Sta. Ines, San Luis, Agusan del Sur — September 24, 2025 — On the third day of the 5-day Child Protection Committee Capacity Building, Police Master Sergeant Rinalyn R. Batul of the PNP shared her knowledge on the legal foundations that safeguard children. She discussed Section 13, Article I of the Philippine Constitution on due process and rights of the accused, and emphasized the importance of knowing key laws such as Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006, RA 7610 or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act, and its amendment RA 7658. She also explained RA 8353 or the Anti-Rape Law of 1997 and RA 11313 or the Safe Spaces Act, highlighting their role in protecting children and youth in schools and communities. PMSg Batul urged participants to be sensitive, vigilant, and proactive in applying these laws, stressing that teachers, parents, and stakeholders must work together in building a safe and respectful environment for every child.

Pupil Leaders Join Child Protection Capacity Building, Stress Anti-Bullying Awareness
Sta. Ines, San Luis, Agusan del Sur – September 22, 2025 — Pupil leaders representing the Pupils Government of Sta. Ines Elementary School took part in a 5-day Child Protection Committee Capacity Building held on September 22–26, 2025, highlighting the active role of learners in discussions on school safety and anti-bullying policies.
They joined the LGU of Barangay Sta. Ines, parents, and teachers in learning about the importance of child protection and the role of the school community in building safe spaces for learners.
The resource speaker was Mr. Alvin Jay D. Labella, RN, MD, Municipal Health Officer of the San Luis Primary Care Facility under LGU San Luis. He is also a Resident Physician (moonlighter) at Bayugan City Doctors Hospital and currently serves as School Physician at Saint Francis Xavier College in San Francisco, Agusan del Sur.
Dr. Labella’s main discussion centered on “The Role of Teachers in Managing Bullying among School-Aged Children.” He emphasized the crucial responsibility of teachers as first responders in schools when signs of bullying arise.
“There should be kindness every where,” he said, pointing out the need for a culture of respect and safety not only for teachers and learners but also for stakeholders.
He also shared his personal experiences as a learner. “Mga isog kaayo ako mga teacher sa una but I am thankful because it made me of what I am now,” Dr. Labella said. He added, “My parents are also teachers.”
In his lecture, he stressed inclusivity and early intervention. “As early as school age we must intervene. If this will not be address this problem will cause to serious crimes,” he said, highlighting the long-term effects of unchecked bullying.
He discussed early identification of bullying, citing physical, verbal, and social cues as important warning signs. “I asked the teachers to be sensitive to identify this behaviour of the learners,” Dr. Labella said.
On handling disclosures, he noted, “Sometimes the student will disclosed to those whome they are not closed, so teachers should be sensitive and coordinate to the guidance councilor or coordinator.”
Dr. Labella also stressed fairness and compassion in addressing cases. “We are enclusive we do not discremenate even to the perpetrator or bully,” he said. He added, “Build the trust and confidentiality to the victims,” pointing out that children are more likely to speak out in a safe environment. He further emphasized, “We have to avoid the confrontation between the victim and the bully, it should be separate.”
The school head, Mr. Mansueto M. Sendrijas Jr., also responded to the speaker’s query regarding school protocols. He assured that “there is already a Child Protection Committee that will handle such cases.”
The discussion also revisited the legal basis of child protection and anti-bullying efforts, citing Republic Act 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act), Republic Act 9264 (Anti-Violence Against Women and Their Children Act of 2004), and DepEd Order No. 40, s. 2012 (Child Protection Policy).
Bullying Awareness in Schools
Bullying remains a pressing issue in Philippine schools, affecting children’s academic performance, mental health, and overall well-being. Teachers play a pivotal role in preventing and addressing bullying through vigilance, empathy, and immediate intervention. Building safe spaces in classrooms, fostering open communication, and coordinating with guidance personnel and parents are proven strategies in ensuring that learners feel protected and valued.
The 5-day capacity building will continue until September 26, with upcoming discussions to be led by representatives from the Philippine National Police (PNP) and the Department of Social Welfare and Development (DSWD), who will provide further insights on law enforcement, community safety, and child welfare.
