BASC Hosts Multi-Agency Inception Meeting for Projects under the GALING PCAARRD Kontra Krisis (GPKK) Program
Bulacan Agricultural State College (BASC) successfully hosted the Inception Meeting for projects under the Good Agri-Aqua Livelihood Initiatives towards National Goals (GALING) PCAARRD Kontra Krisis (GPKK) Program of the Department of Science and Technology โ Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) on August 4, 2026, at the Function Hall, BASC, Pinaod, San Ildefonso, Bulacan, with participants taking part both in person and via Zoom online meeting.
The meeting marked the official start of the implementation of GPKK-funded initiatives, bringing together project leaders and representatives from participating institutions to align implementation strategies, discuss project expectations, and strengthen collaboration for the successful delivery of project outputs.
Among the projects presented was BASC's technology transfer initiative, "Establishing a Science-Based Food Security and Disaster Resilience Loop through the BASC-Palayamanan Production Hub (Project AGRI-LIFELINE): A Galing PCAARRD Kontra Krisis (GPKK) Project." Led by Engr. Benjie C. Timbang, the project aims to establish a science-based and sustainable framework that enhances food security and disaster resilience through the BASC-Palayamanan Production Hub.
The activity was emceed by Dr. Nikki Ann V. Macabontoc, Research Director of BASC, and was attended by the College's administrative officials, project management teams, representatives from partner agencies and participating institutions, and other stakeholders committed to the successful implementation of the GPKK Program.
The program opened with the Opening Ceremony, followed by the Welcome Remarks of Dr. Jameson H. Tan, College President of BASC. Dir. Noel A. Catibog, Director of the Technology Transfer and Promotion Division (TTPD), delivered the Opening Remarks and presented the Rationale of the Activity, emphasizing the importance of collaboration in advancing science-based agricultural development and ensuring the successful implementation of GPKK projects.
The meeting also featured the Presentation of the DOST-PCAARRD Grants-in-Aid (GIA) Guidelines by Ms. Margaret Ann Bettina T. Papag, providing participants with key information on project implementation, monitoring and evaluation, grant management, and administrative requirements. This was followed by the presentation of GPKK projects from Cavite State University (CvSU), Bulacan Agricultural State College (BASC), Bicol University (BU), Don Mariano Marcos Memorial State University (DMMMSU), the Bureau of Plant IndustryโLos Baรฑos (BPI-LB), Central Mindanao University (CMU), Visayas State University (VSU), the Department of Agriculture Regional Field Office V (DA RFO V), the Department of Agriculture CALABARZONโQuezon Agricultural Research and Experiment Station (QARES), the Department of Agriculture CALABARZONโLaguna Agricultural Research and Experiment Station (LARES), and Capiz State University (CapSU). The afternoon session continued with the remaining project presentations, an Open Forum, reminders on project implementation, and the Closing Remarks delivered by Dr. Engelbert R. Lalican of TTPD-DOST-PCAARRD.
The inception meeting served as an important platform for participating institutions to harmonize implementation plans, clarify roles and responsibilities, and foster stronger partnerships under the GALING PCAARRD Kontra Krisis Program. Through initiatives such as Project AGRI-LIFELINE, BASC continues to advance research, extension, and technology transfer efforts that promote sustainable agriculture, strengthen food security, and build resilient communities.
