From Community Diagnosis to Community Action

The Bulacan State University College of Medicine proudly recognizes our Batch 2028 third-year medical students as they begin the implementation phase of their Community-Oriented Primary Care (COPC) projects in their assigned areas in Barangay San Roque, San Rafael, Bulacan.

This marks an important milestone in their long-term community medicine journey. During their first year, the students conducted community diagnoses to identify priority health needs. In their second year, they developed community-oriented interventions based on their findings. Now in their third year, the four groups are returning to their assigned communities to initiate and implement the programs they have carefully developed.

Featured in this activity is Group 1, which has begun identifying potential participants for its six-month intervention, “Barangay Heart Watch Kit: Empowering Community Hypertension Control,” in Purok 6A and 6B. The program aims to strengthen hypertension detection and control by equipping community members with the knowledge and skills needed for proper blood pressure measurement using a manual sphygmomanometer, regular monitoring, medication adherence, and healthier dietary practices. Selected participants will also receive Heart Watch Kits for home use, with continuing guidance from the students, faculty mentors, and Barangay Health Workers.

The initiatives of the three other groups will likewise be highlighted as they begin implementing their respective COPC programs in the community.

At BulSU College of Medicine, learning goes beyond classroom discussions and the pages of textbooks. It also happens on the ground through listening to communities, understanding their lived realities, working alongside local health partners, and transforming knowledge into meaningful action. Through COPC, we aim to help our students develop the compassion, responsiveness, and social responsibility essential to becoming physicians who remain connected to the communities they serve.

We commend Batch 2028 as they begin this meaningful phase of their COPC journey and look forward to the partnerships and positive community impact that will emerge from the initiatives of all four groups.

We also extend our sincere appreciation to the officials, Barangay Health Workers, and residents of Barangay San Roque for welcoming our students and partnering with the College in advancing community health.

Hospital–Patient Exposure (Warding) Program | Day 1

The Group A Year Level III Medical Students of the Bulacan State University College of Medicine successfully completed their Day 1 Hospital–Patient Exposure (Warding) Program as part of their Internal Medicine II course at Bulacan Medical Center (BMC), Malolos City, Bulacan.

Under the dedicated supervision of Dr. Armin D. Perpuse and Dr. Mary Joy Angelyn Salazar, our students had the opportunity to bridge classroom learning with real-world clinical practice through patient interactions, bedside discussions, and guided clinical exposure. This invaluable experience marks another important step in their journey toward becoming compassionate, competent, and patient-centered physicians.

We extend our heartfelt gratitude to the entire Bulacan Medical Center family for their warm welcome, unwavering support, and generous assistance in making this learning experience meaningful and enriching. Our special appreciation goes to Dr. Roberto Jose Bolinas Jr., Senior Consultant and Pioneer of the BMC Internal Medicine Department, for his inspiring message that encouraged our future physicians to pursue excellence, uphold professionalism, and remain committed to compassionate patient care, and to all the staffs lead by Chief Resident Dr. Raymond Bueno from the BMC Internal Medicine Department.

Advancing Medical Education through Innovation and Technology

Dr. Ryan Josef Tuazon and other part-time faculty members guide first-year medical students in the study of human anatomy using a plastinated cadaver, the Anatomage virtual dissection table, and various anatomical models. These advanced teaching resources provide students with an immersive, accurate, and hands-on learning experience that strengthens their understanding of the human body and prepares them for future clinical practice.

The plastinated cadaver was acquired through the ₱40-million fund provided by the Commission on Higher Education, reflecting CHED’s strong support for the development of medical education in state universities. At Bulacan State University College of Medicine, we ensure that students are given meaningful access to these valuable and highly specialized resources despite their considerable cost because we believe that quality medical education requires both excellent faculty and modern learning technologies.

The College is supported by two laboratory technicians and one laboratory aide who assist professors and students during laboratory sessions while ensuring the proper use, maintenance, security, and preservation of the equipment and anatomical models.

At BulSU, we continue to move forward—embracing innovation, investing in advanced educational resources, and providing future physicians with transformative learning experiences that meet the evolving demands of modern medical education.

Advancing Medical Education Through Modern Technology!

The Bulacan State University College of Medicine has begun utilizing its newly acquired Physiology Teaching System, with the instructional demonstration and hands-on application led by Dr. John Kenneth Ramos.

The use of this equipment demonstrates the importance and effective utilization of the resources procured through the ₱40-million CHED fund provided to support medical colleges in state universities. Through upgraded laboratory facilities and modern teaching technologies, medical students are given opportunities to strengthen their understanding of physiological concepts through practical, interactive, and outcomes-based learning experiences.

This investment reflects the shared commitment of CHED and Bulacan State University to improving the quality of medical education and producing competent, compassionate, and socially responsive physicians. It is especially significant in preparing Medical Scholarship and Return Service scholars who will eventually serve communities in geographically isolated, disadvantaged, and underserved areas of the country.

Strengthening Clinical Training Partnerships!

Dr. Armin Perpuse and Dr. Mary Joy Banania-Salazar of the Bulacan State University College of Medicine paid a courtesy call on Dr. Lito Trinidad, Chief of Hospital of the Bulacan Medical Center, and Dr. Ana Lea Lava, Chairman of Internal Medicine Department, to discuss preparations for the clinical exposure of our third-year medical students.

The meeting focused on the proposed schedules, faculty roles and responsibilities, learning framework, intended learning outcomes, and the coordination needed to ensure a meaningful, structured, and outcomes-based clinical learning experience. The students will report to the Bulacan Medical Center on designated dates coordinated with the BMC Department of Medicine.

Similar coordination meetings with the other clinical departments are expected to follow as the College continues to strengthen its partnership with BMC and prepare its students for supervised, patient-centered clinical training.

The Bulacan State University College of Medicine participated in the one-day Finance Division Policy Briefing and PPMP Preparation Refresher for Fiscal Year 2027 held on July 15, 2026, at Valencia Hall, BulSU Main Campus.

Representing the College were Dr. Noelyn O. Bernal, Dean; Ms. Maricel Capote, Laboratory Technician; and Ms. Rizielle Rodriguez, Campus Finance Officer. The activity provided important updates on University financial policies, budgeting, accounting, procurement procedures, and the accurate and strategic preparation of the Project Procurement Management Plan for Fiscal Year 2027.

The College remains committed to sound financial management, policy compliance, transparency, and the timely preparation of its procurement plans in support of quality medical education and institutional development.

Bulacan State University Strengthens International Collaboration in Medical Artificial Intelligence

Bulacan State University formally signed a Memorandum of Understanding (MOU) with Polaris Consulting Group LLC and MDAI on 09 July 2026 at the 5th Floor, E-Library, BulSU Main Campus.

The MOU establishes a framework for future collaboration in Medical Artificial Intelligence, research, technology transfer, faculty development, innovation, and internationalization. The partnership reflects BulSU's commitment to fostering meaningful global collaborations that promote research innovation, and responsible healthcare advancements.

Present during the signing ceremony were University President Dr. Teody C. San Andres, Vice President for Academic Affairs Dr. Warlito M. Galita, Chancellor for External Campuses Dr. Elmira Thrina C. Pelayo, University officials, faculty members of the College of Medicine, and representatives from Polaris Consulting Group LLC and MDAI, led by Mr. Patrick John, Chairman and Chief Executive Officer of Polaris Consulting Group LLC.

While the MOU serves as a general framework for cooperation, specific collaborative projects shall be undertaken through separate implementing agreements, ensuring compliance with University policies, ethical standards, and applicable laws.
