𝗟𝗢𝗢𝗞 𝗜 The Ilocos Sur Polytechnic State College (ISPSC) Sta. Maria Campus hosted an On-Campus Planning Session for the Formulation and Consolidation of the Fiscal Year (FY) Annual Plan of Action (APA) on September 21, 2026, bringing together key officials and offices to strengthen institutional planning and ensure coordinated implementation of priority programs and activities.

The planning session was attended by Dr. Mario P. Obrero, ISPSC President, alongside representatives from the Institutional Planning Office, Budget Office, Procurement Office, and PPMP Focal Persons. The Office of Physical Infrastructure Development also participated, together with various offices and centers involved in research, extension, and other institutional functions, highlighting the college-wide approach adopted in preparing and consolidating the FY APA.

Through the collaborative session, participating offices worked toward aligning their proposed programs, activities, projects, and resource requirements with the institution’s priorities and strategic directions. The activity underscored ISPSC’s commitment to evidence-based planning, responsible resource allocation, inter-office collaboration, and responsive institutional development, paving the way for a more coordinated and purposeful implementation of programs in the coming fiscal year.

𝗜𝗦𝗣𝗦𝗖–𝗦𝘁𝗮. 𝗠𝗮𝗿𝗶𝗮 𝗜𝗴𝗻𝗶𝘁𝗲𝘀 𝗮 𝗡𝗲𝘄 𝗖𝗵𝗮𝗽𝘁𝗲𝗿 𝗼𝗳 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗮𝘀 𝗕𝗮𝘀𝗶𝗰 𝗥𝗢𝗧𝗖 𝗖𝗬 𝟮𝟬𝟮𝟲–𝟮𝟬𝟮𝟳 𝗢𝗽𝗲𝗻𝘀

𝗡𝗘𝗪𝗦 𝗜 The Ilocos Sur Polytechnic State College (ISPSC)–Sta. Maria Campus ushered in a new chapter of discipline, leadership, and service as it officially opened the Basic Reserve Officers’ Training Corps (ROTC) for Calendar Year 2026–2027 during an Opening Ceremony held on September 19, 2026, at the ISPSC Gymnasium, Sta. Maria, Ilocos Sur. The ceremony highlighted ROTC as a venue for transforming students’ commitment into purposeful leadership, strengthening their discipline, patriotism, and dedication to public service.

Adding significance to the occasion, Dr. Mario P. Obrero, SUC President III of ISPSC, served as the Guest of Honor and Speaker, addressing the cadets as they embarked on another year of military-oriented training and leadership formation. The ceremony formally presented the NSTP-ROTC students, accepted, and declared the participating cadets, and introduced the Government Organization and Honorary Students (GOHAS). These activities created a solemn yet inspiring atmosphere as the cadets began their journey toward responsible citizenship and service.

Joining the opening ceremony were key NSTP and ROTC officials, including Dr. Benny B. Derige, NSTP Director; Maj. Alejandro Delos Santos (RES), Commandant; Maj. Renato M. Magluyan (RES), Director; and Richard Dela Cruz, NSTP Coordinator of the Sta. Maria Campus, and Mr. Wilfredo Tabangin, NSTP Coordinator of Santiago Campus, alongside college officials and participating cadets. More than the formal opening of a training year, the gathering set the stage for a transformative journey in which commitment would be forged into leadership, discipline would be strengthened through service, and young cadets would be prepared to contribute meaningfully to nation-building.

𝗡𝗘𝗪𝗦 𝗜 ISPSC Sta. Maria Campus (September 17, 2026) - The Philippine Red Cross–Ilocos Sur Chapter, headed by Dr. Veronica T. Tactay, RMT, spearheaded a blood-donating program at the Ilocos Sur Polytechnic State College (ISPSC)–Sta. Maria Campus, bringing together members of the academe and the community in a collective effort to help save lives through voluntary blood donation. The activity was hosted by the campus under the leadership of Dr. Jeanno M. Manzano, Campus Director, with the supervision of Dr. Khristine Lou Racca, Head of the ISPSC Health Unit. The initiative highlighted the importance of maintaining an adequate and accessible blood supply for patients who may require transfusion during emergencies, medical procedures, and other critical situations.

