PNPA I Cadet Attachment Program

On March 21, 2024, the joint simulation exercise coordinated by the Quezon City Police Station, Rizal City Police Station, Luna City Police Station, Aguinaldo City Police Station, Bonifacio City Police Station, Malvar City Jail, and Gabriel Fire Station was conducted at Philippine National Police Academy for the practice of using the ICS model. This activity aimed to enhance their ability to coordinate efforts effectively during emergencies.

The simulation exercise highlighted the importance of collaborative coordination among multiple agencies during emergencies. By practicing the ICS model, which establishes clear roles, responsibilities, and communication channels, the participating organizations learned how to work together seamlessly to address complex scenarios. It underscored the critical role of the Incident Command System in facilitating effective emergency response efforts. By embracing the principles of coordination, communication, resource management, adaptability, efficiency, safety, and continuous improvement inherent in the ICS framework, agencies can better prepare for and mitigate the impact of various emergencies.

The Bonifacio City Police Station (CPS) conducted a comprehensive awareness campaign within the precinct, orchestrating the distribution of informative flyers under the banner of "Illegal na Droga, Wakasan Para sa Kinabukasan" at Philippine National Police Academy (PNPA), Camp General Mariano N Castañeda, Silang Cavite. Spearheaded by Police Lieutenant Sean Bullet Garcia, the Chief of the Police Community Affairs and Development (PCAD) unit, alongside Police Executive Master Sergeant Conan Gadayan, a seasoned Field Jail Guard (FJGAD) and Police Non-Commissioned Officer (PNCO), the endeavor sought to illuminate the perils associated with illicit substance abuse and advocate for a drug-free way of life.

This multifaceted initiative deliberately targeted both the cadets and the surrounding populace, aiming to disseminate crucial knowledge concerning the detrimental repercussions of drug addiction while instigating a collective resistance against the scourge of illegal narcotics. Through informative materials, interactive discussions, and community engagement, the campaign endeavored to foster a culture of vigilance, resilience, and proactive opposition towards the insidious grip of drug abuse, ultimately striving towards a safer and more cohesive society.

On March 19, 2024, the Turn-Over of Command Ceremony was conducted for PLTCOL AYMAN M DIA, outgoing chief of police and PLTCOL AIDAN KHAN FABRICANTE, incoming Chief of Police of Bonifacio City Police Station with PMAJ GABRIEL UNAY as presiding officer. It was a profound event that goes beyond the ceremonial. It symbolized the seamless continuity of leadership, responsibility, and the enduring ethos of service within the law enforcement community.

For both the incoming and outgoing chiefs, the event was a pivotal moment. For the outgoing chief, it was a time of reflection on accomplishments, challenges faced, and lessons learned. It was an opportunity to pass on the mantle, knowing that the seeds planted during their tenure will continue to grow. For the incoming chief, it was a moment brimming with responsibility, anticipation, and the solemn promise to build upon the foundations laid by predecessors, to innovate, and to lead the force with integrity and courage.

This event served to cultivate a strong sense of national pride and solidarity among the officers, reaffirming their dedication to upholding their country's values and ideals as public servants.

PLTCOL AYMAN M DIA imparted his insights and counsel as the keynote speaker. Outstanding personnel were duly honored with Certificates of Recognition, recognizing their valuable contributions towards enhancing the organization's efficiency and effectiveness. This endeavor served as a meaningful tradition that not only honors the nation but also strengthens the bonds of citizenship, promotes civic engagement, and inspires collective action towards common goals.

PNPA CAP I Case - Based Scenario

On March 17, 2024, at the PNPA Cadet Mess Hall in Camp General Mariano N. Castañeda, Silang Cavite, the Bonifacio City Police Station, supervised by PLTCOL AYMAN M DIA, Chief of Police , swiftly initiated a dragnet operation following a radio message from Provincial Tactical Operation Center regarding a shooting incident.

From the shooting incident, applying the fundamentals of crime scene investigation has provided me with valuable insights into the meticulous process of gathering evidence and reconstructing events to uncover the truth behind criminal activities. From securing the scene to documenting evidence, every step is critical in preserving the integrity of the investigation and ensuring admissible evidence in court. Learning the fundamentals of crime scene investigation has deepened my appreciation for the meticulous work conducted by forensic experts and law enforcement professionals in pursuit of justice. It underscores the importance of rigor, professionalism, and ethical conduct in uncovering the truth and serving the interests of justice.

