March 21, 2024- In the core of the PNPA Layag-Diwa Class of 2024's training regimen, Phase 3 of the Cadet Attachment Program (CAP) emerged as a defining juncture, blending theoretical knowledge with real-world challenges. Guided by seasoned mentors and working alongside counterparts from diverse law enforcement and emergency response agencies, the cadets embarked on a transformative journey that would measure their resilience and shape their commitment to duty.

The scenarios unfolded meticulously, each one purposeful and precise. Luna City Police Station personnel found themselves entrusted with the weighty responsibility of ensuring the secure transport of jail prisoners. Amidst the hustle and bustle, they meticulously orchestrated logistics, collaborating with transport units to chart safe routes and fortify defenses against potential threats.

Simultaneously, PNPA representatives waded into the complex realm of civil disturbance management. Confronted by a sea of protesters and simmering tensions, they navigated with poise, employing strategies of de-escalation and dialogue to maintain order while respecting the rights of those they served.
As dusk descended, tranquility was shattered by an abrupt ambush, plunging the cadets into chaos. With adrenaline surging, they rallied together, drawing on their training to swiftly neutralize the threat and ensure the safety of their comrades.

Yet, the challenges persisted. A hostage-taking incident gripped the community, calling upon the cadets to negotiate with the perpetrators. With unwavering resolve, they balanced diplomacy with decisive action, inching towards a peaceful resolution with every passing moment.

Throughout, the guiding principles of the Incident Command System (ICS) provided clarity amidst the chaos, anchoring their efforts with structure and cohesion. From meticulous planning to seamless ex*****on, the cadets demonstrated an unyielding dedication to their mission, affirming their readiness to confront any adversity.
As echoes of success reverberated, the cadets gathered to celebrate their triumphs and glean insights from their experiences. Amidst the laughter and camaraderie of the boodle fight, PBGEN ARNOLD P ARDIENTE, Dean of Academics, imparted wisdom, urging them to uphold excellence as they ventured into the next phase of their journey.
Under the starlit sky, a sense of pride permeated the air. The Layag-Diwa Class of 2024 had not only showcased their capabilities but also forged bonds that would endure. On March 20, 2024, the Luna City Police Station was on heightened alert in anticipation of activities related to the upcoming NPA Anniversary and SUMVAC 2024. All officers were advised to observe full alert status, and police forces were strategically deployed to secure the safety of the camp.

Later that day, the anticipated attack by the NPA occurred. Fortunately, the personnel effectively handled the situation, successfully protecting the station against the rebel forces.

However, another unfortunate event unfolded as the Chief of Police, PLTCOL YVES JOHN GALVEZ, was abducted by the NPA, becoming a prisoner of war. The station promptly reported the incident to higher authorities and immediately deployed intelligence personnel and a rescue team to respond.

In light of these events, efforts to ensure the security of the area of responsibility were intensified. Perimeter security measures were reinforced, and checkpoints were organized to maintain vigilance and prevent further incidents.

March 19, 2024 - At approximately 8:00 am, PLTCOL YVES JOHN O. GALVEZ, Chief of Police, conducted the Daily PNP Personnel Accounting Report (DPPAR) followed by a Pre-shift Information and Continuing Education (PICE) session held in front of Luna City Police Station, Camp General Mariano N. Castañeda, Silang, Cavite. On this day, as the investigator on a case, we had prepared our request for the application of a search warrant regarding the transcribed incident of the discovery of two bodies and the recent shooting incident. Our arrested suspect from the shooting incident divulged information about his accomplice in the criminal case responsible for the discovery of two dead bodies found in front of the director's billet.

We ensured that all necessary requirements were in order and presented our request to the honorable judge to validate our need for a search warrant. Following approval, we promptly executed the warrant, leading to the recovery of a handgun and the subsequent arrest of the subject. Later in the day, our station became overwhelmed with tasks. We assisted civilians seeking proper guidance, addressing their concerns within the station. Additionally, a logistic officer inspected the capabilities of our supply officer and logistics department.

The most challenging aspect of the day arose when we received intelligence suggesting that the New People's Army (NPA) or rebels might attempt to attack our station. Consequently, we elevated our security measures to a red alert status within our community. We strategically planned and positioned ourselves, implementing strict checkpoints and conducting patrols throughout our area of responsibility to fortify our camp defense against potential threats.

In the early hours of March 18, 2024, a disturbing discovery was made at the PDEA Building in Camp General Mariano N. Castañeda, Silang, Cavite. A deceased individual was found outside the director's quarters, prompting the Luna City Police Station, led by PLTCOL Yves John O Galvez, to swiftly respond and initiate an investigation to determine the cause of death and circumstances surrounding the incident.

