Case-Based Scenario

The Bonifacio CPS undertook an Entrapment Operation, which entails catching a person in the act of committing a crime by using various methods to guarantee that the person commits the crime and is captured. The victim appeared at the station about 10:30 p.m. on March 20, 2024, to file a report against the suspect for violating RA 10175 (Sextortion) and making minor threats. The victim was coerced into exposing their sexual photographs and videos in exchange for money and goods. Immediately, the BCPS started an investigation and entrapment operation to apprehend the culprit. PLT REY-ANN TEÑALA and PLT GELIM collaborated and guided the operation, providing valuable learnings and best practices.

The second scenario is that in response to the critical situation involving the capture of COPs from Aguinaldo CPS and Quezon CPS, the Incident Command System (ICS) was quickly activated to coordinate a comprehensive rescue operation. This activation represented a cohesive front, bringing together the skills and resources of five police stations, each with a critical part in planning and carrying out the operation. In response to the severe scenario involving the capture of police officers from Aguinaldo CPS and Quezon CPS, the Incident Command System (ICS) was created immediately to coordinate a comprehensive rescue mission. In fact, the Incident Command System (ICS) plays a crucial role during emergencies by facilitating effective collaboration between various organizations. It lays down exactly who is responsible for what and how they communicate with one another. ICS is compatible with all sizes of emergencies. In addition to ensuring that everyone is aware of their responsibilities, it aids in the management of human and material resources. By keeping an eye out for threats and making wise decisions, it also maintains order and contributes to people's safety. ICS, in short, keeps everyone safer and facilitates the handling of emergencies more easily.

The coordinated joint simulation exercise, which aimed to provide practice utilizing the ICS model, was organized by the police departments of Quezon City, Rizal, Luna, Aguinaldo, Bonifacio, Malvar City Jail, and Gabriel Fire Station. The purpose of this exercise was to improve their capacity to efficiently coordinate activities in times of emergency.

The scenario taught me that civil disturbance management is a critical component in guaranteeing the success, safety, and security of public meetings. Authorities can reduce dangers and preserve democratic and public order by placing a strong emphasis on early planning, clear communication, training, community involvement, and the appropriate use of force. In the end, civil disturbance management aims to create spaces where people of different backgrounds can be heard, rights are upheld, and harmony is maintained, rather than merely managing crowds.

Three individuals stopped by the Bonifacio Police City Station recently as part of the services we provide. Our police officers welcomed them with open arms, providing snacks, access to the restroom, a little amount of cash for one of them to use for transportation, and help making a phone call. This exchange demonstrates that the officers at the Bonifacio City Police Station are not just well-behaved professionals but also kind people who provide empathetic and considerate service.

This scenario put Bonifacio City Police officers' police-community relations skills to the test. Three citizens visited our police station as part of the services provided by the Bonifacio Police City Station. Our police officers greet them kindly by allowing them to use our restrooms, providing snacks, a small amount of money for one of them to get around, and assisting with a phone call. This illustrates that the policemen at the Bonifacio City Police Station are not simply disciplined professionals, but also caring people who serve with a heart.a

During the scenario debriefing, PMAJ Formanes provided us with three recommendations for effectively serving the public: 1. Be a conduit for blessings; your position is a blessing; 2.) Heartfelt service; and 3.) A man's stomach leads to his heart. After giving this some thought, it is clear that the Philippine National Police (PNP) should strive to be an example of community involvement, gaining respect and trust by demonstrating a sincere commitment to public welfare. In the end, the PNP's goal is to serve the public with honesty and compassion, maintaining the fundamentals of public service.

The scenarios that followed that night centered on incidents of violence against women and children (VAWC). A 12-year-old battered wife was the subject of the first case. Following the established procedures for managing such delicate cases, the Women and Children Protection Desk (WCPD) acted without hesitation and with promptness. The sympathetic policemen assigned to this particular team, who were lovingly referred to as "Aleng Pulis," handled the matter with the utmost care and regard. They gently questioned about what had happened, getting important details while offering the victim several ways to talk to her spouse about her situation. She thought it over and decided bravely to have her husband arrested as well as to submit an official complaint against him. This is a perfect example of how law enforcement plays a crucial role in empowering victims and enabling victims to access justice in domestic abuse instances.

