CLARK, PAMPANGA โ€” School Heads serving as Heads of Procuring Entities (HoPE), Administrative Officers, and BAC Secretariat personnel from San Manuel District successfully completed the three-day Division Training on the New Government Procurement Act (Republic Act No. 12009) held from May 27 to 29, 2026, at Royce Hotel in Clark, Pampanga. The training was initiated by the Schools Division Office of Pangasinan II in partnership with the Department of Budget and Management (DBM).

The training equipped participants with updated knowledge and practical skills on the provisions of RA 12009, a landmark legislation that seeks to modernize government procurement by making it more transparent, efficient, accountable, and responsive to the needs of public service. Through various learning sessions and workshops, participants gained a deeper understanding of procurement planning, compliance requirements, and their critical roles in managing public funds responsibly.

As Brigada Eskwela 2026 officially begins and the opening of School Year 2026โ€“2027 approaches, the training has strengthened the readiness of San Manuel Districtโ€™s school leaders and support personnel to effectively carry out procurement processes and financial management responsibilities in their respective schools. More importantly, it reinforces the commitment of every participant to uphold integrity, accountability, and good governance in the delivery of quality education.

The activity also underscored the importance of collaboration and partnership in achieving educational goals. During her message, Schools Division Superintendent (SDS) Dr. Vivian Luz S. Pagatpatan recognized the strong and enduring partnership between the Local Government Unit of San Manuel and the Department of Education. She emphasized that such collaboration continues to contribute significantly to the success of programs and initiatives that benefit both schools and learners.

The participants extend their heartfelt gratitude to Mayor Kenneth Marco S. Perez and Vice Mayor Alain Jerico S. Perez for their generous support through the provision of free hotel accommodation at Royce Hotel for the entire duration of the training. This gesture reflects the local governmentโ€™s steadfast commitment to supporting educators, strengthening institutional capacity, and investing in initiatives that promote effective and accountable public service.

Special appreciation is likewise extended to Public Schools District Supervisor (PSDS) Dr. Leilani U Malicdem for her guidance and unwavering support, as well as to Dr. Roberto P. Sol, Principal IV of Flores Integrated School, for his initiative and coordination efforts with the LGU of San Manuel, which greatly contributed to the success of the activity.

Armed with enhanced competencies and a renewed sense of responsibility, the School Heads, Administrative Officers, and BAC Secretariat of San Manuel District are now better prepared to fulfill their duties as financial managers and procurement practitioners. As they return to their respective schools, they carry with them not only updated knowledge of the New Government Procurement Act but also a strengthened commitment to ensuring that every peso entrusted to education is managed with transparency, efficiency, and accountability for the benefit of every learner.

Through continuous professional development and strong stakeholder partnerships, San Manuel District remains committed to advancing educational excellence, good governance, and quality public service.

In line with its commitment to ensure the efficient delivery of basic education services and monitor the implementation of various programs, projects, and activities (PPAs), the Schools Division Office of Pangasinan II conducted the 1st Division Quarterly Program Implementation Review (PIR) on May 18, 2026, at the Villasis Auditorium, Villasis, Pangasinan. The activity gathered division officials, school heads, and program owners to evaluate accomplishments, address concerns, and strengthen the attainment of key performance indicators across the division.

During the activity, San Manuel District, under the leadership of Public Schools District Supervisor (PSDS) Dr. Leilani U Malicdem, received recognitions for efficiency, accountability, timely compliance, and early submission of payroll worksheets and SF 7 for the months of January and March 2026. The awards reflected the districtโ€™s commitment to quality service, accurate reporting, and prompt compliance with division requirements.

San Manuel District Elementary and Secondary schools were likewise recognized for maintaining updated financial reports, highlighting the dedication of school heads and personnel in promoting transparency and proper financial management. For Implementing Units (IUs), Mataas na Paaralang Juan C. Laya was recognized for Quarters 1 to 4 of FY 2025 and Quarter 1 of FY 2026. In the secondary non-IU category, Flores Integrated School, Sto. Domingo National High School, and San Juan National High School also received recognition. Meanwhile, for the elementary level, the awardees were Arzadon ES, Bobon ES, Cabacaraan ES, Laclac Chayao ES, San Antonio ES, San Bonifacio ES, San Roque IS, San Vicente East ES, Silsilay ES, and Tacnien ES.

One of the highlights of the event was the awarding for the Search for Best Structured Kindergarten Classroom and Outstanding Kindergarten Teacher. Mrs. Estrelita Brabante of Cabaritan ES placed 11th in the Best Structured Kindergarten Classroom category, while Ms. Nova P. Escobar of San Antonio ES ranked 10th in the Search for Outstanding Kindergarten Teacher, earning them spots in the pool of finalists. Joining them during the awarding were their school heads, Mrs. Luzel B. Ramos and Mrs. Rosalie A. Ferrer, who also serves as the district coordinator, together with PSDS Dr. Malicdem.

Other significant recognitions were also awarded to San Antonio Elementary School for being the Divisionโ€™s 2nd Best OH GULAY Implementer in the elementary level. Meanwhile, the Values Education Department of Mataas na Paaralang Juan C. Laya, under the leadership of Maria Elena Estefania Rodillas, Head Teacher III, emerged victorious in the Regional Search for DokyuPagpapahalaga Contest after garnering 1st and 2nd place awards in various themes in both the Junior High School and Senior High School categories.

The recognitions received by San Manuel District reflected the dedication, teamwork, and shared commitment of its schools and personnel in promoting excellence, accountability, and quality education.

May 15, 2025 โ€” Pursuant to the commitment of the Schools Division Office (SDO) of Pangasinan II to uphold accuracy, accountability, and quality assurance in school records management, the San Manuel District conducted the Division Checking of School Forms for School Year 2025โ€“2026 through the Division Sub-Committee under the supervision of Public Schools District Supervisor (PSDS) Dr. Leilani U Malicdem. The activity was implemented in accordance with Division Memorandum No. 149, s. 2026, to validate the accuracy, consistency, and completeness of learnersโ€™ records.

For the elementary level, the activity was held at Juan C. Laya Central School SPED Center, while the Junior High School and Senior High School levels were conducted at Mataas na Paaralang Juan C. Laya. School heads, class advisers, Learner Information System (LIS) coordinators, and designated school personnel actively participated in the thorough review and validation of school forms and supporting documents.

The successful conduct of the activity underscored the strong collaboration among schools and personnel in ensuring transparency, integrity, and accountability in the management of official school records.

Candon City, Ilocos Sur โ€” San Manuel educators joined thousands of school leaders across Region I in the DepEd Orientation on key educational reforms, including the strengthened SHS curriculum, three-term academic calendar, and flexible learning programs.

This meaningful participation was made possible through the generous support of Municipal Mayor Kenneth Marco S. Perez and Vice Mayor Alain Jerico S. Perez, who provided free transportation assistance to the participants.