Moreover, engaging in dragnet operations has deepened my appreciation for the complex dynamics involved in maintaining law and order. It highlights the crucial role that proactive policing strategies play in addressing crime and underscores the need for strategic planning, ethical conduct, and adherence to legal standards in law enforcement practices. It involves casting a wide net to target a broad range of individuals or locations, which can yield valuable insights into criminal networks and activities.

On March, 16, 2024, PMAJ Jose Mari Jasmin, the Duty CDO, carried out an Intensified Cleansing Policy and inspection of ABCD policy concerning Personnel and Facilities at Bonifacio City Police Station, NCBN3 Luna St. Camp Gen Mariano N Castañeda, Silang Cavite.

Inspection of personnel provides opportunity to assess whether they are adhering to established standards of conduct, professionalism, and performance. This includes everything from appearance and uniform standards to adherence to protocols and procedures. This inspection can help to uncover instances of misconduct, abuse of authority, or violations of regulations or laws. Early detection allows for corrective action to be taken, preventing further harm and maintaining the integrity of the police force. This serve as a reminder to PNP personnel of the importance of discipline and adherence to regulations. Knowing that their actions will be subject to scrutiny encourages officers to maintain high standards of behavior and performance.

On March 15, 2024, the Bonifacio Police Station inaugurated the "TAPAT MO LINIS MO" initiative. This program epitomizes proactive measures undertaken by our law enforcement personnel to orchestrate cleanliness campaigns within our communities and designated areas of responsibility (AOR). Officers enthusiastically engage in clean-up endeavors, traversing neighborhoods to interact with residents and instill a sense of ownership regarding their surroundings. Through this concerted effort, our primary goal is to elevate sanitation standards and livability indices while fortifying the bond between law enforcement agencies and the populace.

The program serves as a platform for raising awareness about the importance of environmental conservation and sustainable practices. By highlighting the connection between cleanliness, public health, and overall community well-being, the PNP promotes a broader understanding of the interconnectedness of social and environmental issues. The Phase III of our Cadet Attachment Program (CAP) also known as Case-Based Scenario commenced on March 14, 2024 at Philippine National Police Academy. It signifies a significant milestone in our training progression. This stage will immerse us in simulated environments encompassing police works which reflects real-world challenges. Building upon the knowledge and skills acquired in Phase I and Phase II, this segment serves as the ultimate assessment, evaluating our readiness to confront complex scenarios. This stage represents the culmination of our comprehensive training, equipping us for the demands of actual law enforcement.

PLTCOL AYMAN M DIA, Chief of Police of Bonifacio Police Station, spearheaded the establishment and operation with the active support and cooperation of the other members of the team. Under the guidance of PBGEN ARNOLD PERALTA ARDIENTE, Dean of Academics, we embark on a nine-day endeavor focused on refining our abilities and fostering teamwork. This phase not only challenges us to apply theoretical knowledge in practical contexts but also promotes camaraderie and cohesion among team members. Nestled within the four corners of the Academy, immersive experience from this activity will be poised to be a defining chapter in our preparation for the responsibilities ahead in our law enforcement careers.

Learning about the chain of custody has been an insightful journey that has underscored the critical importance of maintaining integrity, accountability, and transparency in various processes, particularly within legal, forensic, and logistical contexts.

Initially, I grasped the fundamental concept that the chain of custody refers to the chronological documentation and tracking of physical or electronic evidence from its collection to its presentation in court or its final disposition. On February 28, 2024, The Tanauan City Police Station Intelligence Section graced the cadets of PNPA LAYAG-DIWA Class of 2024 with insights on PNP (Philippine National Police) Buy-Bust Operation. Learning about buy-bust operations has been a deeply insightful experience, shedding light on the complexities and challenges of law enforcement efforts in combatting illegal drug trade.

The success of a buy-bust operation heavily relies on meticulous planning. From intelligence gathering to surveillance and logistics, every aspect must be carefully orchestrated to ensure both the safety of law enforcement officers and the effectiveness of the operation. Understanding the legal framework surrounding buy-bust operations is crucial. Officers must adhere to strict guidelines to ensure that the operation is conducted within the bounds of the law, respecting the rights of both suspects and bystanders.

On February 27, 2024, The Tanauan City Police Station graced the cadets of PNPA LAYAG-DIWA Class of 2024 with insights on PNP Body-Worn Cameras (BWCs). Reflecting on what I've learned about body-worn cameras (BWCs) in law enforcement, body-worn cameras serve as a tool for transparency and accountability within law enforcement agencies.