The second scenario demonstrated a breach of RA 7610, with a 19-year-old mentally challenged female as the victim. Once again, the humane cops, known as "aleng pulis," displayed their unwavering commitment by comforting the girl and removing her from the terrible atmosphere created by her own father, who happened to be a police officer. To avoid provoking the girl's anguish caused by her father's employment, one officer dressed as a civilian. The Women and Children Protection Desk (WCPD) team offered her comfort goods such as toys and candy to distract her from the upsetting circumstances while her father was captured.

Buy-Bust: An Anti-Illegal Drug Operation/Red Alert Status

A scenario in which a law enforcement agency poseur-buyer pretends to purchase illegal substances from a suspect was presented to the PNP Cadets. When the deal is done and the poseur-buyer receives the illegal substances, the arresting cops will move in to take the suspect into custody. The Cadets were given the chance to use their creativity to apprehend the suspect by taking into account a few variables that could impact the case, including the agent's identity being concealed, perimeter security, arresting officers, media involvement, the judiciary, and local officials.

The activity gave participants insightful knowledge of the difficulties involved in carrying out buy-bust operations. 'Boss Chukchak,' the target, exhibited reluctance to participate in the illegal transaction, posing a challenge to us. This obstacle highlighted the need for a knowledgeable and convincing prospective buyer and the need to use strategies to overcome resistance and build trust.

As we thought back on the exercise, we realized how important it is to communicate clearly and be flexible in order to overcome challenges that arise in everyday life. We also came to understand the importance of the smooth coordination and strategic planning needed to make buy-bust operations successful.

With the NPA anniversary and SUMVAC 2024 approaching, all offices have been put on full alert. Every two hours, the Bonifacio City Police Station held regular accounting and informed staff members about the NPA anniversary in order to promote increased awareness and readiness. The purpose of a Red Alert status proclamation is to discourage any possible illegal activity during this time by lawless elements. In anticipation of the NPA anniversary, staff members are alert and prepared to guarantee the safety and security of the facility, employees, and prisoners. In fact, with the state of affairs set to full alert, every member of the police force will be carrying out their designated responsibilities to ensure a secure atmosphere during the voting process.

Special Intelligence Task Group (SITG) Planning and Operation

The urgent necessity to handle a recent occurrence through the formation of the Special Investigation Task Group (SITG) was the main topic of discussion during the PMAJ-ILAGAN-led conference. In order to create a strategic response plan that was appropriate for the type and severity of the current situation, important professionals convened for this deliberative session. Cadets were instructed on the creation of the Special Intelligence job group in their individual police stations under the supervision and guidance of PMAJ Joel B. Ilagaan. This job was created in response to a shocking number of unsolved violent crimes.

The SITG, which is made up of multidisciplinary teams with competence in law enforcement, logistics, and investigation, represents an all-encompassing approach to law enforcement. The SITG seeks to expedite and improve collaboration in order to enable quicker and more efficient resolutions to high-profile crimes by combining diverse skill sets and resources.

The cadets were given this scenario as part of the case-based exercise so they could build it, assign tasks to each member, and understand that each person has a job to play and that each role is crucial to the tasking that determines whether the operation succeeds or fails. We, the incoming lieutenants, used the simulated conference as a template for managing high-profile offenses. Sensational crime pertains to offenses committed against public officials, judges, prosecutors, IBP lawyers, media practitioners, labor leaders, members of militant party lists, leftist activists, foreign nationals, and other individuals through acts of violence, such as shooting, bombing, strafing, assault, enforced disappearance, or other overt acts that result in their death or incapacitation and garner attention from the national and international public and/or media.

Crime Investigation

Following reports of a shooting incident at the Mess Hall in Brgy, Camp Castañeda, Silang, Cavite, involving Brgy, the cadets from Bonifacio City Police Station, dressed as police officials, moved quickly to take action. Dines N. Abaigar, Captain Hon. Using the training they had received from multiple police stations during the previous CAP phase, they carried out a well-planned response.

