LOOK: Urbelle Ruff Niel Borreros Batay, a magna cm laude graduate of the Bachelor of Science in Fisheries from Capiz State University (CAPSU) Dayao Satellite College, has brought pride to the University after placing eighth in the October 2026 Fisheries Professionals Licensure Examination (FPLE) with a rating of 87.75%.

CAPSU Dayao Satellite College produced 31 new Fisheries Professionals, while CAPSU Pontevedra Campus produced three new Fisheries Professionals.

As announced by the Professional Regulation Commission (PRC) Board of Fisheries, 1,816 out of 2,631 examinees (69.02%) passed the October 2026 FPLE.

Before this day ends, we just want to greet our teachers across the CAPSU system a meaningful National Teachers’ Day.

Capiz State University honors the dedicated educators whose work reaches far beyond the classroom. Through every lesson taught, question encouraged, and learner guided, teachers help shape not only minds, but also the communities and futures that those learners will build.

CAPSU recognizes its faculty members who continue to educate with purpose, nurture with compassion, and uphold the responsibility of preparing learners to become capable and engaged members of society. Capiz State University (CAPSU) President Dr. Efren L. Linan has been elected as Representative-at-Large to the Executive Board of the Regional Research and Development Coordinating Council (RRDDC).

The election took place during the joint Executive Board and RRDCC 3rd Quarterly Meeting on October 5, 2026, at the TLE Service Center, Iloilo Science and Technology University (ISAT U) Old Site in Iloilo City. Joining him at the meeting as CAPSU Alternate Representative was Vice President for Research, Development and Extension Dr. Leo Andrew B. Biclar

The RRDCC serves as a central policy-making and governing body for regional research consortia under the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD). The council is composed of heads or presidents of member institutions, including regional state universities and colleges (SUCs), national and regional government line agencies, and local industry partners.

Dr. Linan’s election highlights his visionary leadership at CAPSU, backed by his extensive background in agricultural and biosystems engineering, environmental science, and institutional research and innovation.

CAPSU advances quality assurance as four programs undergo AACCUP accreditation

In pursuit of quality and academic excellence, four programs of Capiz State University (CAPSU) Pontevedra Campus, Pilar Satellite College, and Dayao Satellite College are undergoing evaluation by nine accreditors from the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP).

The three-day online accreditation survey visit, which runs from October 5 to 7, 2026, formally opened today at the Board Room of the Central Administration Building, CAPSU Roxas City Main Campus.

𝐂𝐀𝐏𝐒𝐔 𝐠𝐚𝐢𝐧𝐬 𝟏𝟐 𝐧𝐞𝐰𝐥𝐲 𝐥𝐢𝐜𝐞𝐧𝐬𝐞𝐝 𝐜𝐢𝐯𝐢𝐥 𝐞𝐧𝐠𝐢𝐧𝐞𝐞𝐫𝐬

Twelve graduates of Capiz State University (CAPSU) have earned their professional credentials after successfully passing the September 2026 Civil Engineers Licensure Examination (CELE), adding a new group of licensed professionals to the University’s growing roster of engineering graduates.

The Professional Regulation Commission (PRC) announced that 6,337 out of 17,062 examinees, or 37.14 percent, passed the licensure examination administered by the Board of Civil Engineering in testing centers across the country. The examination was conducted on September 26 and 27, 2026, with the results released on October 2, five working days after the last day of the examination.

Among the successful examinees were 12 CAPSU graduates who have completed another significant step toward professional practice in civil engineering. Their achievement reflects the technical knowledge, discipline, and preparation developed throughout their academic journey at the University.

As newly licensed civil engineers, they join a profession that plays an important role in the planning, design, construction, and maintenance of infrastructure that supports communities and everyday life. Their new credentials open opportunities to put their knowledge into practice and contribute to the development of safer, more resilient, and sustainable communities.

The September 2026 CELE was administered under the supervision of the Board of Civil Engineering, composed of Engr. Praxedes P. Bernardo, Chairperson, with Engr. Pericles P. Dakay and Engr. Romeo A. Estañero, Members.

The CAPSU community congratulates its 12 newly licensed civil engineers for this professional milestone. May they carry forward the knowledge and values gained at the University as they begin the next chapter of their careers and continue to build with purpose, competence, and integrity.

CAPSU honors retirees, loyalty awardees, faculty in Pasidunggan 2026

Through Pasidunggan 2026: Honoring Excellence, Celebrating the Dedication that Inspires Generations, Capiz State University (CAPSU) honored its retirees, loyalty awardees, and faculty members from the Central Administration and Roxas City Main Campus as part of the campus’ 109th Founding Anniversary celebration on October 1, 2026, at the Dadivas Gymnasium.

“At 109, CAPSU has every reason to be proud, but we also have every reason to be ambitious. The next chapter of Capiz State University–Roxas City Main Campus must be defined not only by how long this institution has existed, but by how much value we create for society, how many lives we transform in our communities, and how many students we help graduate and become successful,” CAPSU President Dr. Efren L. Key officials from Capiz State University (CAPSU) joined regional leaders and innovators for the opening of the 2026 Regional Science and Technology Week (RSTW) in Western Visayas on October 1, 2026 at the ABL Sports and Cultural Center in Kalibo, Aklan.

The delegation was led by University President Dr. Efren L. Linan alongside Dr. Leo Andrew B. Biclar, Vice President for Research, Development and Extension; Engr. Monalyn L. Oloroso, Director of the Machinery and Agricultural Technology Engineering Center (MATEC) at Burias Campus; and Prof. French A. Dampog, Director of CAPSU Intellectual Property Management Office (CAPSU-IPMO).

A major highlight of the opening ceremony was the official launch of new Data Analytics and Artificial Intelligence projects in the region. Among them is "PalAI", an innovative rice grain quality assurance system jointly developed by CAPSU and Aklan State University, in partnership with the Department of Science and Technology (DOST) and the National Food Authority (NFA).

PalAI leverages artificial intelligence and computer vision to distinguish rice grains from impurities, providing a more objective, consistent, and intelligent approach to purity assessment.

The three-day event's keynote message was delivered by DOST Secretary Renato U. Solidum Jr., who was introduced by DOST Western Visayas Regional Director Engr. Rowen R. Gelonga. Local government officials from Aklan were also present to show their strong support for regional science initiatives.

Organized annually by the DOST, the RSTW aims to bring science, technology, and practical innovations directly to local communities while addressing key regional socio-economic challenges. Beyond exhibitions and launches, the event serves as a vital networking venue to strengthen collaboration among government agencies, academe, industry sectors, and local communities.
