In preparation for the 𝐂𝐀𝐏𝐒𝐔-𝐁𝐮𝐫𝐢𝐚𝐬 𝐖𝐚𝐬𝐰𝐚𝐬𝐚𝐧𝐚𝐲 2026 held from 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 15 to 17, the 𝐃𝐑𝐑𝐌 𝐂𝐀𝐑𝐄𝐒 actively participated in the 𝐡𝐚𝐥𝐥 𝐩𝐫𝐞𝐩𝐚𝐫𝐚𝐭𝐢𝐨𝐧𝐬, transforming the venue into a safe, organized, and welcoming space for the activities.📢

Working hand in hand with other student organizations, faculty, and staff, the team ensured that every corner of the venue was properly arranged to accommodate the crowd safely and comfortably.

Beyond the initial setup, their dedication extended throughout the celebration. During the three-day event, the DRRM CARES officers took charge of maintaining cleanliness and order by conducting regular 𝐜𝐥𝐞𝐚𝐧-𝐮𝐩 𝐝𝐫𝐢𝐯𝐞𝐬 in their designated areas. This sustained effort ensured that the campus remained clean, green, and safe for everyone in attendance.

Their hands-on involvement highlights the vital role of Disaster Risk Reduction and Management groups not only in emergency response, but also in fostering a smooth, secure, and well-managed environment for major institutional gatherings.🌀

A productive Review and Revisit of the Memorandum of Agreement (MOA) between Capiz State University and DOST-PAGASA for the establishment and operation of the CAPSU-PAGASA Agrometeorological Station was held on September 5, 2026.

The activity was made possible through the initiatives of DRRM CARES, providing an opportunity to review the existing agreement, revisit its important provisions, discuss matters concerning the continued operation of the station, and explore ways to further strengthen the partnership between the two institutions.

Present during the activity were Dr. Rodyard B. Madiclum, Campus Administrator; Dr. Elmer M. Albaladejo, NSTP Director; Dr. Arnel Van M. Aleligay, DRRM Director; Mr. Michael B. Viola, Weather Observer III, DOST-PAGASA; and Prof. Ben Francis A. Osias, DRRM Chair and Adviser of DRRM CARES.

The review and revisit of the MOA reaffirmed the shared commitment of Capiz State University and DOST-PAGASA to sustaining the operation of the CAPSU-PAGASA Agrometeorological Station as an important facility in supporting weather and climate monitoring, agricultural decision-making, disaster risk reduction, and climate resilience. 🌥️

This collaborative effort further highlights the importance of strong institutional partnerships in promoting climate-smart agriculture, disaster preparedness and resilience, and sustainable community development.

📢Through the initiatives of DRRM CARES

REVIEW AND REVISIT OF THE MEMORANDUM OF AGREEMENT (MOA) BETWEEN CAPIZ STATE UNIVERSITY AND DOST-PAGASA FOR THE ESTABLISHMENT AND OPERATION OF THE CAPSU–PAGASA AGROMETEOROLOGICAL STATION

As part of its continuing commitment to disaster risk reduction, climate change adaptation, and community resilience, DRRM CARES initiated the review and revisiting of the existing Memorandum of Agreement (MOA) between Capiz State University (CAPSU) and DOST-PAGASA concerning the establishment and operation of the CAPSU–PAGASA Agrometeorological Station.

The initiative aims to strengthen the partnership between the two institutions, revisit their respective commitments and responsibilities, and ensure the continued effective operation of the agrometeorological station in support of weather monitoring, climate information, agricultural planning, disaster preparedness, and informed decision-making.

Through this initiative, DRRM CARES continues to promote meaningful partnerships and practical DRRM initiatives that contribute to a safer, more resilient, and climate-informed CAPSU community and surrounding communities.

WEATHER UPDATE| As of 2:00 AM today, 11 September 2026, a Low Pressure Area (LPA 09b) is being monitored OUTSIDE the Philippine Area of Responsibility (PAR) and has a MEDIUM chance of developing into a tropical depression within the next 24 hours.

Meanwhile, another Low Pressure Area (LPA 09c) is being monitored OUTSIDE the Philippine Area of Responsibility (PAR) and is UNLIKELY to develop into a tropical depression within the next 24 hours.

𝘏𝘰𝘯𝘰𝘳𝘪𝘯𝘨 𝘵𝘩𝘦 𝘓𝘦𝘢𝘥𝘦𝘳𝘴𝘩𝘪𝘱 𝘰𝘧 𝘋𝘳. 𝘌𝘧𝘳𝘦𝘯 𝘓. 𝘓𝘪𝘯𝘢𝘯

Two years ago today, Capiz State University entered a new chapter as Dr. Efren L. Linan took the helm of the University, carrying with him not only the responsibility of leadership, but a clear vision of what CAPSU could become.

Since September 8, 2024, his presidency has been marked by a deliberate pursuit of progress, grounded in research, innovation, institutional development, and a strong belief in the capacity of the University and its people to move forward together.

Guided by the I.M.P.A.C.T. Agenda, his administration has steadily translated vision into action. From strengthening academic and institutional systems to advancing research and innovation, expanding infrastructure, embracing digital transformation, and widening CAPSU’s connections beyond its borders, the past two years have been a period of purposeful movement.

Yet leadership is measured not only by milestones achieved, but by the direction an institution takes.

Under Dr. Linan’s stewardship, CAPSU has continued to cultivate a culture that values evidence over assumption, innovation over complacency, and collective responsibility over individual effort. His approach reflects a leader deeply rooted in research and systems thinking, while remaining attentive to the people who give the University its life and purpose.

Two years into his presidency, CAPSU is no longer simply looking at what has been accomplished. It is looking ahead.

The recently articulated 𝐑𝐈𝐒𝐄 𝐂𝐀𝐏𝐒𝐔, 𝐑𝐈𝐒𝐄 𝐂𝐀𝐏𝐈𝐙 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐏𝐥𝐚𝐧 𝟐𝟎𝟐𝟔–𝟐𝟎𝟑𝟎 gives shape to that horizon, setting a clearer course for the years ahead and calling on every member of the University community to take ownership of the journey.

There is still much to build, much to improve, and much to imagine.

And as Dr. Linan continues to navigate CAPSU toward a more innovative, responsive, and globally connected future, the University community moves with him, grateful for the leadership that has brought us this far and hopeful for the possibilities that lie ahead.

Today, we honor two years of service, vision, and stewardship.

And tomorrow, we continue the journey.

May the years ahead bring even greater opportunities for CAPSU to rise, innovate, and make a lasting difference.
