Strengthening Excellence in Research and Innovation: CAPSU Conducts 2nd Quarterly Monitoring and Evaluation of University Research and Development Centers
IN PHOTOS: [PART I] Capiz State University (CAPSU), through the Office of the Vice President for Research, Development and Extension (RDE), successfully conducted the 2nd Quarterly Monitoring and Evaluation of the University Research and Development Centers, reaffirming the University's commitment to excellence, accountability, and continuous improvement in research, innovation, and technology development.
The monitoring activity was spearheaded by Dr. Leo Andrew B. Biclar, Vice President for Research, Development and Extension, together with Dr. Stephanie S. Pimentel, University Research Director; Prof. Jocelyn S. Legaspi, University Extension Director; Prof. French A. Dampog, University Intellectual Property Management Office (IPMO) Director; Ms. Niรฑa L. Obeja, Ms. Princess P. Palawan, and Ms. Ivy S. Bermejo, University Research and Extension Associates II; and Ms. Mayrel Joy P. Areroyo and Mr. Jerry F. Fusin, members of the RDE Office staff.
The quarterly monitoring served as an essential mechanism for assessing the accomplishments, ongoing initiatives, and operational performance of the University's research and development centers. It also provided an opportunity to evaluate the implementation of research programs, identify best practices, address existing challenges, and recommend strategic interventions that will further strengthen CAPSU's research ecosystem.
The successful conduct of the monitoring was made possible through the active participation and unwavering support of the Center Directors, namely:

Each center presented its accomplishments, ongoing research initiatives, completed and proposed projects, extension linkages, publication outputs, intellectual property initiatives, and future development plans. The discussions also highlighted the importance of aligning research initiatives with the University's strategic directions, national development agenda, and the Sustainable Development Goals (SDGs).
Throughout the evaluation, Dr. Biclar emphasized the significance of maintaining a culture of excellence, innovation, collaboration, and impact-driven research. He encouraged every research center to continuously enhance the quality and relevance of their programs while ensuring that research outputs translate into meaningful innovations, technologies, policies, and community-based solutions that directly benefit society.
The monitoring team likewise provided constructive recommendations and technical guidance to further improve research management, documentation, monitoring systems, publication productivity, technology commercialization, extension integration, and intellectual property generation.
Beyond being a compliance activity, the quarterly monitoring served as a collaborative platform where ideas were exchanged, accomplishments were recognized, and opportunities for interdisciplinary partnerships were explored. It demonstrated the University's unwavering commitment to fostering a research environment that promotes academic excellence, innovation, sustainability, and responsive public service.
As the activity concluded successfully, the collective efforts of the University RDE Office, Center Directors, researchers, faculty members, and support personnel once again reflected CAPSU's dedication to advancing knowledge, generating impactful research, and contributing to regional and national development.
Through continuous monitoring, evaluation, and strategic support, Capiz State University remains steadfast in its vision of becoming a leading research-driven institution that produces transformative innovations, empowers communities, and creates lasting societal impact through quality research, development, and extension.
