La Union Cultural Institute 拉允隆文化書院

na, when the Japanese imperial army invaded the northern part of China. It started as a family tutorial school inside a warehouse, one Principal/Teacher is teaching more than ten (10) students of different levels at the same time. So Quiong (New People’s Lumber)

- Mr. Chan LeonCio (Father of Engr. Mariano Chan)

They made use of the warehouse of Mr. Chan SuiHio as temporary classroom and hired Mr. Yu BonGui as Teacher/Principal.

1940 – the students population had increased, the group thought of organizing the Board of Trustees, electing Mr. Chan LinYok as the first Chairman of the Board of Trustees with Mr. So Quiong, Mr. Dy TiongSan, Mr. Ting YekSiong (aka Dy KehHio), Gen. Dy TiakChay, Mr. Lim SiuYok (Antonio Lim) as members. A few months later Principal Yu resigned, the school then engaged the services of Mr. Chan KokChing as principal, with him as principal (Mr. Chan KokChing) the school was able to acquire a house and lot (now owned by Alfonso Lim Family) as its school building and Basketball court at the back. The students had increased to more than 30.

1941 – during the Japanese occupation the school stopped operation. Principal Chan KokChing resigned and went back to Manila to join Filipino-Chinese Guerilla Movement (Hiat Kan Tuan) and became a hero.

1945 – after the war, our school was lucky for not being destroyed by the Japanese bombardment of San Fernando, we were one of the few building structure left. Director Dy TiongSan then initiated the revival of our school and hired the services of Mr. Teh HuaLian as principal (now the Editor-in-Chief of the United Daily News in Manila). The following were the members of the Board of Trustees after the war:

- Chan LeonSiu – (Father of Mariano Chan)
- So Quiong – Member (Granffather – New People’s Lumber)
- Dy KimSuiy – Member (new Life Trading, Father of Paquito Dy
- Sia SuiGuan – (Ambrocio Sia) (Sta. Lucia, Ilocos Sur)
- Chan KaoKim – Member (SFLU)
- Chan LenLuh – Member (SFLU)

1946 – They hired Mr. Dy BangEng as the Supervisor for Chinese instruction.

1947 – Principal Ty HuaLian went back to China, Mr. Dy BangEng was elevated to principal of the school. The student population then was more than 60.

1948 – Gen. Dy PakChai acted as principal.

1949 – Mr. Juan Chan (Chan CheChiao) took over as Principal, improved the old school building, installed the new basketball court and drilling ground for the Boy scouts. Hired several teachers to handle the Chinese Course, among them is Mr. Sing Ming Po, now a successful businessman in Davao City.

1950 – Mr. Ting YekSiong (Dy KehHio) Father of Mr. Aldrico B.H. Dy was elected Chairman of the Board of Trustees. He initiated the transfer of our school to the present site ( Gov. Lucero Street ). Bought the new lot for construction of the new building. He then organized the construction committee to start planning for the construction of the school building. With the following as members of the construction committee:

1951 – The new school building was finally finished and inaugurated March of 1951.

1954 – Our student population increased and High School department for both Chinese and English department was added.

1956 – Under the leadership of Mr. Ting BonLiak ( Francisco Ting Sr.), The school constructed the 2nd school building (elementary building).

1958 – Mr. Tan SeeYu ( Father of Calixto Chan ) of Naguilian donated the materials for the construction of a dormitory with kitchen and dining hall for the school's out of town students which came as far as Laoag, Vigan, Candon, Baguio, and Tarlac. The school then has a population of more than 300.

1963 – Mr. Ting YekSiong (Dy KehHio) and Mr. Francisco Ting Sr., (Ting BonLiak) donated funds for the construction of a 2 storey fully concrete school building ( high school bldg.) which was later named after their birth placein china, Chu Su Building. Chairman Francisco Ting (Ting BonLiak) was chairman for 17 years up to 1968.

1968 – Mr. Antonio Lim (Lim SiuYok) succeeded as Chairman of the Board, 1968-1972.

1971 – Mr. Lee Tiak Ching became the 6th principal of the school.

1973 to 1975 - Mr. See Lin Chan was elected Chairman of the Board of Trustees for one term.

1975 to 1988 - Mr. Benito Gapuz Te was elected President of the Board of Trustees.

1988 – Principal Lee Tiak Ching resigned as Principal and Mr. Benjamin Ang took over as principal with Victor Dy and Justo Chan as administrators. Under Mr. Ang’s leadership, the school was able to achieve an all-time high in number of enrollees.

1989 – The Alumni Association under the Presidency of Mr. Juanito Lim started the construction of the LUCI Gymnasium and Stage Building which was later named the ALUMNI Building.

1990 – Mr. See Lin Chan was re-elected Chairman of the Board of Trustees for the 2nd time.

1993 – Under Mr. Ben Ang, as the School Principal, the LUCI Alumni Association under the Presidency of Victor B.H. Dy and Mr. See Lin Chan as Chairman of the Board of Trustees, the construction of the new 5-Storey Commercial and School Bldg. was commenced and was later inaugurated on December of 1994.