Simultaneously, amidst the unfolding investigation, there was a formal transition of leadership at the Luna CPS Conference Room. PLTCOL Yves John O Galvez officially assumed the role of Chief of Police, succeeding PLTCOL Richard D Lim. This change in leadership occurred alongside the ongoing efforts to uncover the truth behind the discovery of the deceased individual.

Despite the gravity of the situation, routine activities continued without interruption. The Luna City Police Station, under the direction of PLTCOL Yves John O Galvez, participated in the Traditional Monday Flag raising Ceremony at the PDEA Building, demonstrating their unwavering commitment to duty and community.
Following the ceremony, Chief of Police PLTCOL Yves John O Galvez ensured the completion of daily police tasks, including personnel accounting, information dissemination, and turnover of duties. These actions underscored the dedication of the Luna City Police Station to uphold peace and order despite the challenges posed by the ongoing investigation.

On March 17, 2024, during the Cadet Attachment Program:

March 17, 2024, stands out as a significant day during our cadet attachment program, as it presented a real-world simulation that put our training and skills to the test. As part of our immersion in the Luna City Police Station, the simulation exercise provided a hands-on opportunity to apply the knowledge and techniques learned throughout our training.

The scenario, supervised by PLTCOL APOLINARIO PALOMENO, PNPA Professor and Academics Duty Officer of the day, unfolded with a phone call reporting a shootout near the Corps Publication Building. This marked the commencement of a dynamic and intense experience, mirroring the unpredictability of law enforcement operations.

In my role as an Investigation Officer, I was tasked with leading the response to the incident. Utilizing the resources at our disposal, including the Barangay Information Network, we swiftly verified the report and initiated the necessary actions. The deployment of the SOCO team and the coordination of investigative efforts underscored the importance of thoroughness and attention to detail in gathering evidence.

Furthermore, the subsequent order from our station chief of police to conduct a dragnet operation added another layer of complexity to the scenario. This required quick decision-making and effective coordination among team members to establish roadblocks and capture the suspect(s) effectively.

The successful conclusion of the simulation, with the apprehension of the suspect(s) by PCMS John Symon Salvani and his team, highlighted the effectiveness of our training and the importance of teamwork in law enforcement operations. It reinforced the principles of collaboration, adaptability, and professionalism that are essential in real-world situations.
As we reflect on this experience, we recognize the invaluable lessons learned and the growth achieved during our cadet attachment program. The simulation served as a testament to our readiness to handle challenging scenarios and reinforced our commitment to serving with integrity and dedication in the field of law enforcement.

On March 16, 2024:

As the Duty Desk Officer at Luna City Police Station, my day started with the usual responsibilities of managing incoming calls, coordinating resources, and ensuring smooth operations within the station. It was a routine yet crucial aspect of maintaining law and order in our community. I handled my duties efficiently, ensuring that every task was addressed promptly and accurately.

However, my day took a significant turn when I was called upon to be a part of the checkpoint team along Horseshoe Drive. The primary objective was to conduct inspections to prevent crime, a duty that required attentiveness and precision. Alongside my colleagues, we meticulously carried out our duties, mindful of the safety of both civilians and law enforcement personnel.

The situation escalated when we received reports of armed suspects involved in a shooting incident targeting the Vice Mayor, who posed a grave threat to public safety. With swift action, our team transitioned into a hasty checkpoint setup to apprehend the suspects. The success of this operation relied heavily on coordination, communication, and quick decision-making.

As the white van, believed to be carrying the suspects, approached our checkpoint, our training kicked in. We executed the arrest with precision, ensuring the safety of all involved while adhering to proper protocols, including the Miranda Doctrine and evidence inventory procedures. Negotiation tactics were employed to encourage surrender, showcasing our commitment to resolving conflicts peacefully whenever possible.

Following the operation, receiving feedback and evaluation from our mentor was invaluable. Constructive criticism allows for continuous improvement, highlighting areas where we excelled and identifying areas for growth. It reinforced the importance of ongoing training and the need to adapt to evolving threats and situations effectively.

Overall, March 16, 2024, was a day that showcased the dedication, professionalism, and teamwork of the Luna City Police Department. From routine desk duties to high-stakes operations, each task was approached with a commitment to serving and protecting our community. As we reflect on our actions, we recognize the significance of continuous learning and improvement in fulfilling our duty to uphold the law and ensure public safety.

MARCH 15, 2024

On the second day of our third phase in the Cadet Attachment Program, our day kicked off with the routine Daily Personnel Accounting Report (DPAR). Under the guidance of our respected upperclassmen and the esteemed PLTCOL RICKSON GUIAB, we gathered to receive briefing and reminders for the day's activities. Our station chief of police also joined us, emphasizing the importance of our roles and tasks for the day.