A radio communication about a shooting at the Mess Hall in Brgy, Camp Castañeda, Silang, Cavite, involving Brgy, was received by PLT Olitoquit from Kagawad Delgado. Abaigar, Captain Hon. Dines N. First responders, the closest patrollers, were quickly on their way. According to witnesses, the suspects were riding a motorcycle, with the driver wearing a maroon jacket and the other person wearing a black jacket. They were both armed and aggressive. After the first assessment by the first responders, Bonifacio CPS sent out the IOC and worked with SOCO to conduct a thorough examination of the crime scene.

Understanding how crucial time is in these kinds of situations, the closest patrollers were sent to the area right away and took on the role of first responders. Their primary responsibility was to evaluate the victims' conditions as soon as possible in order to preserve life. At the same time, they roped off the crime scene, which is a crucial step in protecting the integrity of possible evidence and discouraging outsiders from interfering, protecting the integrity of the investigation process. In addition, the initial responders were in charge of compiling eyewitness reports. They made an effort to interview each witness separately in order to preserve the credibility of their claims since they were aware that witness testimony could be swayed by outside influences.

The investigating officer takes over responsibility for the investigation after being given access to the crime scene. The investigating officer follows protocol and asks the Scene of the Crime Operatives (SOCO) to handle the investigation. All evidence was meticulously tagged, photographed, and gathered while strictly following established protocols and chain of custody procedures, all under the expert supervision of the SOCO team. In order to reconstruct the crime scene, SOCO is also in charge of sketching and taking pictures of the entire area.

Essentially, the smooth cooperation between emergency responders and detectives shows how dedicated law enforcement is to protecting the rule of law and preserving public safety—even in the midst of hardship. Through concerted efforts, they aim to not only hold those responsible for the sad events at Camp Castañeda accountable but also to offer comfort and closure to those impacted by them.

Hasty Checkpoint

On the evening of March 16, 2024, Bonifacio CPS personnel, led by PLT Jeremy Valens Burao Esteban as Team Leader, established and carried out a hasty checkpoint in front of the Bonifacio City Police Station, NCBN 3, under the supervision of PLTCOL Jose Caliguiran Coballes.

Hasty checkpoints enable the PNP to react promptly to occurrences or new security risks in a specific area. They may be quickly put up to regulate traffic and check people and cars for possible hazards. These checkpoints operate as a disincentive to criminal activity, including fi****ms and drug trafficking, smuggling, and other unlawful trades. In locations where there is a noticeable police presence, criminal activity is less likely to occur.

All things considered, quick checkpoints are a crucial instrument that the PNP uses to uphold law and order, improve public safety, and stop criminal and terrorist activity in different parts of the Philippines.

In accordance with PNP Memorandum Circular No. 2020-0304, PLTCOL AYMAN MAMBUAY DIA, Chief of Police, and station personnel spearheaded the Daily Personnel Accounting Report (DPAR), which was combined with Police Information and Continuing Education (PICE) and spiritual enrichment activities led by PMAJ REY ALFRED DANO, Deputy Chief of Police. This strategy is consistent with increased DPAR implementation throughout all shifts, stressing PNP internal cleaning and adherence to police operational procedures.

Following the DPAR, the Bonifacio Police Station launched the "TAPAT MO LINIS MO" program, led by PLT Sean Bullet Garcia, C PCADG, and PEMS Conan Gadayan, FJGAD, PNCO. This program involves proactive efforts by our police force to organize clean-up activities in our communities and designated areas of responsibility (AOR). Police officers frequently participate in clean-ups, visiting neighborhoods to engage with residents and encourage them to take responsibility for their surroundings. Through this program, we hope to improve cleanliness and livability while also enhancing the relationship between the police and the community.

On the afternoon, in conjunction with PMGEN RUDOLPH DIMAS' Testimonial Parade and Review, BCPS personnel, led by PLT RHIDGE DACA as Team Leader, deployed personnel and established a checkpoint operation at the Apolinario Mabini St. intersection near the kinetics building. The goal was to monitor vehicular and pedestrian traffic and ensure compliance with circulation control measures and regulations.

As part of our case-based scenario, the Bonifacio CPS showed persistent attention and passion in carrying out this critical work. From establishing the station and directorates to organizing desks and scrubbing floors, every task was completed with precision and commitment.

