OUR MANDATE
The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters. The present-day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency. The Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs, and projects in the areas of formal and non-formal basic education. It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private; and provides for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development.

Sa Memorandum Circular No. 131 na nilagdaan ni Executive Secretary Ralph G. Recto, ipinag-utos ng Malacaรฑang ang pagpapatupad ng naaangkop na alternative work arrangements sa mga tanggapan ng pamahalaan at alternative learning modes at learning continuity measures sa mga pampubliko at pribadong paaralan bukas, Agosto 20, bilang paghahanda sa inaasahang patuloy na malakas na pag-ulan dulot ng habagat.

Ang hakbang ay alinsunod sa rekomendasyon ng National Disaster Risk Reduction and Management Council (NDRRMC) at dahil sa banta ng localized flooding at mga panganib sa paglalakbay dulot ng patuloy na pag-ulan.

Ipatutupad ang alternative work arrangements at alternative learning modes sa mga sumusunod na lugar:

* Benguet
* Ilocos Norte
* Ilocos Sur
* La Union
* Pangasinan
* Bataan
* Bulacan
* Nueva Ecija
* Pampanga
* Tarlac
* Zambales
* Batangas
* Cavite
* Laguna
* Rizal
* Occidental Mindoro

Hindi sakop ng alternative work arrangements ang mga ahensyang may kinalaman sa pagbibigay ng basic at health services, paghahanda at pagtugon sa mga sakuna at kalamidad

Ang mga Contract of Service (COS) at Job Order (JO) workers na ilalagay sa alternative work arrangements ay patuloy na tatanggap ng kaukulang sahod o bayad, alinsunod sa umiiral na mga patakaran at regulasyon.

Ipinauubaya ng Malacanang sa mga Local Chief Executives ang kapangyarihang mag-pasiya kung kinakailangang suspendihin ang pasok sa mga lugar na kanilang nasasakupan na hindi napabilang sa memorandum circular.

Nasa diskresyon naman ng pamunuan ng pribadong sektor ang pagdeklara ng suspensyon sa trabaho.

Ito ay alinsunod sa Republic Act No. 9256 (declaring August 21 of every year as Ninoy Aquino Day, a special non-working holiday nationwide) at sa ilalim ng Proclamation No. 90, s. 2022.

Pursuant to Memorandum Circular No. 129, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on August 19, 2026:

๐Ÿ“ Pangasinan
๐Ÿ“ Bataan

๐Ÿ“ Nueva Ecija
๐Ÿ“ Pampanga
๐Ÿ“ Tarlac
๐Ÿ“ Zambales
๐Ÿ“ Batangas
๐Ÿ“ Cavite
๐Ÿ“ Laguna
๐Ÿ“ Rizal
๐Ÿ“ Occidental Mindoro
๐Ÿ“ Oriental Mindoro

Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes and learning continuity measures at all levels in public and private schools shall be implemented in the aforementioned areas.

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.
