x video involving the victim for financial gain. This operation aimed to apprehend the suspect and prevent further exploitation of the victim. By swiftly intervening in cases of exploitation and abuse.

QCPS remained vigilant and proactive in anticipation of the upcoming New People's Army (NPA) Anniversary and Summer Vacation (SUMVAC) 2024. QCPS maintained a full alert status.

At 9 AM, QCPS personnel, PSSg Art Lorenz F Francisco - Chief PCR, conducted Police Information and Continuing Education (PICE) session at the Quezon City Police Station. This session was supervised by PLTCOL SELWYN RYAN PEDREGOSA - Chief of Police. The agenda was about the Five Focused Agenda of the Chief PNP.

At about 6 PM, QCPS personnel exemplified dedication to service by accommodating three civilians who visited the station. Beyond addressing their concerns, the officers provided snacks and assistance with regard to their transportation and facilitated communication with their love ones.

At 7:30 PM, all personnel of the Quezon Component City Police Station were briefed on the upcoming anniversary of the New People's Army (NPA) and the Summer Vacation (SUMVAC) 2024. Personnel were placed on full alert status, necessitating increased police visibility, checkpoints, intelligence gatherings, implementation of camp defense plans, coordination with other law enforcement agencies, and the utilization of social media platforms to disseminate information on potential threats.

At 10 PM, PLTCOL SELWYN RYAN PEDREGOSA and personnels of the Intelligence and Investigation Section applied for Search Warrant that aims to seize a 9mm Canik firearm that belongs to Lloyd Puro Tulog. The search warrant was granted upon the approval of HON. MODEL GARITA TESORO.

At 11:30 PM, PCPT Garjas - Chief of the Investigation Section executed a search at Landbank Crime Scene Plaza, Camp Gen. Mariano N. Castañeda, Silang, Cavite. Mr. Tulog was apprehended during the operation and subsequently brought to the Quezon City Police Station for booking and inquest.

Traditional Flag Raising Ceremony, Police Information and Continuing Education (PICE), Crime Scene Investigation, SITG Conference and Turnover Ceremony

At about 2 AM, QCPS personnel responded to a report of dead bodies along R. Palma St., New Road, Camp Gen Mariano N Castañeda. Witness Yuki David alerted authorities to the discovery. An immediate investigation was conducted by QCPS personnels. The rapid response is vital for law enforcers in order to quickly preserve the crime scene and to maintain the integrity of the evidence.

At about 7 AM personnels of QCPS started the week with the Traditional Flag Raising Ceremony. Shortly after is the DPAR and PICE session. The gathering was a means to emphasize the importance of Police Community Relations in gaining public trust and the importance of DPAR as part of the Police Operational Procedures. This ceremony is vital to law enforcement to show commitment in serving our country and community and also as an avenue for continuous improvement and professionalism.

At 5:30 PM, QCPS convened a Special Investigation Task Group (SITG) Conference at the Quezon City Police Station Conference Room. Under the supervision of PMAJ Ilagan, the conference aimed to strategize and coordinate efforts in response to the incident that occurred earlier in the day. Members of the SITG discussed their progress regarding to their assigned taskings.

At 7:45 PM, QCPS Turnover Ceremony for the Chief of Police of Quezon City Police Station. Outgoing COP PLTCOL Joseph Lester Lidem handed over the duties and responsibilties to incoming COP PLTCOL Selwyn Ryan Pedregosa. The ceremony shows a smooth transition within the ranks and also reaffirms the commitment of law enforcement leaders to uphold their duty to serve and protect the community.

Crime Scene Investigation (CSI), Dragnet Operation, and Intelligence Operation

Under the supervision of PLTCOL APOLINARIO L PALOMENO, personnels of QCPS responded to a crime scene infront of the gymnasium regarding a shooting incident. The personnels carefully looked into the crime scene. PLTCOL PALOMENO said that close attention to every detail, gathering evidence systematically is critical. He also emphasize the roles of first responders, investigator on case and the SOCO.