The painstaking attention to detail and camaraderie demonstrated by Bonifactio CPS officers embody the ideals of professionalism, teamwork, and service excellence. It's extremely motivating to see such a coordinated approach to improving our city's safety and security. Together, we are creating a stronger, cleaner, and more resilient Bonifacio City Police Station and neighborhood.

With the completion of the CAP Phase 2 Station Immersion by the "Layag Diwa" Class of 2024, the Philippine National Police Academy (PNPA) recently celebrated an important milestone. The closing ceremony at Camp BGen Vicente P. Lim in Calamba City was graced by PBGEN ARNOLD P ARDIENTE, Dean of Academics at the Philippine National Police Academy, and PBGEN ALIGRE L MARTINEZ, Deputy Regional Director for Administration, in a moving event.

Cadets spend almost three weeks at their different city police stations, learning firsthand about the PNP's four functions. PCDT Jessie Ann Selvio delivered a class presentation and recounted the advice she received from seasoned officers, such as the COPs, who eagerly taught the cadets about leadership, just as we have experienced.

The day concluded with a symbolic boodle fight on the covered court, where cadets and officers had lunch together. This was more than just a lunch; it was a celebration of our close friendships and the precious memories we've created together. It was a powerful reminder of the long-lasting bonds we've formed and the incredible trip we've traveled as a team.

Tanauan City Police Station, led by PLTCOL APOLINARIO LUNAR JR., held the "Pulisteniks" program (also known as Police Calisthenics) to encourage officers to live a healthy lifestyle and stay physically active while on duty. On the last day of our station immersion at Tanauan City Police Station, we joined other police officers in the nearby area of Brgy. Poblacion for their routine morning exercise. This strategy encourages direct interactions between police officers and communities, making neighborhoods safer and reducing crime. It also encourages everyone to be active and care for their health, resulting in a stronger and healthier community in Tanauan City.

We were told to observe in the afternoon at the Tanauan City Police Custodial Facility. I discovered that custodial institutions support the PNP's adherence to legal mandates concerning the care of inmates. This entails respecting human rights norms, following the law, and offering needs like food, water, and shelter. We also learned from PCpl Remulla that detention centers are short-term holding locations where law enforcement can question and look into suspects. This makes the collection of data and proof for criminal prosecutions easier. In general, correctional facilities are necessary for maintaining public safety, safeguarding human rights, and preserving the rule of law. They are also crucial to the PNP's ability to operate.

We went to our designated parts of the Tanauan City Police Station after the daily accounting and briefing in the morning. I was tasked with observing how this section handles delicate cases by working at the Women and Children Protection Desk. The WCPD must keep a kid-friendly atmosphere so victims do not feel intimidated when voicing their complaints to the assigned officers, as was covered during our training with PMAJ MERIEL EDITHA M REYES on Victim Interviewing Techniques during the initial part of the CAP.

In order to guarantee the comfort, protection, and empowerment of children who have survived abuse or exploitation, it is essential to create a child-friendly environment within the Women and Children's Protection Desk (WCPD). The PNP has designated female police officers as "Aleng Pulis" because they work in an atmosphere that supports trauma-informed care methods, allowing them to develop rapport and offer young survivors appropriate and sensitive treatment while also fostering sensitivity. She described, with the assistance of PO2 Terrones, how a child-friendly approach recognizes and respects children's individual developmental requirements and communication styles by combining age-appropriate materials, activities, and communication strategies. She also said that it follows the law and moral principles, avoiding re-traumatization and reiterating society's dedication to defending the rights and dignity of all minors participating in the legal system.

We got ready for our fellowship with the Lakans who were available and assigned to the Provincial Office of Batangas in the afternoon. Our fellowship took place at the MMDC Farm Resort, which is situated in Batangas City's Barangay Bucal. Our relationship with the Lakans deepened the links of friendship, support, and shared experiences among us, the people that gather at the Philippine National Police Academy with similar values, origins, or interests. In order to create a strong community where cadets and Lakans can rely on one another, share victories, and overcome obstacles together, fellowship develops a sense of belonging, togetherness, and connection. Before we went our separate ways, PCOL SAMSON B. BELMONTE gave us advice, telling us that in order to succeed as police officers, we must always do the right thing at the right time, in the right place, in the right manner, and with the right intention. These motivational remarks inspired and encouraged us cadets to pursue our goal of becoming a man with a star one day.
