The Early Childhood Care and Development (ECCD) Council extends its heartfelt gratitude to everyone who played a vital role in the passage of Republic Act No. 12199, also known as the ECCD System Act. Signed into law by President Ferdinand "Bongbong" Marcos Jr., this landmark legislation represents a significant step forward in strengthening the nationโs early childhood care and development system.
We applaud the unwavering commitment of the lawโs principal authorsโSenator Sherwin Gatchalian and Representative Roman Romulo, Co-Chairpersons of the Second Congressional Commission on Education (EDCOM 2); TESDA Director General Jose Francisco Benitez, former Representative and EDCOM 2 Commissioner; and Secretary of Education Sonny Angara, former Senator and EDCOM 2 Commissioner. Their vision, persistence, and collaborative leadership were key to advancing this transformative reform.
We acknowledge the meaningful contributions of EDCOM 2 Commissioners Senator Joel Villanueva, Senator Loren Legarda, and Co-Chair Representative Mark Go, and give special recognition to Executive Director Karol Mark Yee for his steadfast leadership and dedication, which were instrumental in bringing this milestone to reality.
Republic Act No. 12199 introduces a comprehensive set of reforms aimed at improving early childhood education across the country. Among its major provisions are the standardization of salary grades for Child Development Teachers and Workers; the establishment of ECCD Offices in every province, city, and municipality; the realignment of the ECCD Council under the Department of the Interior and Local Government (DILG); the integration of ECCD indicators into the Seal of Good Local Governance (SGLG); and the introduction of incentives to encourage private sector involvement.
This law embodies a shared national commitment to giving Filipino children a strong startโlaying the foundation for lifelong learning, holistic development, and a brighter future for the next generation.
