CLARK FREEPORT ZONE, Pampanga—Strengthening the City College of San Fernando Pampanga’s (CCSFP) commitment to global engagement and institutional internationalization, 𝗗𝗿. 𝗠𝗲𝗹𝗮𝗻𝗶𝗲 𝗚. 𝗩𝗶𝗹𝗼𝗿𝗶𝗮-𝗕𝗿𝗶𝗼𝗻𝗲𝘀, Vice President for Academic Affairs and International Engagements, and 𝗠𝗿. 𝗖𝗲𝗱𝗿𝗶𝗰 𝗝𝗼𝘀𝗵𝘂𝗮 𝗕. 𝗝𝗮𝗿𝗰𝗶𝗮, International Relation Officer, participated in 𝗞𝗔𝗣𝗜𝗧-𝗕𝗜𝗦𝗜𝗚 𝟮𝟬𝟮𝟲: 𝗨𝗻𝗶𝘁𝗲𝗱 𝗳𝗿𝗼𝗺 𝗪𝗶𝘁𝗵𝗶𝗻 𝘁𝗼 𝗕𝗲𝘆𝗼𝗻𝗱, held on July 13–14, 2026, at the SMX Convention Center Clark.

Organized by the University of the Philippines Office of International Linkages (UP OIL) under the ANTENA and UNICATION Erasmus+ Capacity Building Projects, KAPIT-BISIG 2026 is a national capacity-development program that convenes higher education institution leaders, faculty administrators, and international relations practitioners committed to advancing internationalization in Philippine higher education.

Throughout the two-day program, participants engage in lectures, workshops, discussions, and networking activities designed to deepen institutional understanding of higher education internationalization and enhance the competencies of international relations practitioners and university administrators.

KAPIT-BISIG 2026 also provides practical approaches to international partnership development and global engagement, facilitates peer learning among Philippine HEIs, and encourages the formulation of institutional action plans supporting sustainable internationalization initiatives.

The program features two parallel learning tracks based on the identified learning needs and internationalization experience of participants. The 𝙁𝙤𝙪𝙣𝙙𝙖𝙩𝙞𝙤𝙣𝙖𝙡 𝙏𝙧𝙖𝙞𝙣𝙞𝙣𝙜 𝙋𝙧𝙤𝙜𝙧𝙖𝙢 𝙤𝙧 𝙏𝙧𝙖𝙘𝙠 𝘼 is designed for newly designated international relations officers, beginning practitioners, faculty and staff with limited exposure to international engagement, and institutions establishing or strengthening their internationalization offices.

Meanwhile, the 𝘾𝙖𝙥𝙖𝙘𝙞𝙩𝙮-𝘽𝙪𝙞𝙡𝙙𝙞𝙣𝙜 𝙏𝙧𝙖𝙞𝙣𝙞𝙣𝙜 𝙒𝙤𝙧𝙠𝙨𝙝𝙤𝙥 𝙤𝙧 𝙏𝙧𝙖𝙘𝙠 𝘽 caters to experienced internationalization practitioners and administrators who supervise institutional initiatives, develop international partnerships and mobility programs, and seek advanced approaches to policy development, strategic planning, and international project development.
Both learning tracks culminate in shared plenary activities and institutional networking opportunities, providing participants with avenues to establish linkages, exchange institutional practices, and explore potential areas for collaboration.

The participation of CCSFP in KAPIT-BISIG 2026 forms part of the College's continuing efforts to strengthen its internationalization mechanisms, institutional policies, global partnerships, and mobility initiatives. Insights and practices gained from the program are expected to contribute to the development and advancement of CCSFP's strategic internationalization initiatives.

The City College of San Fernando Pampanga (CCSFP) continues to demonstrate its commitment to public service and professional excellence as two of its academic personnel served as resource persons during the Civil Service Commission (CSC) Examination Review Sessions 2 and 3 conducted for personnel of the Department of Social Welfare and Development (DSWD) Region III.