In relation to the shooting incident, we were tasked to have a Dragnet Operation targeting suspects fleeing on a motorcycle. A Dragnet Operation is strategically designed to seal off potential escape routes from the crime scene. By establishing a roadblock near the PNPA gymnasium we were able to intercept and apprehend the two suspects preventing their escape.

In the evening we also conducted a Surveillance Operation regarding an information received by the station. The intelligence indicated that an individual known as "Kabayo" was involved in the illicit sale of drugs particularly "shabu" within Barangay Poblacion, Silang, Cavite. Surveillance operation must have a strategic planning to monitor and prevent criminal activities. Through covert surveillance they gather crucial intelligence. However, it's vital to balance security with privacy rights in order to prevent getting burnout.

Personnel from our station conducted Information Drive and distribution of flyers about “Kabataan Kontra Droga at Terorismo (KKDAT)” program to the high school students of Doña Laurel Platon School of Agriculture who are having their educational tour at Philippine National Police Academy. This activity aims to give students a better understanding of the program in combating illegal drugs and terrorism in the country.

At about 10:30 PM a hasty checkpoint was conducted. This activity was due to an information received by our station regarding a white Nissan Urban Van with a plate number of F4T 880 with five suspects onboard that are involved in the killing of the Vice Mayor of Rizal City. PLTCOL JOSE C COBALLES critiques the conduct of hasty checkpoint. He emphasizes the need for thorough training to enhance efficiency without compromising safety. He emphasized the importance of clear communication and adherence to protocols to minimize errors and ensure effective operations.

Our day began with a focus on improving professionalism among our police personnel. Led by PEMS Remar Vincent T Malapad - CESPO we carried out a Daily PNP Personnel Accounting session. It is to make sure everyone is present and they understood the importance of being professional in their work, which helps us do our jobs better. Next was a session called Police Information and Continuing Education (PICE), where we talked about the importance of dressing appropriately. This might seem small, but it's a big deal for us because how we present ourselves reflects on the entire police force.

In the afternoon, some of our team including myself participated as cadet officers in the Testimonial Parade and Review for PMGEN RUDOLPH B DIMAS - TDPL. It was a way for us to show respect and appreciation for his leadership. After the event, we returned to our station.

Before wrapping up the day, under the guidance of PLTCOL JOSEPH LESTER C LIDEM - COP QUEZON CCPS and PCPT MARVIN JORDAN O LAROYA - Chief, Operations Section. We conducted a checkpoint operation in front of the PNPA Gymnasium. This was part of our efforts to fight crime and keep our community safe.

Overall, it was a day focused on professionalism and keeping our community secure. Each activity had a specific purpose whether it was improving ourselves, honoring a leader, or actively preventing crime.

Today is the start of Third Phase of the Cadet Attachment Program. 42 police cadets including myself were assigned to the Quezon Component City Police Station. PLTCOL JOSEPH LESTER CASABAL LIDEM was chosen to be the Chief of Police of our station.

Our task for today is to transform the Old Moot Court into a Police Station. We split up tasks like cleaning and organizing to make sure everything ran smoothly. Each cadet took on a specific role simulating real police station positions. I was assigned as intel operative under our section chief PLT LENNOX LLOYD T BACAL. We practiced different police station activities throughout the day, like giving orders, managing equipment, handling records, and carrying out patrols and checkpoints.

These exercises helped us apply what we've learned and gain practical skills for real-life situations, making us better prepared to serve our communities as police officers in the future.

This last day of Cadet Attachment Program Phase 2. The cadets left Tagaytay City Component Police Station, P/CDT Lennox Lloyd Bacal- team leader delivered appreciation on behalf of all Cadets stationed at Tagaytay CCPS. A token of gratitude was also given to PLTCOL CAPAGCUAN.

Formal turnover ceremony at Camp BGen Vicente P Lim, PRO4A. PBGEN ALIGRE L MARTINEZ, the Deputy Regional Director for Administration, facilitated the turnover of responsibility for the 212 police Cadets to PBGEN ARNOLD P ARDIENTE, the Dean of Academics at PNPA.

The event was concluded with a boodle fight where the officers and cadets shared the food. This final day of Phase 2 sum up our station immersion journey.