Strengthening the initiative was the collaboration among the Local Youth Development Office (LYDO) headed by Mr. Jomar Caberto, the Local Government Unit (LGU) of Sta. Maria, Ilocos Sur led by Hon. Mayor Michael Florendo, the Southern Ilocos Sur Medical Society, and the Philippine Red Cross–Ilocos Sur Chapter, assisted by the Future Farmers of the Philippine Collegiate Chapter (FFPCC) and the Development Communication Society (DCS) of the campus. The partnership demonstrated how government institutions, health organizations, youth groups, and educational institutions can work together to promote a culture of volunteerism and community service. Through the bloodletting drive, participating donors transformed their willingness to help into a concrete contribution that could provide a vital lifeline to individuals in need.

Adding depth to the health advocacy component of the program, Dr. Mila P. Guerero, Head of the Judge Celestino Guerero Memorial Hospital, delivered a lecture highlighting the significance of blood donation and its role in community health. The lecture complemented the actual bloodletting activity by increasing awareness among participants about the value of becoming regular and responsible blood donors. More than a health activity, the program served as a reminder that a single act of generosity can have far-reaching implications, reinforcing the message that every blood donation can become a chance for another person to live.

𝗡𝗘𝗪𝗦 𝗜 STA. MARIA, Ilocos Sur — September 15, 2026 — The College of Business Management and Entrepreneurship (CBME) of the Ilocos Sur Polytechnic State College (ISPSC)–Sta. Maria Campus pioneered the celebration of Tourism Month 2026 through a culturally grounded “Baston”–making activity held at the Innovation Center of the campus. Anchored on the theme, “Digital Agenda and Artificial Intelligence to Redesign Tourism,” the activity brought together students, faculty members, tourism stakeholders, Indigenous instructors, guests, and participants in an initiative that integrated cultural heritage, traditional craftsmanship, entrepreneurship, and emerging digital technologies. As the pioneer department in organizing the activity, CBME underscored its commitment to advancing tourism education and innovation while strengthening appreciation for the cultural resources of Ilocos Sur.

The program featured a series of activities that enriched the participants’ understanding of tourism and demonstrated the potential of integrating traditional knowledge with contemporary approaches to tourism development. Jingkyd D. Cabacungan, MSHRM, HMSA Adviser, delivered the opening remarks, while Mr. Michael Escobar, Tourism Officer of the Local Government Unit of Sta. Maria, shared an inspirational message that emphasized the significance of tourism in promoting local culture and community development. Dr. Hazel V. Berras, GAD Coordinator of the Sta. Maria Campus, introduced the resource speaker and trainer, Mr. Edgar C. Diga, Gawad Manlilikha Awardee, who facilitated the seminar and workshop. His participation highlighted the value of indigenous craftsmanship and traditional skills as important components of cultural tourism and sustainable community-based development.

A significant component of the celebration was the guided practical session on “Baston” making, which provided participants with an experiential opportunity to engage with traditional craftsmanship. The awarding of certificates to the College Dean, Indigenous Instructors, guests, and participants further recognized their contribution to the successful conduct of the activity. More than a Tourism Month celebration, the CBME-led initiative demonstrated how heritage and innovation could converge in reshaping the future of tourism. By placing traditional craftsmanship at the center of a discussion on artificial intelligence and digital transformation, CBME–ISPSC Sta. Maria highlighted the importance of using emerging technologies not to displace cultural traditions, but to enhance their visibility, accessibility, market potential, and relevance to contemporary tourism.

