The Provincial Government of Abra informs the public of the salient provisions of DepEd Order No. 014, s. 2026, which provides guidelines on learning continuity during emergencies and disasters.

The policy emphasizes that while education remains important, the safety, health, and well-being of learners, teachers, and school personnel must always come first.

Under the 4H Learning Continuity Framework, the appropriate response depends on the actual situation and level of risk:

HAYO (Continue) – Regular learning may continue when conditions are safe.

HINAY (Ease In) – Learning is adjusted and made more flexible in response to emerging challenges.

HINGA (Check-in) – Academic requirements are significantly reduced, with greater focus on well-being, psychosocial support, and recovery.

HINTO (Stop) – Academic activities are temporarily stopped when conditions are unsafe, allowing learners and families to prioritize safety, survival, relief, and other immediate needs.

The public is also reminded that the suspension of face-to-face classes does not automatically mean the same response applies in every emergency situation. Decisions on learning continuity must take into account the actual conditions on the ground, including heavy rainfall, flooding, road accessibility, power and communication interruptions, displacement, and other threats to public safety.

Learning must continue whenever it is safe and feasible; but no learner, teacher, or family should be placed at risk or burdened with academic requirements during severe emergencies.

The Provincial Government of Abra, in coordination with the Department of Education and concerned agencies, remains committed to ensuring that safety comes first, while learning continues through appropriate, flexible, and compassionate measures.

After careful consideration and in recognition of the need to safeguard the continuity of education, classes at all levels shall resume tomorrow, August 25, 2026. Government work shall likewise resume.

While the suspension of classes was necessary to ensure the safety of our learners, teachers, and personnel, the prolonged disruption has also affected the continuity of learning. With due consideration of the prevailing conditions, it is now necessary to resume classes and government work, while remaining vigilant and guided by official safety advisories.

This decision was made after due consideration, striking a careful balance between public safety and the urgent need to continue the education of our learners and the delivery of essential government services.

We urge everyone to remain vigilant and responsible. Let us continue to prioritize safety while ensuring that learning and public service move forward.

The Provincial Government of Abra suspends onsite face-to-face classes in all public and private schools at all levels on August 24, 2026, in the interest of the safety and well-being of learners, teachers, and school personnel.

Schools are advised to implement appropriate Alternative Delivery Modes (ADM) in accordance with DepEd guidelines to ensure the continuity of learning.

Government work is likewise suspended, while concerned offices may adopt appropriate alternative work arrangements, subject to the needs of the service.

Private establishments are likewise encouraged to exercise discretion and adopt appropriate work arrangements, taking into consideration the safety and well-being of their employees and the prevailing weather conditions.

Health workers, rescue personnel, and other personnel involved in emergency response and the delivery of critical and continuous services shall continue to perform their duties as necessary.

The suspension is due to PAGASA’s forecast of occasional to frequent rains over Abra, brought about by the Southwest Monsoon (Habagat), with possible moderate to heavy rainfall that may trigger flash floods and landslides in vulnerable areas.

The program began with meaningful moments that set the tone for our celebration. We were honored to have Ma'am Evangeline B. Manzano, our GPTA President, deliver an inspiring and heartfelt message to all our athletes — reminding them that true victory lies in character, discipline, and doing one's best. 👏

Following this, Sir Nathaniel T. Dickson, our School Head, officially declared the SJCS Intramurals 2026 open! His leadership continues to guide our school toward growth, unity, and shared success. 🎤📜

Our Sports Coordinator, Ma'am Carolyne B. Lincones, then presented the lineup of games and activities that our learners will enjoy throughout the event. Competitions include Athletics, Badminton, Basketball, Volleyball, Chess, and other exciting games — with additional activities to follow as soon as the weather cooperates! 🏃‍♂️🏀🏐♟️