𝗠𝗿. 𝗖𝗿𝗶𝘀 𝗠. 𝗕𝗮𝗹𝗶𝗻𝗴𝗶𝘁, 𝗠𝗖, 𝗟𝗣𝗧, the College’s Academic Affairs Associate, facilitated comprehensive discussions on 𝙎𝙪𝙗𝙟𝙚𝙘𝙩-𝙑𝙚𝙧𝙗 𝘼𝙜𝙧𝙚𝙚𝙢𝙚𝙣𝙩, 𝙋𝙖𝙧𝙖𝙜𝙧𝙖𝙥𝙝 𝙊𝙧𝙜𝙖𝙣𝙞𝙯𝙖𝙩𝙞𝙤𝙣, 𝙖𝙣𝙙 𝙄𝙙𝙞𝙤𝙢𝙖𝙩𝙞𝙘 𝙀𝙭𝙥𝙧𝙚𝙨𝙨𝙞𝙤𝙣𝙨. His lecture equipped participants with essential English language competencies that are frequently assessed in the CSC Exam, while also strengthening their written communication and language proficiency.

Meanwhile, 𝗠𝗿. 𝗖𝗲𝗱𝗿𝗶𝗰 𝗝𝗼𝘀𝗵𝘂𝗮 𝗕𝘂𝘀𝘁𝗼𝘀 𝗝𝗮𝗿𝗰𝗶𝗮, International Relations Officer of CCSFP, delivered a lecture on 𝘾𝙡𝙚𝙧𝙞𝙘𝙖𝙡 𝙊𝙥𝙚𝙧𝙖𝙩𝙞𝙤𝙣𝙨. His session focused on the principles and practical applications of clerical work, including records management, filing systems, office procedures, and other administrative competencies that form a significant component of the CSC Subprofessional Exam.

Through these review sessions, CCSFP reaffirms its role as a partner institution in advancing the professional development of government personnel by sharing the expertise of its faculty and administrators in support of capacity-building initiatives across the region.

𝗖𝗜𝗧𝗬 𝗢𝗙 𝗦𝗔𝗡 𝗙𝗘𝗥𝗡𝗔𝗡𝗗𝗢, 𝗣𝗮𝗺𝗽𝗮𝗻𝗴𝗮 — Reinforcing its commitment to workforce development and public service excellence, the City College of San Fernando Pampanga (CCSFP) officially launched its 3rd Online Civil Service Commission (CSC) Review Program on July 8, 2026, benefiting personnel of the Department of Social Welfare and Development (DSWD) from various provinces across Region III.

Conducted virtually, the review program aims to equip government personnel with the knowledge, skills, and effective test-taking strategies needed to successfully pass the Civil Service Examination. Beyond examination preparation, the initiative seeks to help participants obtain professional eligibility, expand career opportunities, and further strengthen the quality of public service delivery.

The opening session was led by Dr. Melanie G. Viloria-Briones, Vice President for Academic Affairs and International Engagements, who also served as the program's first resource speaker. In her lecture, she discussed the fundamental provisions of the 1987 Philippine Constitution, highlighting its significance in promoting ethical leadership, accountability, transparency, and professionalism in public service.

The partnership between CCSFP and DSWD Region III, which began in 2025, reflects the shared commitment of both institutions to continuous learning, capacity-building, and professional development among government employees. Through this sustained collaboration, the program continues to empower public servants with the competencies necessary to better serve vulnerable and marginalized communities throughout Central Luzon.

As it continues to extend quality extension and professional development programs, CCSFP reaffirms its role as a proactive academic institution dedicated to developing competent public servants, fostering lifelong learning, and contributing to the realization of good governance and responsive public service.

The City College of San Fernando, Pampanga (CCSFP) participated in the Commission on Higher Education – International Affairs Service (CHED-IAS) Collaborative Online International Learning (COIL) Information Session for Local Universities and Colleges (LUCs) held on June 26 via Zoom platform.

