Ngayong araw, ating ginugunita ang ika-21 anibersaryo ng pagpanaw ng kinikilalang "𝐀𝐦𝐚 𝐧𝐠 𝐒𝐚𝐧𝐭𝐚 𝐑𝐨𝐬𝐚," dating 𝑴𝒂𝒚𝒐𝒓 𝑳𝒆𝒐𝒏 𝑪. 𝑨𝒓𝒄𝒊𝒍𝒍𝒂𝒔.

Higit pa sa pag-alala, ito ay pagkilala sa kanyang walang kapantay na ambag na nagpabago sa tadhana ng ating lungsod. Ang kanyang adhikain ay patuloy nating isasabuhay bilang inspirasyon sa pagpapatuloy ng ating pag-unlad.

Dalawampu’t isang taon man ang lumipas, patuloy pa rin ang alaala at legasiyang iniwan ni dating Mayor Leon C. Arcillas — ang kinikilalang “Ama ng Santa Rosa.”

Ngayong ika-21 anibersaryo ng kanyang pagpanaw, buong paggalang nating ginugunita ang kanyang buhay at walang kapantay na ambag sa ating lungsod.

Sa kanyang pamumuno, naging matatag ang pundasyon ng progresibo at maunlad na Santa Rosa na ating tinatamasa ngayon.

Hindi man siya kapiling sa kasalukuyan, mananatiling buhay ang kanyang pangalan at mga nasimulang adhikain sa puso ng bawat Pamilyang Santa Rosa.