𝗠𝗮𝗻𝘇𝗮𝗻𝗼, 𝗖𝗮𝗺𝗽𝘂𝘀 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿, welcomed thousands of campus journalists and school paper advisers as it served as one of the official venues for the 𝗗𝗶𝘃𝗶𝘀𝗶𝗼𝗻 𝗦𝗰𝗵𝗼𝗼𝗹𝘀 𝗣𝗿𝗲𝘀𝘀 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲 (𝗗𝗦𝗣𝗖) 𝟮𝟬𝟮𝟲. 𝗔𝗿𝗼𝘂𝗻𝗱 𝟯,𝟮𝟬𝟬 𝗰𝗮𝗺𝗽𝘂𝘀 𝗷𝗼𝘂𝗿𝗻𝗮𝗹𝗶𝘀𝘁𝘀 𝗮𝗻𝗱 𝘀𝗰𝗵𝗼𝗼𝗹 𝗽𝗮𝗽𝗲𝗿 𝗮𝗱𝘃𝗶𝘀𝗲𝗿𝘀 𝗿𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗶𝗻𝗴 𝟮𝟴 𝗱𝗶𝘀𝘁𝗿𝗶𝗰𝘁𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗦𝗰𝗵𝗼𝗼𝗹𝘀 𝗗𝗶𝘃𝗶𝘀𝗶𝗼𝗻 𝗼𝗳 𝗜𝗹𝗼𝗰𝗼𝘀 𝗦𝘂𝗿 converged at the campus, transforming the institution into a vibrant hub of youthful journalism, creativity, and competition.

The 𝘁𝘄𝗼-𝗱𝗮𝘆 𝗷𝗼𝘂𝗿𝗻𝗮𝗹𝗶𝘀𝘁𝗶𝗰 𝗰𝗼𝗺𝗽𝗲𝘁𝗶𝘁𝗶𝗼𝗻, held on 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟭𝟯–𝟭𝟰, 𝟮𝟬𝟮𝟲, featured various events designed to test the participants’ skills in print, radio, television, and digital journalism. On September 13, the 𝗖𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝘃𝗲 𝗗𝗲𝘀𝗸𝘁𝗼𝗽 𝗣𝘂𝗯𝗹𝗶𝘀𝗵𝗶𝗻𝗴 competition was held at the 𝗜𝗦𝗣𝗦𝗖 𝗖𝗼𝘃𝗲𝗿𝗲𝗱 𝗖𝗼𝘂𝗿𝘁, while 𝗥𝗮𝗱𝗶𝗼 𝗦𝗰𝗿𝗶𝗽𝘁 𝗪𝗿𝗶𝘁𝗶𝗻𝗴 𝗮𝗻𝗱 𝗕𝗿𝗼𝗮𝗱𝗰𝗮𝘀𝘁𝗶𝗻𝗴 took place at the 𝗜𝗦𝗣𝗦𝗖 𝗥𝗮𝗱𝘆𝗼 𝗞𝗮𝗶𝗹𝘆𝗮𝗻 𝗦𝘁𝗮𝘁𝗶𝗼𝗻. The campus provided spaces and facilities that enabled the young journalists to demonstrate their teamwork, writing prowess, technical skills, and ability to deliver compelling stories across different media platforms.

The competition continued on 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟭𝟰 with 𝗧𝗩 𝗦𝗰𝗿𝗶𝗽𝘁𝘄𝗿𝗶𝘁𝗶𝗻𝗴 𝗮𝗻𝗱 𝗕𝗿𝗼𝗮𝗱𝗰𝗮𝘀𝘁𝗶𝗻𝗴 at the 𝗜𝗦𝗣𝗦𝗖 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻 𝗖𝗲𝗻𝘁𝗲𝗿 and 𝗢𝗻𝗹𝗶𝗻𝗲 𝗣𝘂𝗯𝗹𝗶𝘀𝗵𝗶𝗻𝗴 at the 𝗜𝗦𝗣𝗦𝗖 𝗖𝗖𝗦 𝗖𝗼𝗺𝗽𝘂𝘁𝗲𝗿 𝗟𝗮𝗯𝗼𝗿𝗮𝘁𝗼𝗿𝘆. Beyond hosting the competitions, ISPSC Sta. Maria Campus underscored its commitment to supporting quality education and youth development by providing a conducive environment where aspiring journalists could sharpen their craft and showcase their talents. With thousands of delegates filling its facilities, the campus stood as a dynamic center of journalistic excellence, collaboration, and responsible youth expression throughout DSPC 2026.