Prior to our assignment in the Philippine National Police, we diligently processed our Licenses to Own and Possess Fi****ms, ensuring that we were fully compliant with the regulations and responsibilities that come with such a privilege.

In the afternoon, I was assigned as a patroller for our designated area of responsibility. My task was to conduct foot patrols and assist with traffic management, as there was a ceremonial parade scheduled to take place. It was a bustling day, but the opportunity to contribute to the smooth flow of the parade and ensure the safety of participants and spectators alike was immensely rewarding.

After completing our duties, we prepared ourselves for turnover and any further tasks that might arise. As a cadet, adaptability and readiness are key, and I embraced each challenge with enthusiasm and dedication.

In addition to the comprehensive orientation, we, the cadets, were also introduced to the concept of the Case-Based Phase 3, where we would be the central players in establishing and operating our own police station. Understanding the gravity of this responsibility, we poured our full effort into the task at hand.

With each member of our team fully committed to the endeavor, we approached the establishment of the Luna City Police Station with dedication and enthusiasm. From brainstorming sessions to hands-on activities, we left no stone unturned in ensuring that our station would be a beacon of efficiency, professionalism, and service to the community.
Throughout the process, we drew upon our collective knowledge, skills, and experiences gained from previous phases of training. Every decision was made thoughtfully, with the overarching goal of creating a station that would uphold the highest standards of law enforcement and public safety.

As we worked tirelessly to bring our vision to life, the spirit of camaraderie and teamwork within our group flourished. Each cadet played a crucial role in the establishment of the station, contributing their unique strengths and perspectives to the collective effort.

Our dedication to excellence and our unwavering commitment to serving the community fueled our efforts as we labored to establish the Luna City Police Station. MARCH 1, 2024

As our station immersion drew to a close, it was a fulfilling day marked by various activities. We took the time to pack our belongings, ensuring everything was tidy as a gesture of appreciation for the hospitality shown to us during our stay. Saying goodbye to PLTCOL JULIUS BALANO, who had overseen our time at the station, was a moment filled with gratitude for his guidance.

The closing ceremony at the Police Regional Office 4A was a significant event, signifying the completion of this phase of our training. It represented our readiness to progress to the next stage of our cadet development.
Following the ceremony, we enjoyed a boodle fight, a traditional Filipino meal shared amongst officers and cadets, fostering camaraderie and unity within the team.

As we departed the station and prepared to return to the academy, we eagerly anticipated the Alumni Homecoming program. This event promised to be a chance for us to reconnect with alumni, share experiences, and continue our journey of growth in law enforcement.

As our station immersion program drew to a close on February 29, 2024, we prepared to bid farewell to the Dasmarinas Component City Police Station and return to the academy. Tomorrow would mark the beginning of a new phase in our cadet attachment program, the Case Base Scenario, where we would put our accumulated knowledge and skills to the test.
In the morning, we gathered to inform the chief of police about our impending departure. We spent time reflecting on our experiences and engaging in discussions, exchanging insights and lessons learned during our time at the station. The chief expressed appreciation for our participation and encouraged us to continue our dedication to learning and growth in the field of law enforcement.

Later in the day, we had the privilege of paying a courtesy visit to Vice Mayor Raul Rex Mangubat. During our meeting, we expressed our gratitude for the opportunity to immerse ourselves in the operations of the police station and for the support extended to us throughout our stay. We also informed the Vice Mayor of our imminent departure and assured him of our commitment to serving the community with integrity and professionalism.
Throughout our immersion, we had the opportunity to acquire firsthand knowledge of various aspects of law enforcement, including the process of offering the national police clearance system. This experience further enriched our understanding of the intricacies involved in maintaining public safety and upholding the rule of law. As we prepared to depart, we carried with us not only memories of our time at the station but also a renewed sense of purpose and dedication to our training as future law enforcement officers.

On February 28, 2024, as our journey in the Dasmarinas City Component Police Station carries on, the chief of police allowed us to participate in listening on the on-going Enhanced Management Police Operation Vitual Conference. This is being conducted weekly to include the regional level for EMPO, we got to delve into understanding that the Counterpart police stations get to share their respectice records and accompishments as well as the status of police actions and cases they had and got to cater. The best part is that they get to inform every member of their practices so that any station could get to take it as a refernce. We the Cadets were also privilege to be assigned in the Dasmarinas Component City Police Station for once again it bags the award in the entire Region of being the best component police station for the month of January to February. Being a passive observer in the station, I always take the opprtunity of witnessing investigation personnel on how they cater and deal with the complainants as well as the arrested suspects on respective crimes, an investigator must then properly put into writing the statements and the event to arise in the scenario that we can then endorsed the case to the prosecutor. Observation is infact the way for anyone to learn.
