Pursuant to Memorandum Circular no. 129 issued by the Office of the President directing Government Offices to implement alternative work arrangements while agencies/offices involved in delivering essential and vital services shall continue their operations.

Furthermore, face-to-face classes in all levels in Public and Private Schools are hereby suspended on August 19, 2026, Wednesday enjoining all affected institutions to adopt other learning modalities to ensure learning continuity while ensuring safety of both learners and teaching and non-teaching personnel.

The City Government of San Carlos announces the 𝐑𝐄𝐒𝐔𝐌𝐏𝐓𝐈𝐎𝐍 𝐎𝐅 𝐅𝐀𝐂𝐄-𝐓𝐎-𝐅𝐀𝐂𝐄 𝐂𝐋𝐀𝐒𝐒𝐄𝐒 𝐈𝐍 𝐀𝐋𝐋 𝐋𝐄𝐕𝐄𝐋𝐒 𝐢𝐧 𝐛𝐨𝐭𝐡 𝐩𝐮𝐛𝐥𝐢𝐜 𝐚𝐧𝐝 𝐩𝐫𝐢𝐯𝐚𝐭𝐞 𝐬𝐜𝐡𝐨𝐨𝐥𝐬 in the city on 𝐖𝐞𝐝𝐧𝐞𝐬𝐝𝐚𝐲, 𝐀𝐮𝐠𝐮𝐬𝐭 𝟏𝟐, 𝟐𝟎𝟐𝟔.

This is based on the latest weather information and forecast issued by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). While the Southwest Monsoon (Habagat) continues to affect Luzon, Pangasinan is not included among the areas under the 50–100 mm heavy rainfall outlook from today until tomorrow noon.

Schools are advised to continue monitoring weather conditions and take appropriate precautionary measures to ensure the safety of learners, teaching personnel, and non-teaching personnel.

Parents and guardians are likewise encouraged to remain vigilant and monitor official announcements and weather advisories for any significant changes in weather conditions.

In compliance with Executive Order No. 66-D, Series of 2026, issued by the City Government of San Carlos through the City Information Office, face-to-face classes at all levels in both public and private schools are suspended on Wednesday, August 5, 2026.

This decision is made due to the continuing threat posed by persistent rainfall associated with the Low Pressure Area (LPA), which may develop into Tropical Depression "Maymay," based on the latest weather forecast and the 24-hour Rainfall Advisory issued by PAGASA.

To ensure the continuity of learning while prioritizing the safety and well-being of learners, teaching and non-teaching personnel, Bacnar National High School shall implement appropriate Alternative Delivery Modalities (ADM) and other suitable learning arrangements for the day.

Students and parents are advised to coordinate with their respective teachers and class advisers regarding learning tasks and instructions.

Pursuant to Executive Order No. 71, Series of 2026, issued by the Province of Pangasinan, a provincewide suspension of classes at all levels (public and private) and work in all government offices is hereby implemented on Tuesday, August 4, 2026.

Due to the continuing effects of and the Southwest Monsoon (Habagat), all classes in public and private schools throughout the province are suspended. Work in all government offices in Pangasinan is likewise suspended.

In line with this, Bacnar National High School will implement the HINTO (Stop) Scheme. Consequently, all classes are suspended, both in face-to-face and distance learning modalities.

All learners, parents, teaching, and non-teaching personnel are advised to remain vigilant, stay updated through official announcements from the local government and concerned agencies, and prioritize safety at all times.

Pursuant to the announcement of the City Government of San Carlos, 𝗳𝗮𝗰𝗲-𝘁𝗼-𝗳𝗮𝗰𝗲 𝗰𝗹𝗮𝘀𝘀𝗲𝘀 𝗮𝘁 𝗮𝗹𝗹 𝗹𝗲𝘃𝗲𝗹𝘀 𝗶𝗻 𝗯𝗼𝘁𝗵 𝗽𝘂𝗯𝗹𝗶𝗰 𝗮𝗻𝗱 𝗽𝗿𝗶𝘃𝗮𝘁𝗲 𝘀𝗰𝗵𝗼𝗼𝗹𝘀 𝗮𝗿𝗲 𝘀𝘂𝘀𝗽𝗲𝗻𝗱𝗲𝗱 𝗼𝗻 𝗔𝘂𝗴𝘂𝘀𝘁 𝟰, 𝟮𝟬𝟮𝟲 (𝗧𝘂𝗲𝘀𝗱𝗮𝘆) due to Tropical Depression "Luis" and the Enhanced Southwest Monsoon (Habagat).

In line with this, Bacnar National High School will implement the 𝗛𝗜𝗡𝗔𝗬/𝗘𝗔𝗦𝗘-𝗜𝗡 scheme, and 𝗰𝗹𝗮𝘀𝘀𝗲𝘀 𝘄𝗶𝗹𝗹 𝘀𝗵𝗶𝗳𝘁 𝘁𝗼 𝗔𝗹𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝘃𝗲 𝗗𝗲𝗹𝗶𝘃𝗲𝗿𝘆 𝗠𝗼𝗱𝗮𝗹𝗶𝘁𝘆 (𝗔𝗗𝗠) 𝘁𝗵𝗿𝗼𝘂𝗴𝗵 𝗢𝗻𝗹𝗶𝗻𝗲 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴 𝗼𝗿 𝗠𝗼𝗱𝘂𝗹𝗮𝗿 𝗗𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴, whichever is applicable.
