We are pleased to share that following its approval and publication in the Manila Bulletin on 08 May 2026, the Implementing Rules and Regulations (IRR) of Republic Act No. 12310, or the Expanded Philippine Science High School (PSHS) System Act, has officially taken effect on May 23, 2026 or 15 days after its publication in a national newspaper.
The issuance and effectivity of the IRR marks an important milestone in operationalizing the Expanded PSHS System Act and advancing its vision of strengthening and expanding access to premier science, technology, engineering, and mathematics (STEM) education for Filipino learners.
The IRR provides the implementing framework that translates the provisions of RA 12310 into actionable policies and institutional mechanisms for the PSHS System. Among its key directions are:
๐ฌ Strengthened Governance and Institutional Structure โ Establishing clearer governance mechanisms and defining the roles and responsibilities needed to support the continued development of the PSHS System.
๐ซ Expansion and Establishment of Campuses โ Providing policy guidance for the establishment and expansion of campuses to broaden access to quality PSHS education across the country.
๐ Expanded Access to Quality STEM Education โ Reinforcing the Systemโs commitment to providing scholarship-based, specialized STEM education to more deserving Filipino students while maintaining standards of excellence.
๐ Support for Research, Innovation, and Collaboration โ Encouraging stronger linkages, institutional innovation, and opportunities that further enrich the learning environment of Pisay scholars.
โ๏ธ Operational and Administrative Strengthening โ Establishing mechanisms to support efficient implementation, quality assurance, organizational development, and long-term sustainability of the PSHS System.
These developments are aligned with the objectives of the law to strengthen the countryโs pipeline of future scientists, engineers, innovators, and leaders through expanded opportunities in quality STEM education.
The IRR serves as a crucial step toward ensuring that the intent of RA 12310 is translated into meaningful and sustainable outcomes. Aside from current and future Pisay scholars, this IRR also caters to communities and sectors that benefit from scientific advancement and innovation.