𝗡𝗘𝗪𝗦 | ISPSC completes virtual AACCUP survey, advances continuing quality assurance efforts

The Ilocos Sur Polytechnic State College (ISPSC) completed its virtual accreditation survey visit conducted by the Accrediting Agency of Chartered Colleges and Universities in the Philippines, Inc. (AACCUP), covering selected academic programs across six campuses from September 7 to 11, 2026.

The five-day virtual survey brought together AACCUP accreditors and ISPSC administrators, faculty members, staff, and concerned offices through online platforms for the assessment of the participating programs.

The virtual accreditation survey was conducted by a team of AACCUP accreditors led by Prof. Mark Bency M. Elpedes, Team Leader for the Bachelor of Science in Midwifery; Dr. Gail G. Gumilet, Team Leader for the Bachelor of Culture and Arts Education; Prof. Marian G. Arada, Team Leader for the Bachelor of Science in Information Technology; Dr. Hazel D. Samal, Accreditor Team Leader for the Bachelor of Secondary Education; Dr. Mignonette B. Tungcul, Team Leader for the Bachelor of Science in Information Technology; Dr. Rhea A. Quileza, Team Leader for the Bachelor of Secondary Education with majors in Filipino and Social Studies; Prof. Maricel R. Mojica, Team Leader for the Bachelor of Technology and Livelihood Education; Dr. Giovanni C. Morales, Team Leader for the Bachelor of Physical Education; Dr. Raquel O. Abyado, Team Leader for the Bachelor of Secondary Education major in Filipino; and Dr. Cherry Love B. Montales, Team Leader for the Bachelor of Secondary Education major in Social Studies.

They were joined by AACCUP member accreditors Prof. Cheryline D. Llama, Dr. Israeli S. Caminos, Prof. Rachiel R. Rivano, Dr. Ginalyn B. Panghula, Prof. Bobby DG. Lopez, Prof. Grace Joy A. Cipriano, Dr. Guillermo M. Sadomia, Dr. Jederich F. Balauag, and Dr. Alma Bangayan-Manera, who were assigned to the participating academic programs.

Serving as overall coordinators and accreditors for the virtual survey were Dr. Marlon R. Pereña, who oversaw the Main, Cervantes, and Candon Campuses, and Dr. Ma. Lady S. A. Suazo, who oversaw the Sta. Maria, Narvacan, and Tagudin Campuses.

The accreditation survey covered various academic programs across the College’s campuses. At the Main Campus, the programs assessed included the Bachelor of Science in Midwifery, which garnered Level II Accreditation, and the Bachelor of Culture and Arts Education, which underwent Level I Accreditation. At the Cervantes Campus, the survey covered the Bachelor of Science in Information Technology and the Bachelor of Secondary Education (BSEd) majors in English and Science, both for Level I Accreditation. Meanwhile, the Bachelor of Science in Information Technology at the Candon Campus underwent a preliminary survey visit.

At the Sta. Maria Campus, the Bachelor of Secondary Education majors in Filipino and Social Studies underwent Level I Accreditation. The Narvacan Campus was assessed for its Bachelor of Technology and Livelihood Education and Bachelor of Physical Education programs, both for Level I Accreditation. Meanwhile, at the Tagudin Campus, the Bachelor of Secondary Education majors in Filipino and Social Studies underwent Level I Accreditation.

Throughout the virtual survey, program representatives presented relevant documents, practices, accomplishments, and other evidence in response to the accreditation standards. Concerned offices and personnel also participated in the various activities and provided the necessary support and documentation for the assessment.

The completion of the virtual accreditation survey reflects the continued participation of ISPSC's academic programs and support units in the College's quality assurance initiatives. It also provides an opportunity for the participating programs to receive professional feedback that can guide further improvements in instruction, governance, resources, and other areas of program delivery.

ISPSC President Dr. Mario P. Obrero expressed his appreciation to the AACCUP accreditors and to the administrators, faculty, staff, and other members of the College community who contributed to the successful conduct of the virtual survey visit.

The College remains steadfast in its pursuit of quality assurance and continuous improvement as it continues to deliver responsive and relevant higher education across its campuses. Through these initiatives, ISPSC continues to strengthen its academic programs and institutional practices, further advancing its commitment to excellence and supporting its transition toward universityhood.