Anchored on the theme, “Beyond Learning Continuity: Leveraging COIL for Innovative Teaching, Global Partnerships, and Internationalized Higher Education,” the information session provided participants with insights into the implementation of COIL as a strategic approach to internationalization, enabling higher education institutions to integrate global perspectives into the curriculum through virtual collaboration while fostering meaningful international academic and cultural partnerships.

Representing CCSFP in the virtual session were Dr. Melanie G. Viloria-Briones, Vice President for Academic Affairs and International Engagements; Dr. Kimberly G. Mallari, Dean of the Institute of Education; Dr. Maria Cristina D. Basilio, Dean of the Institute of Business Administration; Mr. Justine G. Francisco, Associate Program Head of the Institute of Information Technology; and Mr. Cedric Joshua Bustos Jarcia, International Relations Officer.

The information session was organized by the Commission on Higher Education – International Affairs Service (CHED-IAS) in collaboration with Holy Child Central Colleges, Inc. and the Bayanihan COIL Network.

CCSFP’s participation reflects the institution’s continuing efforts to strengthen its internationalization agenda by exploring innovative approaches to teaching, learning, and global collaboration, consistent with its commitment to providing quality, globally responsive, and future-ready education for the Fernandino youth.

The City College of San Fernando Pampanga – University Rankings and Sustainability Committee (CCSFP-URSC) convened to review the institution’s performance in the recently released Times Higher Education (THE) Sustainability Impact Ratings 2026. The College improved its standing to the 1,001–1,500 bracket, advancing from its 1,501+ placement in the previous year.

During the meeting, the committee analyzed the CCSFP’s performance across the Sustainable Development Goals (SDGs) and identified strategies to further strengthen its sustainability initiatives, research, community engagement, and governance practices.

Moreover, the committee finalized the institution’s submission to the UI GreenMetric Sustainable University Rankings 2026, which is scheduled for submission on June 30, 2026. The discussion focused on ensuring the completeness and accuracy of documentary evidence across the ranking indicators, including setting and infrastructure, energy and climate change, waste management, water conservation, transportation, and education.

CCSFP-URSC is headed by Dr. Melanie G. Viloria-Briones, Vice President for Academic Affairs and International Engagements. Its members include Cedric Joshua Bustos Jarcia, Cris Balingit, Keishla Joy Mallari, Angelyn Torno, Marvin Wanta, Ashley Rain Solis, Paolo Bacani, Sherwin Louie Carreon, and Francis Joe Galang.

The City College of San Fernando Pampanga (CCSFP) improved its standing in the Times Higher Education (THE) Sustainability Impact Ratings 2026, advancing to the 1,001–1,500 bracket from its 1,501+ placement in 2025.

This achievement was driven by CCSFP’s expanded participation in seven United Nations Sustainable Development Goals (SDGs), including its debut in SDG 10: Reduced Inequalities, as well as sustained and improved performance in key areas such as quality education, poverty reduction, decent work, good governance, and partnerships.

The CCSFP is the only local college in Pampanga to be included in the global rankings. In the Central Luzon region, it is joined by Gordon College in Olongapo City, while nationwide, only eight LUCs made the list.

Its advancement reflects the strong leadership of Mayor Vilma Balle-Caluag, whose administration continues to prioritize accessible, inclusive, and quality education as a key pillar of sustainable development in the city.

Moving forward, CCSFP remains committed to strengthening its academic programs, community engagement, and strategic collaborations in line with the Mayor’s educational thrusts.

The City College of Angeles proudly served as host venue for the Association of Local Colleges and Universities (ALCU) Region III Presidents’ Meeting, warmly welcoming college presidents, top executives, and sports and culture coordinators from member institutions across Central Luzon.

Held at the City College of Angeles, the gathering provided an opportunity for higher education leaders to strengthen partnerships, exchange best practices, and discuss initiatives that will further advance academic excellence and student development throughout the region.
