PUBLIC ADVISORY 📢

​Pursuant to Malacañang Memorandum Circular No. 129, classes at all levels shall adopt an alternative learning mode, unless otherwise directed by the Local Chief Executives.

Moreover, government offices are directed to implement alternative work arrangements.

This is in anticipation of the continued heavy rainfall due to the enhanced Southwest Monsoon.

​The suspension of work or adoption of alternative work arrangements in private companies is left at the discretion of their respective heads of office.

Offices providing essential services, such as health, disaster risk reduction, and emergency response, will remain fully operational.

MALACAÑANG ORDERS ALTERNATIVE WORK ARRANGEMENTS AMID HEAVY RAINS

ordered government offices in Metro Manila and 14 provinces to implement appropriate alternative work arrangements on Tuesday, 18 August 2026, due to continuous heavy rainfall associated with the southwest .

Under Memorandum Circular 128, the directive covers Ilocos Sur, La Union, Pangasinan, Benguet, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Cavite, Batangas, Rizal, Laguna and Occidental Mindoro.

Alternative learning modes will also be implemented for all levels in public and private schools in the affected areas unless otherwise directed by their respective local chief executives.

Agencies providing basic and health services, disaster response and other vital services will continue operations, while work arrangements in the private sector are left to management’s discretion. | Raffy Ayeng

DEPED ORDER NO. 014, s. 2026 – GUIDELINES ON LEARNING CONTINUITY IN EMERGENCIES
Section V, number 12

Parents or legal guardians retain the ultimate responsibility for determining whether their children should attend classes in consideration of their physical and/or mental health during disasters and calamities. This applies even if no order for suspension of classes has been issued. Nonetheless, it shall also be the responsibility of the parents or guardians to ensure that their child is able to catch up with the needed competencies the learner should master. Actions taken in good faith and in compliance with this policy shall not subject school heads or teachers to personal liability.
